BALANCING CONSENSUS, CONSENT, AND COMPETENCE: RICHARD RUSSELL, THE SENATE ARMED SERVICES COMMITTEE & OVERSIGHT OF AMERICA’S DEFENSE, 1955-1968 DISSERTATION Presented in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy in the Graduate School of The Ohio State University By Joshua E. Klimas, M.A. * * * * * The Ohio State University 2007 Dissertation Committee: Approved by Professor David Stebenne, Advisor Professor John Guilmartin Advisor Professor James Bartholomew History Graduate Program ABSTRACT This study examines Congress’s role in defense policy-making between 1955 and 1968, with particular focus on the Senate Armed Services Committee (SASC), its most prominent and influential members, and the evolving defense authorization process. The consensus view holds that, between World War II and the drawdown of the Vietnam War, the defense oversight committees showed acute deference to Defense Department legislative and budget requests. At the same time, they enforced closed oversight procedures that effectively blocked less “pro-defense” members from influencing the policy-making process. Although true at an aggregate level, this understanding is incomplete. It ignores the significant evolution to Armed Services Committee oversight practices that began in the latter half of 1950s, and it fails to adequately explore the motivations of the few members who decisively shaped the process. SASC chairman Richard Russell (D-GA) dominated Senate deliberations on defense policy. Relying only on input from a few key colleagues – particularly his protégé and eventual successor, John Stennis (D-MS) – Russell for the better part of two decades decided almost in isolation how the Senate would act to oversee the nation’s defense. -

It has governed the way the United States has organized, planned, and conducted military operations for the last twenty five years. It passed the Senate and House of Representatives with margins of victory reserved for birthday and holiday resolutions. It is praised throughout the U.S. defense establishment as a universal good. Despite this, it engendered a strong opposition movement organized primarily by Navy Secretary John F. Lehman but also included members of the Joint Chiefs of Staff, prominent Senators and Congressman, and President Reagan's Secretary of Defense Casper Weinberger. This essay will examine the forty year background of defense reform movements leading to the Goldwater Nichols Act, the fight from 1982 to 1986 by supporters and opponents of the proposed legislation and its twenty-five year legacy that may not be as positive as the claims made by the Department of Defense suggest. -

2012 Texas Lyceum Poll Executive Summary of Economic Evaluations, Job Approval, and Trial Ballots A September 10-26, 2012 survey of registered voters from the state of Texas reveals that while Lone Star registrants are fairly positive about the state’s economy, they remain pessimistic about the national economy and prospects for a full recovery. Job approval and favorability numbers for political figures and groups also suggest a mixed bag. Likely voters are slightly disapproving of President Obama and slightly approving of Governor Perry. Current ballot tests indicate the pro-Republican results of recent elections in Texas may well continue in 2012: Mitt Romney leads Obama by 19 points in the presidential vote among likely voters, while Republican Ted Cruz leads Democrat Paul Sadler by 24 points in the Senate vote. The small silver-lining for Democrats is that voters remain unengaged, with between one- quarter and one-third of the electorate saying that they haven’t thought enough about the down-ballot races to have an opinion. Summary of Findings General and Economic Evaluations: We asked a series of questions about the respondents’ general and economic evaluations in Texas and in the country. Though respondents were positive about the Texas economy, their views of the national economy were very negative while their views of their own personal economic situations were also pessimistic. Forty-two percent of registered voters believe that the country is moving in the right direction, while 51% believe that we’re off on the wrong track. When limiting our analysis to likely voters, only 39% say that we’re headed in the right direction while 57% say that we’re off on the wrong track. -

Texas BOMA Legislative Update by Robert D. Miller, Yuniedth Midence Steen, and Gardner Pate November 7, 2012 The elections are (finally) over! Last night, across the country, voters chose not just the President, but also members of the U.S. Senate, Congress, and various state and local races. Texas was no different. The Presidential Race President Barack Obama (D) defeated former Governor Mitt Romney (R) in the race for President. President Obama won at least 303 electoral votes (at the time of writing, Florida has not yet been called for either candidate) to Governor Romney’s 206, putting the President above the required number of 270 needed to win the election. Federal Races Despite the literally billions of dollars spent this election cycle on congressional and U.S. senate races, very little changed in the grand scheme of things. In the U.S. Senate, Democrats will have 55 seats to the Republicans 45, a net pickup of 2 seats for Democrats and a corresponding net loss of 2 seats for the Republicans. In the U.S. House, while a few races are still outstanding, Republicans will comfortably maintain their majority. In Texas, former solicitor general Ted Cruz (R) handily defeated former Rep. Paul Sadler (D) to become the next U.S. Senator from Texas, replacing retiring Sen. Kay Bailey Hutchison (R). After the 2011 census, Texas added four new congressional districts, expanding the delegation from 32 to 36. In 2013, the Texas partisan breakdown will be 24 Republicans and 12 Democrats, a change from the current 23-9 split. Next year, four members of the 2011 delegation will not return to Congress: Quico Canseco* (R-San Antonio), Charlie Gonzalez (D- San Antonio), Ron Paul (R-Surfside), and Silvestre Reyes (D-El Paso). -

Congress Avenue Austin, TX 78711 Austin, TX 78701 Dear Governor Abbott and Commissioner Morath: As the new school year begins in school districts across Texas, it is our shared priority that students return to in-person instruction safely. The safe return to in-person instruction requires that school districts be able to protect the health and safety of students and educators, and that families have confidence that their schools are doing everything possible to keep students healthy. Texas’s recent actions to block school districts from voluntarily adopting science-based strategies for preventing the spread of COVID-19 that are aligned with the guidance from the Centers for Disease Control and Prevention (CDC) puts these goals at risk and may infringe upon a school district’s authority to adopt policies to protect students and educators as they develop their safe return to in-person instruction plans required by Federal law. We are aware that Texas has issued an Executive Order prohibiting local educational agencies (LEAs), among other local government entities, from adopting requirements for the universal wearing of masks.1 Further, guidance released on August 5, 2021, by the Texas Education Agency (TEA) states that “school systems are not required to conduct COVID-19 contact tracing.”2 These State level actions against science-based strategies for preventing the spread of COVID-19 appear to restrict the development of local health and safety policies and are at odds with the school district planning process embodied in the U.S. -

The agency is providing answers concerning certain aspects of sponsor requests for formal meetings with industry, user fee applications goals and timelines, and prioritization of drug and biological application reviews. • The FDA issued a letter to health care providers to remind reprocessing staff in health care facilities to use the correct sterilization cycle associated with certain models of the Advanced Sterilization Products (ASP) STERRAD Sterilization Systems and to only decontaminate compatible N95 or N95-equivalent respirators for reuse during the COVID-19 pandemic. -

The Blue Wave Lapped at the Shores of Texas This Year - and it was Powered by Latino Voters by Obed Manuel & Dianne Solis November 9, 2018 Though Republicans held on against the current in statewide races, Latinos helped send El Paso’s Veronica Escobar and Houston’s Sylvia Garcia of Houston to Washington, D.C. They’ll be the state’s first two Latinas in Congress. Democrats won 12 Texas House seats, including five in Dallas, and unseated two North Texas Republican state senators. And the surge of Latino voters across the state almost made the difference in the nationally watched Senate race between Beto O’Rourke and Ted Cruz. That has Latino voter mobilization groups and political experts confident that enthusiasm around the 2018 race, paired with natural population growth, is likely to make Texas a truly competitive state by 2020 and maybe even a shade of blue. Bernard Fraga, an assistant political science professor at Indiana University, said the Texas population is already that of a purple state and the only reason it isn’t a swing state is that many residents don’t vote. But he said that may have changed this year thanks to Latinos. Fraga analyzed early voter turnout in some of Texas’ largest, most diverse counties and found that Latino turnout matched that of the 2016 presidential election, when turnout is generally higher. “What we’re seeing is that it can be done as long as Democrats employ a strategy for reaching Latinos who aren’t registered and don’t usually vote,” Fraga said.
