I ask this not only because I believe that this document will commend itself to the large majority of delegates, but because its compelling logic makes it a fine statement of the Party’s point of view on this immense problem. We can all agree on the tremendous significance of this debate. We can also agree that it is already warm in this hall, and likely to become much hotter as the day goes on. Do not therefore, let us get over-heated. I plead at the start for tolerance, tolerance in particular between those who hold the more extreme views in this controversy – those who, on the one hand would like to see Britain enter Europe whatever the conditions, and those who, on the other hand, are opposed to Britain entering Europe on any conditions. -

The establishment of the Jewish state seemed to force people on the left to choose between competing nationalisms - Israeli, Arab and later, Palestinian. Over time, a number of key developments sharpened the dilemma. My central focus is the evolution of thinking about Israel and the Middle East in the British Labour Party. I examine four critical periods: the creation of Israel in 1948; the Suez war in 1956; the Arab-Israeli war of 1967 and the 1980s, covering mainly the Israeli invasion of Lebanon but also the intifada. In each case, entrenched attitudes were called into question and longer-term shifts were triggered in the aftermath. -

For most of the twentieth century there was a vital link between the wealth of the country as a whole and the family finances of millions of hard-working families. As the country got better off, so did working people. A growing economy brought shared prosperity. And that meant that people who put in effort were rewarded, with good jobs, paying decent wages, and were able to make a better life for themselves. Millions of families bought a house, a car, even a second car, took holidays abroad, started their own business, looked forward to a stable pension in retirement and were confident that they could set their children up in life so they could enjoy a better life than themselves. That seems like a different world for millions of working families in Britain today. And that’s because that vital link between the overall wealth of the country and the family budget has been broken. -

one nation power hope community power hope community Ed Miliband has set out his vision of One Nation: a country where everyone has a stake, prosperity is fairly shared, and we make a common life together. A group of Labour MPs, elected in 2010 and after, describe what this politics of national renewal means to them. It begins in the everyday life of work, family and local place. It is about the importance of having a sense of belonging and community, and sharing power and responsibility with people. It means reforming the state and the market in order to rebuild the economy, share power hope community prosperity, and end the living standards crisis. And it means doing politics in a different way: bottom up not top down, organising not managing. A new generation is changing Labour to change the country. Labour parties ideas transfer and ideological positioning: Australia and Britain compared B.M. Edwards & Matt Beech School of Humanities and Social Sciences, The University of New South Wales, Canberra School of Politics, Philosophy and International Studies, University of Hull, UK As part of this special issue examining policy transfer between the Labour Parties in Australia and Britain, this paper seeks to explore the relationship between the two on ideological positioning. In the 1990s there was substantial ideas transfer from the Australian Hawke‐ Keating government to Blair ‘New Labour’ in Britain, as both parties made a lunge towards the economic centre. This paper analyses how the inheritors of that shift, the Rudd/Gillard government in Australia and the Milliband and Corbyn leaderships in Britain, are seeking to define the role and purpose of labour parties in its wake. It examines the extent to which they are learning and borrowing from one another, and finds that a combination of divergent economic and political contexts have led to strikingly limited contemporary policy transfer. The ALP was in power from 1983‐1996 and introduced far reaching market liberalisation reforms complemented by a strengthened safety net. Due to the economic reforms of Thatcherism, Labour in Britain also remade itself to be more pro‐market, drawing considerably on policies of the ALP (Pierson and Castles, 2002). -

The Legacy of the Attlee Government and the Post War Consensus In 1945 Labour won a landslide election victory. It was the first time in its history that Labour had been able to form a government with a majority in the House of Commons. The new government, under Clement Attlee as Prime Minister, introduced a range of policies that set the agenda for post war British politics. These policies included: The creation of nationalised industries and the mixed economy. Between 1946 and 1951, several industries including coal, iron and steel, gas, electricity, the railways, road haulage and telephones were brought under state ownership (“nationalised”). This amounted to 20% of British industry and 10% of the workforce. But there was no attempt to go further, with most industry remaining privately run. This is called “the mixed economy”. Underpinning this change was a commitment by the government to ensure full employment. No one wanted a return to the “Hungry Thirties” with its mass unemployment and poverty. The creation of the welfare state. The experience of the 1930s with its inequalities (“the haves and the have nots”) and the sacrifices made during the war years to ensure victory meant that there was a determination to secure a better future for the British people. The government was committed to introducing universal state benefits, affordable housing and a National Health Service. Between 1946 and 1951: 1. A series of measures ensured universal (for all) child benefits, unemployment benefits, old age pensions, and extra benefits for the destitute 2. A massive house building programme, partly to replace houses destroyed in the Blitz and to clear Victorian slums. -

Neal Lawson downfall Downfall is about the Labour Party but Compass is not primarily about the Labour Party - it is about the creation of a good society. Compass puts project before party, any party. But parties still matter, and the future of Labour, still the biggest broadly progressive party in the UK, matters enormously. Neal Lawson is Chair of Compass and has been a member of the Labour Party since 1979. He has helped run local parties, been an election agent and campaign strategist, advised senior Labour politicians and written widely about the future of social democracy. He knows that a political party is needed to help create a good society, one that is much more equal, sustainable and democratic. Is Labour it? The thoughts offered here have come from a life long conversation with colleagues and from a wide range of articles and books. Anthony Barnett kindly went through a draft. So Neal’s debt to others is as heavy as the burden of remaking a party that might not want to be remade. Let’s see. Is Labour dead and how can radical hope be rebuilt? Short-term hopes are futile. Second, if it’s not, then by asking the question we might get it off life support, because for Labour death certainly lurks.
