Hopely AGAINST THE CLASSES AND THE MASSES: THE AMERICAN LEGION, THE AMERICAN FEDERATION OF LABOR, AND SQUARE DEAL AMERICANISM IN THE 1920S 2019-2020 Melissa Klapper, Ph.D. Master of Arts in History This work explores the ideological contributions of the American Legion and the American Federation of Labor to American conservatism in the 1920s. It argues that the two organizations shared a vision of what the author calls Square Deal Americanism, a loose conception of ideal citizenship that added a nationalist rejection of class to more traditional nativist Americanism. The conservatism of both groups took inspiration from the legacies of the Progressive Era and World War I. They sought an active role for the federal government and engaged citizenry in eliminating any strain of radicalism, fostering patriotism, and securing a square deal between capital and labor. Primarily through published sources, but also buttressed by archival work, this thesis demonstrates how the two organizations worked together toward a loosely shared vision of Americanism to a degree underestimated by historians. The Legion and AFL collaborated on anticommunist activities during the Red Scare of 1919-1920, were part of an information sharing network that included civic societies and the federal government, partnered to promote patriotic legislation and restrict immigration, and publicized their vision of the loyal American who placed nation above class. Gallows Humor. ...............................................................................................122 vii Chapter 1 Introduction In an oft-cited statement, Alvin Owsley, who served as National Commander of the American Legion from 1922 to 1923, declared: “if ever needed, the American Legion stands ready to protect the country’s institutions and ideals as the Fascisti dealt with the obstructionists who imperiled Italy.”1 When asked if he were willing to take over the government in order to do so, he replied, “exactly that…The American Legion is fighting every element that threatens our democratic government – soviets, anarchists, I.W.W., revolutionary socialists and every other ‘red’…Do not forget that the Fascisti are to Italy what the American Legion is to the United States.”2 In a somewhat more cautious statement, John McQuigg, Commander from 1925-1926, proclaimed: “the Fascisti are the Legionnaires of Italy. Their aims and ideals, though not their methods, are identical with those of the American Legionnaires.”3 Around the same time, the longtime president of the American Federation of Labor (AFL), Samuel Gompers, himself an avid anticommunist, made a more restrained, though still quasi-sympathetic statement on Italian Fascism.     AS YOU SOW: CULTURE, AGRICULTURE, AND THE NEW DEAL by JASON MICHAEL MANTHORNE (Under the Direction of James C. Cobb) ABSTRACT This dissertation reinterprets the New Deal for agriculture, arguing that USDA New Dealers were primarily occupied with revitalizing rural life rather than with simply raising farmers’ income. More than anything, agrarian New Dealers thought that a thriving rural life would come from modernizing rural cultures. In the 1910s and 1920s, rural sociology emerged to critique the prevailing orthodoxy of “productionism,” the idea that greater agricultural efficiency was the singular solution to the “farm problem.” Rural sociologists subverted productionism and argued that the problems of rural life were largely social and cultural. Factory farms would hollow out rural communities when strong and well-populated communities were what rural people needed most. Agrarian New Dealers came out of this earlier tradition, a fact reflected in their interest in rural life and their commitment to a style of participatory democracy that harkened back to the rural communities of the nineteenth century. USDA New Dealers developed two distinct sets of programs, one for America’s “cultures of commerce” and another for its “cultures of poverty.” In the cultures of commerce—those places where farmers produced almost exclusively for the market—these experts wanted to rationalize and not simply reduce agricultural production so that most farm families could remain in agriculture. But they also wanted to rein in the cultural excesses that they believed led to soil mining and overproduction. The New Dealers’ programs for the “cultures of poverty” were more problematic. For the most part, rather than attacking the causes of poverty in places like Appalachia and the Cotton South, the USDA treated poverty as a cultural malaise.

    3 International Corporations, Labor Aristocracies, and Economic Development in Tropical Africa Giovanni Arrigbi The emergence of the large-scale corporation as the typical unit of pro- duction in advanced capitalist economies has had momentous implica- tions for the process of development in the still underdeveloped lands. Implicitly or explicitly, this is generally acknowledged by all but those who continue to base their theories on the competitive model, thus as- suming away the problem. It is also agreed that such implications are, on balance, negative. There is no agreement, however, concerning the na- ture of the relationship between the growth of oligopoly in the advanced capitalist countries and the permanence of underdevelopment. All theories that emphasize- the size of the market and its growth and/or technological discontinuities as important factors in hampering development are, to some extent, implying the relevance of the in- creased scale of capitalist production and of oligopolistic behavior.! However, this relationship between oligopoly and underdevelopment is ofcen seen in purely technological terms, that is, as having little to do with the political-economic systems obtaining in the advanced and un- derdeveloped economies. As I waited for my supervisor to arrive and unlock the 110-year old door, I sat on the steps of 601 East Washington Street, gazing to my right at the surrounding houses. I found myself daydreaming as I did most mornings, wondering what the street looked like when the homes were first built, marveling at their grandeur, and imagining myself living in one of those masterpieces. During my three months of work, I had become completely enamored with East Washington Street. I felt the impulse to live on this tree-lined street, to walk down the slate sidewalk to my very own nineteenth century Queen Anne home.

Since we live within an imperialist country, there is no real proletariat -- the class of economically exploited workers. Yet there is a significant class excluded from the economic relations of production under modern imperialism that we call the lumpen. Within the United $tates, a massive prison system has developed to manage large populations, primarily from op- pressed nations and many of whom come from the lumpen class. Within U.$. borders, the principal contradiction is between imperialism and the oppressed nations.

The method of this book is to trace the development of the com­ munist doctrine of conflict management . A synthesis of the bolshevik "science of victory" concludes the volume. Communist techniques of usurpation and expansion represent the culmination of a co-ordinated effort by several generations of skilled revolutionaries and soldiers. These methods, which reflect the politi­ cal, social, and military experience of previous conquerors, are based upon elaborate studies in the humanities and social sciences as well as upon extensive pragmatic tests. So far, communist conflict management-poorly imitated by the nazis-has stood the test of victory as well as that of defeat and catastrophe. The writer submits that the successful soviet encroach­ ment on the free world is due largely to the operational know-how of the communists. Marxian communism has been an important political movement since 1848.
