USA GYMNASTICS ATHLETE SELECTION PROCEDURES 2019 PAN AMERICAN GAMES – RHYTHMIC January 9, 2019 Amended May 29, 2019 1. SELECTION SYSTEM 1.1. Provide the minimum eligibility requirements for an athlete to be considered for selection to the Team: 1.1.1. Nationality/Passport requirements: Athlete must be a national of the United States at the start of the 2019 USA Gymnastics Championships Athlete must hold a valid U.S. passport that will not expire for six (6) months after the conclusion of the Games. 1.1.2. Minimum International Olympic Committee (IOC), International Paralympic Committee (IPC) and/or Pan American Sport Organization (PASO) standards for participation: Any competitor in the Olympic, Paralympic, Pan American or Parapan American Games must be a national of the country of the National Olympic Committee (NOC) or National Paralympic Committee (NPC) which is entering such competitor. For additional information regarding an athlete who is a national of two or more countries, has changed his or her nationality or acquired a new nationality, refer to the Olympic Charter (Rule 41), the IPC Handbook (Section 2, Chapter 3.1), or the PASO Statutes (Article XXII, Sections 4 and 5). 1.1.3. Minimum International Gymnastics Federation (FIG) and/or Pan American Gymnastics Union (PAGU) standards for participation (if any): • Athlete must be a minimum of 16 years of age by December 31, 2019. • Athlete must have signed and submitted the Athlete Eligibility Condition Form and hold a valid FIG Athlete License that is valid through the end of the 2019 Pan American Games. 1.1.4. Other requirements (if any): • Athletes must have successfully completed all Games Registration requirements by stated deadline. 1 • Athlete must be a member in good standing with USA Gymnastics from the start of the 2019 USA Gymnastics Championships through the end of the 2019 Pan American Games. 1.2. Tryout Events: 1.2.1. Provide the event names, dates and locations of all trials, events and camps to be used as part of the selection process. 2019 USA Gymnastics Championships: July 2-6, 2019 Des Moines, Iowa 1.2.2. Provide event names, dates, locations and description of how athletes qualify for the trials, events and camps listed above in 1.2.1. (if any): • 2019 USA Gymnastics Elite Qualifier: May 16-29, 2019 Lake Placid, New York https://www.usagym.org/PDFs/Rhythmic/Rules/2018rp/3_competitio nstructure_0628.pdf • The top 20 seniors in rank order from the 2019 USA Gymnastics Elite Qualifier advance to the 2019 USA Gymnastics Championships (the total number of seniors qualified will not exceed 20, which will include those exempted from the 2019 USA Gymnastics Elite Qualifier due to international assignment). • The top two (2) Senior FIG Groups from the 2019 USA Gymnastics Elite Qualifier will advance to the 2019 USA Gymnastics Championships. • The 2019 USA Gymnastics Elite Qualifier is open to all Level 9 and 10 athletes and Senior FIG Groups. Information regarding levels can be found at: https://usagym.org/pages/rhythmic/pages/rules_policies.html • In the case only one (1) Senior FIG Group competes in the 2019 USA Gymnastics Elite Qualifier, this Group must participate in the 2019 USA Gymnastics Championships. 1.3. Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process (include maximum Team size). The 2019 Pan American Games Team consists of two (2) individual gymnasts and five (5) group gymnasts. 2 Individual: 1.3.1. The Athlete Selection Committee will select the individual athletes from All- Around gymnasts ranked #1-5 at the 2019 USA Gymnastics Championships based on the discretionary criteria outlined in #2.2. 1.3.2. The Athlete Selection Committee will assign the start order of the individuals after an analysis of the discretionary criteria (See section 2.2.) by the deadline required by the Games. Group: a) Selection of Group 1.3.3. In the event that only one (1) Group competes in the 2019 USA Gymnastics Championships, the Athlete Selection Committee may name this Group to the 2019 Pan American Games Team after an analysis of the discretionary criteria (See section 2.2.). 1.3.4. In the event more than one (1) Senior Group enters the 2019 USA Gymnastics Championships, the top ranked Senior Group based on the results of the 2019 USA Gymnastics Championships will be named to the 2019 Pan American Games Team. b) Selection of Group athletes More than five (5) athletes may be training with a Group; therefore, once the Group has been selected, the five (5) athletes who will be named to the 2019 Pan American Team will be identified by the Athlete Selection Committee, in consultation with the Group’s Head Coach by June 3, 2019. In making this determination, the criteria outlined in Section 2. will be evaluated. 1.4. Petition Procedures Notwithstanding the process identified in the preceding sections of these Selection Procedures, USA Gymnastics recognizes that extraordinary and unforeseen circumstances may occur which would cause an athlete otherwise deserving of a spot on the 2019 Pan American Games Team because of her previous competition results to be unable to participate in one (1) or more steps in that process. 1.4.1. Procedures for petitioning into the USA Gymnastics Championships are listed Rhythmic Rules and Policies. https://www.usagym.org/pages/rhythmic/pages/rules_policies.html 3 1.4.2. Petitions into the 2019 Pan American Games will be considered by the Athlete Selection Committee, in consultation with the Rhythmic Program Director, for athletes who are eligible to petition. 1.4.3. In order to be considered by the Athlete Selection Committee, petitions must be submitted in writing to the USA Gymnastics national office as soon as practical after the athlete becomes aware of her inability to participate in the process described above, but no later than the conclusion of the 2019 USA Gymnastics Championships. 1.4.4. The petition must state the specific injury, illness or unusual circumstance which prohibited the athlete from participating in the competitive process. In the case of a petition based upon injury or illness, the petition must be accompanied by a physician’s statement. The nature and extent of that injury or illness is subject to verification by a doctor (or medical staff) approved by USA Gymnastics. 1.4.5. Athletes may petition directly to the 2019 Pan American Games Team. 2. DISCRETIONARY SELECTION (if applicable) 2.1. Provide rationale for utilizing discretionary selection (if any): One event, the 2019 USA Gymnastics Championships, is being used to select the 2019 Pan American Team. Rhythmic Gymnastics is a subjectively judged event, and an athlete can be severely penalized for a single error in individual competition. Additionally, the 2019 Rhythmic training plan is designed for athletes to reach their peak performances in September at the World Championships, and in early July athletes will still be approaching their top competitive level. Group composition is 5 athletes and often up to 8 athletes are in training with the National Group. Five gymnasts will comprise the 2019 Pan American Team for Group. In making the determination of the athletes who will comprise the Group for the 2019 Pan American Team, it will be necessary to evaluate the best team composition. 2.2. List the discretionary criteria and explain how they will be used (if any): All criteria considered together: • Results from the 2019 USA Gymnastics Championships. • Consistency – percentage of hit routines in competition. • Readiness to compete—current health status and physical preparedness of each gymnast. • Previous proven international and national results, including previous Pan American results from the current Olympic cycle, if any: 2017 Pan American Championships (October 2017 Daytona Beach, FL, USA) and 2018 Pan American Championships (October 2018 Lima, PER). 4 • Previous proven international and national results A. 2017 and 2018 USA Gymnastics Championships, if applicable. B. 2017 and 2018 World Championships, if applicable. C. 2017, 2018, 2019 World Cups, if applicable. • Consistency—percentage of hit routines in competition. • World Class presentation. • Ability to contribute to the Group dynamic. • Evaluation of four-event scores (Individual). 2.3. Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members’ titles currently serving on the committee: Athlete Selection Committee: International Elite Coach Representative: Nataliya Kozitskaya Athlete Representative: Rebecca Sereda Member, Brevet Judge: Elena Savenkova Note: An Independent Observer of Procedure appointed by a sub-committee of the USA Gymnastics Board of Directors will be present at the final selection meeting (no voice, no vote). 2.3.1. Specify the process that will be used to identify and handle any potential conflicts of interest involving a member of the committee. REMOVAL OF ATHLETES 3.1. Prior to entry by name to the Local Organizing Committee by the USOC, USA Gymnastics has jurisdiction over potential nominees. 5 An athlete who is to be nominated to the Team by USA Gymnastics may be removed for any of the following reasons, as determined by USA Gymnastics: 3.1.1. Voluntary withdrawal. Athlete must submit a written letter to USA Gymnastics President/CEO. 3.1.2. Injury or illness as certified by a physician (or medical staff) approved by USA Gymnastics. If an athlete refuses verification of her illness or injury by a physician (or medical staff) approved by USA Gymnastics, her injury will be assumed to be disabling and she may be removed.
