I. CHANGES/MODIFICATIONS

The following changes/modifications are hereby made to the solicitation document:

Incorporate the attached Exhibits 1-2, inserting after Attachment C “Historic Volume of ADF Applied at (Gallons)”.

II. RESPONDENT’S QUESTIONS AND ANSWERS

The following information is available in response to the questions submitted by prospective Respondents. The responses should not be deemed to answer all questions which have been submitted by Respondents to the Port Authority. It addresses only those questions which the Port Authority has deemed to require additional information and/or clarification. The fact that information has not been supplied with respect to particular questions asked by Respondents does not mean or imply, nor should it be deemed to mean or imply, any meaning, construction, or implication with respect to the terms.

The Port Authority makes no representations, warranties or guarantees that the information contained herein is accurate, complete or timely. The furnishing of such information by the Port Authority shall not create or be deemed to create any obligation or liability upon it for any reason whatsoever and each Respondent, by submitting its Response, expressly agrees that it had not relied upon the foregoing information, and that it shall not hold the Port Authority liable or responsible therefor in any manner whatsoever.

The Questions and Answers numbering sequence will be continued sequentially in any forthcoming Addenda that may be issued.

Addendum #1 Page 1 of 3 RFI # 6000000194 Question #1 In reference to Section 2 “Overview”, is the Port Authority currently seeking an engineering and construction proposal for the construction of a recycling facility or a provider to operate and manage current / proposed infrastructure? Answer #1 No, the Port Authority is seeking innovative means to manage ADF sustainably. Responses to this RFI will help the Port Authority determine next steps for sustainable management of spent ADF. Question #2 In reference to Section 2 “Overview”, does the Port Authority have existing centralized deicing facilities (CDF) for each location? If no, are there current plans or construction ongoing for a CDF? Answer #2 No to both. Question #3 In reference to Section 2 “Overview”, does the Port Authority have any existing agreements for discharging spent aircraft deicing fluid to any sanitary sewer systems? Answer #3 No. Question #4 In reference to Section 2 “Overview” can the Port Authority provide a copy of the stormwater permit requirements or information on where to locate the stormwater permit requirements for each location? Answer #4 See above Changes/Modifications. The SPDES permits for JFK, LGA and SWF are available at the NYSDEC webpage: https://www.dec.ny.gov/permits/6054.html. Question #5 In reference to Section 3 “RFI Response Content”, does the Port Authority have a preference for an underground containment system or an above ground solution for any of locations? Answer #5 No. Question #6 In reference to Section 3 “RFI Response Content”, are there any certifications in which the Port Authority requires respondents to submit in response to this RFI? Answer #6 No. Refer to Section 3, paragraph J.

Question #7 In reference to Section 5 “RFI Response Format” will submitting a response to this RFI, either as a single entity or as a joint venture preclude firms from participating in future RFPs as a single entity? Answer #7 No. Question #8 In reference to Attachment C “Historic Volume of ADF Applied at Airports (Gallons)”, can the Port Authority provide the blend percentage of glycol for each location? Answer #8 This information is not available. Question #9 In reference to Attachment C “Historic Volume of ADF Applied at Airports (Gallons)”, can the Port Authority provide a report indicating historical / captured gallons?

Question #10 In reference to Attachment C “Historic Volume of ADF Applied at Airports (Gallons)”, are the indicated gallons of applied Type 1 glycol at the standard 45-50% concentration levels?
