Linney, the Board of Directors has scheduled a Budget Workshop for 9:00 a.m. on Tuesday, March 23, 2021. Due to COVID-19 and in accordance with the most recent Alameda County Health Order, and with the Governor’s Executive Order N-29-20 which suspends portions of the Brown Act, this meeting will be conducted by webinar or teleconference only. 12. Aquatic Biological Resources 12.1 Introduction This chapter describes the aquatic habitat and fish resources found within the Extended, Secondary, and Primary study areas. Descriptions and maps of these three study areas are provided in Chapter 1 Introduction. Fish species of management concern include special-status species and species that have substantial tribal, commercial or recreation value. The biology and life history of these species are described in Appendix 12A Aquatic Species Life Histories. Permits and authorizations for aquatic biological resources are presented in Chapter 4 Environmental Compliance and Permit Summary. The regulatory setting for aquatic biological resources is presented in Appendix 4A Environmental Compliance. The descriptions and evaluation of potential impacts in this chapter are presented using a broad, generalized approach for the Secondary and Extended study areas, whereas the Primary Study Area is presented in greater detail. Potential local and regional impacts from constructing, operating, and maintaining the alternatives are described and compared to applicable significance thresholds. Mitigation measures are provided for identified significant or potentially significant impacts, where appropriate. The descriptions of species and biological and hydrodynamic processes in this chapter frequently use the terms “Delta” and “San Francisco Estuary.” The Delta refers to the Sacramento-San Joaquin Delta, as legally defined in the Delta Protection Act. The San Francisco Estuary refers to the portion of the Sacramento-San Joaquin rivers watershed downstream of Chipps Island that is influenced by tidal action, and where fresh water and salt water mix. The estuary includes Suisun, San Pablo, and San Francisco bays. 12.2 Environmental Setting/Affected Environment This section, which is organized by study area, describes fish and aquatic resources that would be affected by the implementation of the alternatives considered in this EIR/EIS. -

Water-Data Report 2011 11404500 North Fork Feather River at Pulga, CA Sacramento River Basin LOCATION.--Lat 39°47′40″, long 121°27′02″ referenced to North American Datum of 1927, in SE ¼ NE ¼ sec.6, T.22 N., R.5 E., Butte County, CA, Hydrologic Unit 18020121, Plumas National Forest, on left bank between railroad and highway bridges, 0.6 mi downstream from Flea Valley Creek and Pulga, and 1.6 mi downstream from Poe Dam. DRAINAGE AREA.--1,953 mi². SURFACE-WATER RECORDS PERIOD OF RECORD.--October 1910 to current year. Monthly discharge only for some periods and yearly estimates for water years 1911 and 1938, published in WSP 1315-A. Prior to October 1960, published as "at Big Bar." CHEMICAL DATA: Water years 1963-66, 1972, 1977. WATER TEMPERATURE: Water years 1963-83. REVISED RECORDS.--WSP 931: 1938 (instantaneous maximum discharge), 1940. WSP 1515: 1935. WDR CA-77-4: 1976 (yearly summaries). GAGE.--Water-stage recorder. Datum of gage is 1,305.62 ft above NGVD of 1929. Prior to Oct. 1, 1937, at site 1.1 mi upstream at different datum. Oct. 1, 1937, to Sept. 30, 1958, at present site at datum 5.00 ft higher. COOPERATION.--Records, including diversion to Poe Powerplant (station 11404900), were collected by Pacific Gas and Electric Co., under general supervision of the U.S. Geological Survey, in connection with Federal Energy Regulatory Commission project no. 2107. REMARKS.--Flow regulated by Lake Almanor, Bucks Lake, Butt Valley Reservoir (stations 11399000, 11403500, and 11401050, respectively), Mountain Meadows Reservoir, and five forebays, combined capacity, 1,386,000 acre-ft. -

Butte County 4. Climate and Water Inventory and Analysis Hydrology 4. Climate and Hydrology Many aspects of the physical setting of Butte County play a role in the hydrologic cycle within the County. Topography within the County significantly impacts precipitation patterns. Temperature variations influence whether precipitation falls as rain or snow, which in turn impacts the timing of surface water runoff. Temperature and other factors also influence the evaporative demand of the atmosphere and corresponding irrigation requirements for crops. Both surface water and extracted groundwater are used to meet the water demands. System components impacting water resources in the County described in this section include climate, surface water hydrology, and groundwater hydrology. 4.1 Climate Butte County has a Mediterranean climate with cool, wet winters and hot, dry summers. Unlike many locations in California, rainfall and winter snowpack in the Sierra Nevada provide significant surface water flows and groundwater recharge as water drains through the County. Climate variation within the County occurs primarily due to changes in elevation. Precipitation is least on the valley floor and greatest in the Foothill Inventory Unit (IU) and Mountain IU areas as elevation increases. Conversely, temperatures are warmest on the valley floor and coolest in the mountains. Similarly, reference evapotranspiration (ETo), a measure of evaporative demand, is greatest on the valley floor and least in the mountains. This variability in climate is discussed in greater detail in the following sections. 4.1.1 Precipitation Average annual precipitation generally increases from west to east across Butte County, associated with increasing elevation. Moisture-laden weather patterns from the Pacific Ocean travel west to east across California and Butte County during the winter months. -

Ted Towendolly and the Origin of Short-Line Nymphing on the Upper Sac: How the Wintu Indians, the 49ers, Ted Fay, and Joe Kimsey Impacted Modern-day Nymphing with a Fly. BY ERIC PALMER October, 2017 A shorter version of this article first appeared in the April 2015 “California Fly Fisher”. The following is an expanded version of that article. It’s known by many names: Tight-line nymphing, short-line nymphing, high-stick nymphing, pocket water nymphing, and even Czech Nymphing. But in the end, they are all the same deadly nymphing technique that was first fished on the banks of Northern California’s Upper Sacramento River as far back as the 1920s at the hands of Wintu Indian Ted Towendolly. So for simplicity’s sake, let’s just agree to call it “short-line nymphing” since we’re trying to catch a trout that’s virtually at our feet with no more than a fly rod’s length of leader extended beyond the rod tip — a “short-line”. But, how the heck can we catch trout while standing right on top of them without spooking them? It’s easy. Short- line nymphing is a pocket water technique; that highly agitated water just below large rocks and boulders with the boiling, frothy dense cover fish crave. It provides safety and security from predators in a zone with abundant oxygen, cold temps and an infinite conveyer belt of food drifting right by The short-line nymphing lob — not pretty, but very effective. their nose. What’s not to love about that if you’re a trout? If they only knew what clever schemes fly fishermen have contrived to fool them. -

APPENDIX A.3 Hydropower Team Trip Report (June 18-20, 2003) UPPER SAN JOAQUIN RIVER BASIN STORAGE INVESTIGATION - PHASE 1 HYDROPOWER ANALYSIS TRIP REPORT - SITE VISITS TO RETAINED SITES June 18 – 20, 2003 INTRODUCTION This field trip report was prepared to document on-site data collection activities in support of an appraisal-level hydropower evaluation of surface storage options under consideration in the Phase 1 Upper San Joaquin River Basin Storage Investigation. As part of Task 1, Data Collection, field trips were made to three potential Temperance Flat dam locations on the San Joaquin River at river mile (RM) 274, RM 279, RM 286; and at two potential dam sites for off-steam storage reservoirs at Fine Gold Creek and Yokohl Creek. Field trips were also made to the Pacific Gas and Electric (PG&E) and Southern California Edison (SCE) hydroelectric facilities likely to be impacted by dams at RM 274, RM 279 and RM 286. The PG&E facilities included Wishon Powerhouse, Kerckhoff Dam, Kerckhoff No: 1 Powerhouse and Kerckhoff No: 2 Powerhouse. The SCE facilities included Big Creek No: 4 Powerhouse, Redinger Dam and Big Creek No: 3 Powerhouse. The PG&E and SCE facilities are all located on the San Joaquin River. Potential dam locations and existing PG&E and SCE facilities were visited as follows: Wednesday, June 18, 2003: RM 286, Big Creek No: 4 Powerhouse, Redinger Dam, Big Creek No: 3 Powerhouse, and Fine Gold Creek. Thursday, June 19, 2003: Kerckhoff Dam, Wishon Powerhouse, Kerckhoff No: 1 Powerhouse, Kerckhoff No: 2 Powerhouse, and Yokohl Creek. -
