Discourse, Culture, and Education in the Israeli-Palestinian Conflict 1 Introduction There can be no doubt that there are reciprocal relations between the discourse, culture, and education within Israeli and Palestinian societies and the state of the Israeli-Palestinian conflict. The nature of these essential features in the socialization of both societies impacts and is impacted by the public awareness of the conflict. Despite the fact that the nature of a potential endgame to the conflict has become clearer to each society over the last decade, it would appear that each society has become more skeptical with respect to the possibility of achieving this peaceful resolution. The question of how the above mentioned socialization features contribute to this perception requires extensive study. Thus, the S. Daniel Abraham Center for Strategic Dialogue at Netanya Academic College came to the conclusion that there is a need to assemble an expert working group to analyze these trends in the relevant fields. Early in 2013, we approached the Friedrich-Ebert-Stiftung, Israel office, with this concept, who showed great enthusiasm towards the initiative, providing essential cooperation, facilitation, and support for this project. Thus, we assembled a Palestinian-Israeli working group, comprised of eight researchers, who over the last number of months met for two seminars and produced the unique articles that comprise this edited volume. The first topic examined was the nature of the political and media discourse in each society. Dr. Motti Neiger examines the way in which the Israeli media presents a collective vision of the future, coming to the conclusion that this vision is primarily characterized by fear. Mr. Ashraf Ajrami offers a survey of Palestinian political discourse over the last number of decades, presenting a unique perception of the interaction of the leadership-imposed discourse and "street" discourse. Mr. Elie Friedman analyzes the nature of recognition of the Palestinian Other within Israeli political discourse, and how this recognition or lack thereof impacts constitution of the Self. The next topic that was tackled by the working group was that of peace education in the respective societies. Dr. Nedal Jayousi offers an examination of the state of the Palestinian education system, while presenting how questions of education for pluralistic and tolerant values are approached within the education system. Ms. Soli Vered presents a survey of the evolution and changing approaches of peace education in the Israeli education systems, offering a unique rationale for promoting peace education during periods characterized by conflict. Dr. Dalia Fadila's contribution to this publication analyzes the lack of identity-based content in the Arab education system in Israel, while offering an alternative approach towards identity education among the Arab pupils in Israel. The final topic covered in this publication is that of the relationship between culture in each society and the conflict. Dr. John Ashley and Dr. Nedal Jayousi offer a joint article which analyzes how various central Palestinian cultural figures and intellectuals contribute to the Palestinian public awareness of the conflict. Finally, Dr. Yuval Benziman's contribution offers a unique examination of the way in which the narrative presented in fictional texts - films and novels - differs from that presented in official political narratives. 2 Discourse, Culture, and Education in the Israeli-Palestinian Conflict It is our hope that the varied and original contributions that comprise this volume will offer new insights to policy makers, media professionals, educators, cultural figures, and the general publics in both societies.     INTRODUCTION RECOVERING A REPRESSED PAS T On February 12, 2013, Ruth Calderon was invited to the dais of the Israeli Knesset to deliver her firs t speech as a newly-elected member of parliament.1 The speech was unlike any given in the his tory of deliberations in Israel’s legislature in that it consis ted primarily of her reading and interpreting a Talmudic s tory. The Talmudic s tory that Calderon read before the Knesset, firs t in the original Aramaic and then in Hebrew translation, was, as is typical of these s tories, very brief: Rabbi Rahumi s tudied under Rava in Mehoza. He would regularly come home to his wife on the eve of Yom Kippur. One day [on the eve of Yom Kippur] the topic [he was s tudying] drew him in. His wife anticipated him, “He is coming. He is coming.” He did not come. She began to grieve. She shed a tear from her eye. He was sitting on a roof. The roof collapsed under him, and he died. (B. Ketubot 62b)2 The s tory reflects what appears to have been a common practice among rabbinic scholars in Babylonia: to absent themselves from home for long periods of time to s tudy Torah. Mornings in Jenin (2010) (originally published as ‘Scar of David’ in 2006) follows four generations of the Abulheja family, who, after having been forced to flee their lands in 1948, have to build up a life and a home in the Jenin refugee camp. While the head of the family is brokenhearted over the loss of his lands and olive groves, his offspring becomes involved in the struggle for freedom, peace and home. Their story is told by Amal, the patriarch’s granddaughter, who wants to pass on her family’s story to her own daughter. The Blue between Sky and Water (2015) tells the story of the Barakat family and their powerful women throughout the decades. Expelled from their home in 1947, the family - centering around Nazmiyeh, the eldest daughter - tries to rebuild life in a refugee camp in Gaza amidst violence and deprivations. A few generations later, Nazmiyeh’s Americanborn grandniece Nur rediscovers her roots when she falls in love with a doctor working in Gaza. MAHA ABU DAYYEH (1951- 2015) Born in Jerusalem, was a visionary leader of the Palestinian women’s movement. In 1991, she co- founded the Women’s Center for Legal Aid and Counseling in Jerusalem, and was crucial in its establishment as a leading institution for the promotion of women’s rights in Palestine.

What surprised me about my database research was that even though I thought I only wanted to research humor in literature, I discovered several significant psychology sources that related to my topic. Though hesitant at first, I finally allowed myself to diverge from my original plan and delve into the less-familiar field of scientific study. My project headed in a new direction, transformed for the better. One thing I have learned from this experience is that research never progresses as planned, but unexpected findings can lead to breakthroughs.

As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

Utilizing archival sources and oral history interviews from across Israel, Palestine, Lebanon, the United States, and the United Kingdom, Camp David’s Shadow recasts the early history of the peace process. It explains how a comprehensive settlement to the Arab-Israeli conflict with provisions for a resolution of the Palestinian question gave way to the facilitation of bilateral peace between Egypt and Israel. As recently declassified sources reveal, the completion of the Camp David Accords—via intensive American efforts— actually enabled Israeli expansion across the Green Line, undermining the possibility of Palestinian sovereignty in the occupied territories. By examining how both the concept and diplomatic practice of autonomy were utilized to address the Palestinian question, and the implications of the subsequent Israeli and U.S. military intervention in Lebanon, the dissertation explains how and why the Camp David process and its aftermath adversely shaped the prospects of a negotiated settlement between Israelis and Palestinians in the 1990s. In linking the developments of the late 1970s and 1980s with the Madrid Conference and Oslo Accords in the decade that followed, the dissertation charts the role played by American, Middle Eastern, international, and domestic actors in curtailing the possibility of Palestinian self-determination.

The study includes interviews, which were conducted with different decision makers. The report’s main points are as follows: The Trump Foundation is held in high esteem as a professional and focused foundation. The foundation is recognized as the one who sounded the alarm regarding the deterioration in mathematics and science studies and as responsible for enlisting the Ministry of Education to address this issue. The establishment of the organizational coalition “5x2” is perceived as a significant measure in the process and is considered particularly successful thanks to the integration of groups from different sectors, such as academia, industry, and non-profit organizations. Although the foundation aspires to create a sustainable systemic infrastructure, some of those interviewed expressed concern that without the Foundation, they would find it difficult to continue acting in a comprehensive manner. The media campaign the foundation is involved with currently (alongside activities in the field), seems to have created antagonism and its activity should be monitored. Despite the issue’s recent pervasiveness, the foundation has not yet been perceived as the body that has succeeded in significantly improving the status of mathematics and science teachers in the eyes of the public. There are those who believe that it should also be involved in the processes related to teachers’ welfare. It seems that the Ministry of Education’s national program to reinforce the study of mathematics has essentially realized some of the foundation’s vision through long-term government funding.

The curricula oppose modernity. Acceptance of Others is limited and unequal, depending on perceived threats to the Haredi community’s identity and its goals. Most study, particularly for boys, is conducted outside the curricula where they learn religious (mostly Torah) studies, the result of a compromise with the State of Israel; that study is generally archaic in style, using expressions and ideas common in the 1950s and 60s; and often features exaggerated, inappropriate language typically absent in newer high-quality textbooks. Anti-Semitism, Peace and Haredi Identity Hatred of the Jewish people by the “nations of the world” is understood to be a permanent historical reality. Paradoxically, this understanding, though seemingly pessimistic, is also expressed as hopeful, focusing on the victory of the spiritual over the material and advocating a mission and meaning for each person’s life.
