BEISSINGER Princeton University sing two unusual surveys, this study analyzes participation in the 2004 Orange Revolution in Ukraine, comparing participants with revolution supporters, opponents, counter-revolutionaries, U and the apathetic/inactive. As the analysis shows, most revolutionaries were weakly committed to the revolution’s democratic master narrative, and the revolution’s spectacular mobilizational success was largely due to its mobilization of cultural cleavages and symbolic capital to construct a negative coalition across diverse policy groupings. A contrast is drawn between urban civic revolutions like the Orange Revolution and protracted peasant revolutions. The strategies associated with these revolution- ary models affect the roles of revolutionary organization and selective incentives and the character of revolutionary coalitions. As the comparison suggests, postrevolutionary instability may be built into urban civic revolutions due to their reliance on a rapidly convened negative coalition of hundreds of thousands, distinguished by fractured elites, lack of consensus over fundamental policy issues, and weak commitment to democratic ends. t is widely acknowledged that the character of political freedoms in their immediate wake, though in revolution has -

ILETO* Abstract Teodoro Agoncilloʼs classic work on Andres Bonifacio and the Katipunan revolt of 1896 is framed by the tumultuous events of the 1940s such as the Japanese occupation, nominal independence in 1943, Liberation, independence from the United States, and the onset of the Cold War. Was independence in 1946 really a culmination of the revolution of 1896? Was the revolution spearheaded by the Communist-led Huk movement legitimate? Agoncilloʼs book was written in 1947 in order to hook the present onto the past. The 1890s themes of exploitation and betrayal by the propertied class, the rise of a plebeian leader, and the revolt of the masses against Spain, are implicitly being played out in the late 1940s. The politics of hooking the present onto past events and heroic figures led to the prize-winning manuscriptʼs suppression from 1948 to 1955. Finally seeing print in 1956, it provided a novel and timely reading of Bonifacio at a time when Rizalʼs legacy was being debated in the Senate and as the Church hierarchy, priests, intellectuals, students, and even general public were getting caught up in heated controversies over national heroes. The circumstances of how Agoncilloʼs work came to the attention of the author in the 1960s are also discussed. Ethnic and Religious Conflict in Southern Philippines: A Discourse on Self-Determination, Political Autonomy, and Conflict Resolution Jamail A. Kamlian Professor of History at Mindanao State University- ILigan Institute of Technology (MSU-IIT), ILigan City, Philippines ABSTRACT Filipina kini menghadapi masalah serius terkait populasi mioniritas agama dan etnis. Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development. -

What can this tell us about the agency of non-state actors in international relations? This thesis explores the practices of non-state actors engaged in political resistance in Burma and the Philippines. The everyday dynamics of political legitimacy are examined in relation to popular consent, political violence, and the influence of international actors and norms. The empirical research in this thesis is based on a grounded theory analysis of in-depth semi-structured interviews with a wide cross-section of spokespeople and activists of opposition groups from Burma, and with spokespeople of opposition groups in the Philippines. -

Countless researches have tested, suggested and reviewed proposed improvements on the traffic condition. This paper focuses on investigating the overall effects of the operational and administrative changes in the study area over the past couple of years, from the full system operation of the Mass Rail Transit (MRT) in the year 2000 to the present (2014), to the service operating characteristics of buses plying the EDSA route. It was found that there are no significant changes in the average travel and running speeds for buses running Southbound, while there is a noticeable improvement for those going Northbound. As for passenger-kilometers carried, only minor changes were found. The journey time composition percentages did not show significant changes over the two time frames as well. For the factors contributing to passenger-related time, the presence of air-conditioning and the direction of travel were found to contribute as well, aside from the number of embarking and/or disembarking passengers and number of standing passengers. -

Morrison Specialist in International Trade and Finance Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress China-Southeast Asia Relations: Trends, Issues, and Implications for the United States Summary Southeast Asia has been considered by some to be a region of relatively low priority in U.S. foreign and security policy. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency. -

The Philippine Diaspora Major Waves of Migration The Philippines is a country with a long and vibrant history of emigration. In 2006 the country celebrated the centennial of the first surge of Filipinos to the United States in the very early 20th Century. Since then, there have been three somewhat distinct waves of migration. The first wave began when sugar workers from the Ilocos Region in Northern Philippines went to work for the Hawaii Sugar Planters Association in 1906 and continued through 1929. Even today, an overwhelming majority of the Filipinos in Hawaii are from the Ilocos Region. After a union strike in 1924, many Filipinos were banned in Hawaii and migrant labor shifted to the U.S. mainland (Vera Cruz 1994). Thousands of Filipino farm workers sailed to California and other states. Between 1906 and 1930 there were 120,000 Filipinos working in the United States. The Filipinos were at a great advantage because, as residents of an American colony, they were regarded as U.S. nationals. However, with the passage of the Tydings-McDuffie Act of 1934, which officially proclaimed Philippine independence from U.S. rule, all Filipinos in the United States were reclassified as aliens. The Great Depression of 1929 slowed Filipino migration to the United States, and Filipinos sought jobs in other parts of the world.
