Billings City Administration Weekly Report March 8, 2019

1) CodeRED Press Release - Following a thorough evaluation and review of alerting systems, Yellowstone County along with the cities of Billings, Laurel, and Broadview have implemented CodeRED, a high-speed emergency mass notification service. See attached press release.

2) 406 Impact District – Over the past few weeks several meetings have taken place to determine how best to move forward with the legislation that was tied to the OBSD (LC 1182). The strategy partners have taken steps necessary to introduce the bill next week. We completed our work with Senator Webb on Wednesday to make this happen. We will share the details of the bill and its projected path through the legislative process once the details are known.

As a result of our decision to not amend the contract with Landmark, they have stepped away from the project. We are finalizing the deliverables and reconciling the components of our contractual relationship with Landmark. I anticipate this work being completed over the next 30 days.

3) SBURA – yesterday we met with Steve Zeier, Carolyn Rukstad and Scott Hanser to discuss the payback agreement between SBURA and Steve Zeier. Everyone agreed to amend the repayment agreement, shortening the payback period from December 2019 to June 2019. This results in the city being fully reimbursed by the end of Steve’s current contract period. Therefore, you will see Steve’s monthly invoices of ~$3,200 (12,800 - 9,600 = 3,200/month) for March through June. This approach also provides Steve with monthly income for his work and If necessary, the ability to make further adjustments, if necessary, after the third party review is completed.

4) Spa/message business license ordinance – March 20 from 10:00 am to noon is our next stakeholder meeting. The meeting is being held at the police training room 4810 Midland Rd. in order to accommodate all of the interested parties.

5) Legislative Session – The week was relatively quiet since the session was in their mid- session break. SB 147 – revising laws related to human trafficking passed the Senate on 3rd reading 49-1 and will now head to the House. The bill will likely be in front of House Judiciary the week of March 18. Last weeks report including the mid-session synopsis from Greg and Aimee. Kevin and I have a conference call Monday to further strategize about the 2nd half of the session. Yellowstone County Contracts with CodeRED to Provide Emergency Notification Services

YELLOWSTONE COUNTY, MT, March 8, 2019 – Following a thorough evaluation and review of alerting systems, Yellowstone County along with the cities of Billings, Laurel, and Broadview have implemented CodeRED, a high-speed emergency mass notification service provided by Ormond Beach, FL-based OnSolve, LLC.

The CodeRED system will serve as the backbone of Yellowstone County’s emergency planning and communications outreach to both citizens and staff. The system sends telephone calls, text messages, emails and posts to social media channels to inform residents to better protect life and property. CodeRED was selected for its reliability and accuracy, as well as the system’s wide spread adoption rates across the U.S.

Yellowstone Disaster and Emergency Services Coordinator, K.C. Williams states, “CodeRED’s robust notification system will provide Yellowstone County officials with a reliable, easy-to-use interface to quickly deliver critical information to our citizens during emergencies. We are eager to use this innovative technology to enhance our emergency preparedness plans. We anticipate using the system to notify residents of public safety issues such as fires, floods, drinking water emergencies, missing children notices or any other event that may impact the safety and well-being of our citizens.”

All residents are encouraged to visit http://co.yellowstone.mt.gov/des/ and click on the CodeRED logo to enroll their contact information including cell phone numbers, text and email addresses. Citizens are also encouraged to download the CodeRED app to their mobile devices. No one should automatically assume they are in the emergency contact database.

Public safety officials across the United States have credited CodeRED notifications for successfully locating missing children, apprehending wanted criminals and issuing timely evacuations.
