He always struggled for the democratization and Islamization of Pakistani society through constitutional means. On the demand of Mawlana Noorani, leaders of the United Democratic Front (UDF), Jam‟iyyat „Ulama-I-Pakistan (JUP) and Tahrik-I-Istiqlal (TI) on January 10, 1977 formed the Pakistan National Alliance (PNA) against the illegal and undemocratic practices of the government. He stood against the martial law regime of General Ziaul Haq. During the Movement for Restoration of Democracy (MRD), Mawlana Noorani only voiced for the rehabilitation of the political parties, restoration of the judicial powers and finishing the military courts, elimination of the Martial law; and announcement of the election schedule. Through Mawlana‟s efforts a new political alliance known as “Pakistan Awami Ittihad” (PAI) came into existence on October 5, 1988 consisting of JUP, PML and TI. In May 1999, another electoral alliance was made with the name of Islami Jamhuri Mahaz, where too, Mawlana played a constructive role.

Dr. Abdul Hafeez Sheikh: (a) The number during the said period of taxpayers are— 2009-10 2010-11 2011-12 2,985,367 3,168,310 3,388,118 (b) The number of tax returns filed during the said period with year-wise breakup is attached (Annex-A). (c) A significant segment of Pakistan’s economy is undocumented. The national exchequer is not receiving its due share from a large number of persons deriving taxable income but not filing their return of income. A large number of businesses and individuals, who are regularly filing their Income Tax returns are avoiding their legal obligations by either under-declaring or not correctly declaring their assets and/or income.

Ishtiaq Ahmed1 The Islamic Republic of Pakistan is a federal, parliamentary democracy which exercises its authority within the limits imposed by Islamic injunctions. The Pakistan Constitution vests executive powers for the federation as a whole in the prime minister and his cabinet, but through a number of ordinances and amendments enacted during the dictatorships of General Zia-ul-Haq and General Pervez Musharraf, the president has been given extraordinary powers to dismiss the prime minister and to dissolve parliament in case he is convinced that the government is not functioning properly. It will be interesting to see if the newly-elected government will seek to change this situation in favour of a strong prime minister and make the presidency a titular office. The Pakistan Parliament is bicameral. It consists of an upper house, the Senate, elected by the provincial assemblies and the Federally Administered Tribal Areas (FATA), and a lower house, the National Assembly, elected directly by the citizens on the basis of universal adult franchise. After the recent elections in Pakistan on 18 February 2008, a coalition government comprising the two main winners the Pakistan People’s Party (PPP), the Pakistan Muslim League-Nawaz (PML-N), as well as the Awami Nationalist Party (ANP) Jamiyat Ulema-e- Islam-Fazlullah (JUI-F) and an independent member from FATA.
