Decision of the Election Committee on a due impartiality complaint brought by the Respect Party in relation to The London Debate ITV London, 5 April 2016 LBC 97.3 , 5 April 2016 1. On Friday 29 April 2016, Ofcom’s Election Committee (“the Committee”)1 met to consider and adjudicate on a complaint made by the Respect Party in relation to its candidate for the London Mayoral election, George Galloway (“the Complaint”). The Complaint was about the programme The London Debate, broadcast in ITV’s London region on ITV, and on ITV HD and ITV+1 at 18:00 on Tuesday 5 April 2016 (“the Programme”). The Programme was broadcast simultaneously by LBC on the local analogue radio station LBC 97.3, as well as nationally on DAB radio and on digital television (as a radio channel). 2. The Committee consisted of the following members: Nick Pollard (Chair, Member of the Ofcom Content Board); Dame Lynne Brindley DBE (Member of the Ofcom Board and Content Board); Janey Walker (Member of the Ofcom Content Board); and Tony Close (Ofcom Director with responsibility for Content Standards, Licensing and Enforcement and Member of the Ofcom Content Board). 3. For the reasons set out in this decision, having considered all of the submissions and evidence before it under the relevant provisions of the Broadcasting Code (“the Code”), the Committee decided not to uphold the Respect Party’s complaint. The Committee found that in respect of ITV the broadcast of the Programme complied with the requirements of the Code. In the case of LBC, the Programme did not a contain list of candidates in the 2016 London Mayoral election (in audio form) and LBC therefore breached Rule 6.11.

The presenter played music tracks in return for payment. The Broadcasting Code prohibits any payment that may influence the selection or rotation of music for broadcast. In view of the action taken by the Licensee when it became aware of the presenter’s actions, we considered the matter resolved. Introduction Capital XTRA is a local radio station providing an urban contemporary black music service for African and Afro-Caribbean communities in North London. It is simulcast nationally on DAB, satellite and cable services. Capital XTRA’s licence is held by Capital Xtra Limited, which is owned by Global Media & Entertainment Limited (“Global”). DJ Tiiny was a show broadcast weekly on Friday evenings. A complainant alleged that the presenter played some artists’ music tracks in return for payment. Global contacted Ofcom and confirmed the allegation, saying that it had been alerted to the matter on 27 January 2021 and that the presenter’s contract of employment had been terminated the following day. Ofcom considered the matter raised potential issues under the following Code rule: Rule 10.5: “No commercial arrangement that involves payment, or the provision of some other valuable consideration, to the broadcaster may influence the selection or rotation of music for broadcast”. Issue 424 of Ofcom’s Broadcast and On Demand Bulletin 12 April 2021 1 We therefore requested comments from Global on how programmes in which the presenter had played music tracks in return for payment complied with this rule.

  • Response to Ofcom Consultation on the Future of Public Service Media
Response to Ofcom Consultation on the Future of Public Service Media About this submission 1. AudioUK is the trade body for the audio-led production sector in the UK. AudioUK has four core priorities: Business; Representation; Community; and Excellence. As well as producing the annual Audio Production Awards it also runs the successful Audiotrain craft skills training programme, which has so far provided around 2,500 learner days. AudioUK, along with Radiocentre, oversees the administration of the Audio Content Fund which distributes a grant from the UK government to fund public service content on commercial and community radio. As a member of the Government Broadcasting, Film and Production Working Group, AudioUK has produced guidelines for safe working in audio production during the COVID-19 pandemic. 2. We recognise and agree with Ofcom’s reasoning for changing the language around PSB. We believe ‘Public Service Media’ is a better term to describe the content produced, partly to reflect the wider range of media created, as well as the manner in which it is distributed. 3. However, we do here refer to ‘public service broadcasters’ (‘PSBs’) to differentiate between the licenced PSBs – BBC, ITV/STV, Channel 4, S4C, Channel 5 - and other broadcasters also providing content which is officially designated PSM content – the main example being commercial and community stations broadcasting programmes funded by the Audio Content Fund. Audio as part of public service media 4. The UK has a thriving audio content production industry with an independent sector made up of around 200 companies around the UK. These companies create compelling content across a wide range of genres which engages audiences and offers them different voices, perspectives, talent and ideas.

  • ''What Lips These Lips Have Kissed'': Refiguring the Politics of Queer Public Kissing
Communication and Critical/Cultural Studies Vol. 3, No. 1, March 2006, pp. 1Á/26 ‘‘What Lips These Lips Have Kissed’’: Refiguring the Politics of Queer Public Kissing Charles E. Morris III & John M. Sloop In this essay, we argue that man-on-man kissing, and its representations, have been insufficiently mobilized within apolitical, incremental, and assimilationist pro-gay logics of visibility. In response, we call for a perspective that understands man-on-man kissing as a political imperative and kairotic. After a critical analysis of man-on-man kissing’s relation to such politics, we discuss how it can be utilized as a juggernaut in a broader project of queer world making, and investigate ideological, political, and economic barriers to the creation of this queer kissing ‘‘visual mass.’’ We conclude with relevant implications regarding same-sex kissing and the politics of visible pleasure. Keywords: Same-Sex Kissing; Queer Politics; Public Sex; Gay Representation In general, one may pronounce kissing dangerous. A spark of fire has often been struck out of the collision of lips that has blown up the whole magazine of 1 virtue.*/Anonymous, 1803 Kissing, in certain figurations, has lost none of its hot promise since our epigraph was penned two centuries ago. Its ongoing transformative combustion may be witnessed in two extraordinarily divergent perspectives on its cultural representation and political implications. In 2001, queer filmmaker Bruce LaBruce offered in Toronto’s Eye Weekly a noteworthy rave of the sophomoric buddy film Dude, Where’s My Car? One scene in particular inspired LaBruce, in which we find our stoned protagonists Jesse (Ashton Kutcher) and Chester (Seann William Scott) idling at a stoplight next to superhunk Fabio and his equally alluring female passenger.
