Child Trafficking for Prostitution in Jakarta and West Java a Rapid Assessment International Programme on the Elimination of Child Labour CHILD TRAFFICKING FOR PROSTITUTION IN JAKARTA AND WEST JAVA A RAPID ASSESSMENT International Labour Organization 2004 Foreword The latest ILO global child labour estimates confirm what many have feared for some time: the number of children trapped in the worst forms of child labour is greater than previously assumed. It is now estimated that an alarming 179 million girls and boys under the age of 18 are victims of these types of exploitation. Among them, some 8,4 million are caught in slavery, debt bondage, trafficking, forced recruitment for armed conflicts, prostitution, pornography and other illicit activities. Severe economic hardship, which has affected Indonesia since 1997, has forced poor families to send underage children to work. According to the 1999 data by the Central Bureau of Statistics (CBS), a total of 1,5 million children between 10 and 14 years of age worked to support their families. At the same time, data from the Ministry of Education shows that 7,5 million or 19,5 percent of the total 38,5 million children aged 7 to 15 were not registered in primary and lower secondary school in 1999. While not all these children are at work, out-of-school children are often in search of employment and at risk of becoming involved in hazardous economic undertakings. In the face of this, it is truly encouraging that the Government of Indonesia has ratified both the ILO Worst Forms of Child Labour Convention (No. 182) and the ILO Minimum Age Convention (No. 138) by law No. 1/2000 and No. 20/1999 respectively. By ratifying Convention 182, Indonesia made a commitment to “take immediate and effective measures to secure the prohibition and elimination of the worst forms of child labour as a matter of urgency.” Pursuant to this, the Government of Indonesia has developed a National Plan of Action on the Elimination of the Worst Forms of Child Labour which is now embodied in a Presidential Decree (No. 59, August 2002). The Plan seeks to eliminate worst forms of child labour during a twenty year time bound programme. The plan also identifies five forms of child labour as the most urgent to be targeted for elimination in Indonesia within a five -years. These are: children involved in the sale, production and trafficking of drugs, trafficking of children for prostitution, child labour in the footwear sector; in mining; and in off-shore fishing. i The ILO's International Programme for the Elimination of Child Labour (IPEC) is currently providing support to the Government to implement the National Plan of Action through a support that started in January 2004. The TBP is providing support to develop policies, programmes and projects that have an effective impact on the worst forms of child labour. Although there is an increasing volume of information on child labour, there are still gaps in the knowledge and understanding of the various forms and conditions in which children work. The availability of data is crucial in order to ensure a good understanding of the child labour situation and the particular needs of the targeted populations. In order to ensure the availability of such information, ILO-IPEC has undertaken a series of six rapid assessments researching the sectors targeted by the National Plan of Action. The particular research was undertaken by the Indonesian Child Welfare Foundation (Yayasan Kesejahteraan Anak Indonesia – YKAI). YKAI was established in 1979 and had carried out various researches and activities on child issues in general and on child labour issue in particular since 1983.     KESESUAIAN PENATAAN RUANG DAN POTENSI INVESTASI DI KABUPATEN BOGOR Frans Dione Institut Pemerintahan Dalam Negeri [email protected] ABSTRACT Bogor Regency is a district that is geographically close to the Capital City, Jakarta. This position and the potential of natural resources makes Bogor District have a great opportunity to develop investment. Investment will come into an area if the spatial policy is made in line and congruent with the potential of the investment development. This is very important for investors, because of it involves support from local government and going concern of the business. The main problem of this research is whether the spatial policy is accordance with the investment potential? This research is a descriptive research using qualitative approach. Empirical exploration is done through desk study and focus group disscusion. In addition, a prospective analysis is conducted which is analyzing strategic issues in investment development that can produce solutions for future decision makers. The results showed that there is suitabilty in spatial policy with the potential of empirical investment of each subregion. The suitability can be seen from 9 (nine) prospective investment sectors in Bogor Regency which are agriculture, fishery, animal husbandry, forestry, mining, tourism, infrastructure, industry and trade. For recommendations, the local government of Bogor Regency have to determine the superior product or commodity for each susbregion and establish priority scale for each investment sector. Country and Project Name: Indonesia – East Java & Bali Power Distribution Strengthening Project 2. Project Development Objective: The expansion of the distribution network comprises erection of new poles, cable stringing, and installation of distribution transformers. 3. Expected Project Benefits: Construction of about 17,000 km distribution lines and installation of distribution transformers in East Java and Bali 4. Identified Project Environmental and Social Risks: Social Risks. It is envisaged that this project will require (i) use of no more than 0.2 m2 of land for installation of concrete poles and approximately 4m2 for installation of transformers (either in cabinet of between two concrete poles or on one pole); limited directional drilling (approx. 200-300m) to run cables under major roads and limited trenching (usually less than 500m) in urban environments, and (iii) possible removal of non-land assets (primarily trimming or felling of trees) for stringing of conductors. While restrictions on land use within the existing right of way apply, the land requirements for the distribution network (lines and transformers) are considered manageable with normal mitigation measures. Project activities will not (i) require land acquisition, (ii) cause physical or economic displacement; and/or (ii) result in adverse impacts to Indigenous Peoples groups and/or members of ethnic minorities. Environmental risks are principally induced by the establishment of the network across natural habitats and potential impact on fauna (in particular avifauna and terrestrial fauna susceptible to access the distribution lines or transformers such as monkeys or other tree dwelling scavenging animals that frequent semi urban environments), and the management of waste (e.g.
