PREFACE

Mahatma Gandhi State Institute of Public Administration (MGSIPA), Punjab at Chandigarh is the Administrative Training Institute (ATI) of the Government of Punjab engaged in imparting quality training in various disciplines to officers and officials of the State Government and its Boards, Corporations, Central Government, and other Organizations; as well as undertaking research studies including evaluation and consultancy in public administration, public policy, and governance.

Natural hazards are inevitable. Time and again, we witness the horrible impact of calamities. The last decade showed a tremendous increase in the annual occurrence of natural hazards. These hazards increasingly have had an impact on the livelihoods of vulnerable people, more specifically on their economic situation, their food security and health conditions especially the Covid-19 pandemic.

Children are often perceived as passive or helpless ‘victims’ in times of disasters, with limited potential to safeguard themselves, their families and communities against natural hazards. It is in this context, MGSIPA, Chandigarh has been dynamically engaged in disaster preparedness and response operations in-order to minimize or address issues of children during calamities. We also endeavor to develop safer communities especially children resilient towards disasters by strengthening institutional/individual capacities, building partnerships, identifying the disaster risk management needs, and mainstreaming risk reduction measures in our projects and programs.

Mahatma Gandhi State Institute of Public Administration (MGSIPA), Chandigarh, Punjab is the Administrative Training Institute (ATI) of the Government of Punjab engaged in imparting quality training in various disciplines to officers and officials of the State Government and its Boards, Corporations, Central Government and other Organizations; as well as undertaking research studies including evaluation and consultancy in public administration, public policy and governance. The Institute is an ISO 9001:2015 and ISO 14001:2015 certified organization for its training activities and is spread over 12 acres in a pollution free institutional area in Sector 26, Chandigarh.

MGSIPA houses subject - specific Centres for Management Development, Study of Laws, Urban Governance, Sevottam, Secretariat Staff Training, Engineering Studies and RTI. MGSIPA has three Regional Centres located at Bathinda, Jalandhar and Patiala. The Institute also runs a Civil Services Coaching Centre.

MGSIPA organizes over 200 training programmes a year, which include Foundation Training Programmes, Induction Training Programmes, Trainer Development Programmes, In-Service Training Programmes and regular domain-specific three-day and five-day training programmes for various categories of employees of the Government.

1 ABOUT THE TRAINING PROGRAMME

Background

India is vulnerable to a variety of natural and man-made disasters that hinder the country’s growth. Every disaster has different levels of risk (high/medium/low), which depends upon area specific proneness and/ or also on the various physical, social, economic and institutional parameters. The largely unplanned expansion of cities to accommodate rapid population growth, combined with inappropriate land-use planning and building standards, contribute to the vulnerability of majority of population. In order to mitigate and prepare for disasters, its management requires coordinated efforts from the existing administrative set up, and all other stakeholders.

The activities involved in management of disasters would depend on the nature and type of disaster. If the disaster management efforts are planned and the stakeholders are trained, there will be no scope for ad- hoc measures and disaster management would be smooth and effective. The paradigm shift has changed the focus of all the stakeholders today towards disaster risk reduction, which include mitigation, preparedness and prevention efforts. This implies that efforts are being made towards preparation of plan, which is also mandatory requirement as per the Disaster Management Act 2005. Hence, there is a need of mainstreaming the Disaster Risk Reduction into development.

About the Programme

Disasters threaten the lives, constitutional rights and needs of the children worldwide. In past two decades India have faced devastating disasters such as Latur Earthquake (1993), Odisha Super Cyclone (1999),

2 Bhuj Earthquake (2001), Indian Tsunami (2004), Jammu & Earthquake (2005), Bihar Floods (2008), Uttarakhand Floods (2013), Cyclone Phailin (2013), Chennai Flood (2015), Kerala Flood (2018) and Cyclone Fani (2019). Droughts are slow onset disasters, adversely affecting children and women alike. Karnataka (16 districts) and Andhra Pradesh (4 districts) experienced at least 10 droughts between 2001- 2015. During these emergencies, children are especially vulnerable to diseases, malnutrition, violence and trafficking. Measles, diarrhea, acute respiratory infections, malaria and malnutrition are the major killers of children during humanitarian crises. In future, vulnerability of children is expected to increase as the intensity and frequency of natural disasters rises.

Children are not the face of a pandemic, but they risk being among its biggest victims. Evidence tells that a range of health and protection risks arise from a global pandemic, school closures and attempted distancing measures. Children and their families are experiencing closure of childcare and limited or no access to healthcare and other essential services in response to the pandemic. The data is already showing the negative effects of COVID-19, and the unprecedented measures to contain it, on maternal and child health.

COVID-19 has put a huge challenge in training and capacity building. With social distancing, training during new normal situation would have different strategies that are truly effective for larger capacity building vision and agenda for effective COVID-19 response. Training at the time of pandemic is widely considered to be a powerful instrument for building the capacities of functionaries by enhancing and upgrading their knowledge, skills and competencies on a regular and periodic basis.

3 Keeping in view the increasing vulnerability of children to disasters, Mahatma Gandhi State Institute of Public Administration, Punjab in collaboration with National Institute of Disaster Management, Ministry of Home Affairs, Government of India has conducted an Online Process Orientation Training Programme on “Child Centric Disaster Risk Reduction” from 2nd to 4th June, 2021.

This 3-days’ Online Process Orientation Training Programme on Child Centric Disaster Risk Reduction was intended for Trainers/ Teachers/ Professors/ Faculties of State level Universities, Colleges, Schools, Administrative Training Institutions and civil society trainers to help build their knowledge, skills and perspectives towards child centric disaster risk reduction. This helped the officials understand and prepare for risk informed planning, sectoral readiness and preparedness for emergencies so as children are not deprived of basic amenities.

Objectives

At the end of this course, participants were able to:

• Explain the vulnerability profile and Disaster Management Mechanism in India. • Identify and explain the processes of psychological care for children in disasters and emergencies. • Identify and list the activities to protect the children and their rights. • Draft and apply strategies for home-to-home school safety with the engagement of children. • Describe the ways to involve children in DRR activities. • Explain the processes of mainstreaming child-centric risk management.

4 Course Module

This Course had two modules and contents of the course touched upon the following aspects, to achieve the objectives:

This training programme was scheduled for 3 days, based on e-learning module covering 2 hours each day during the programme from 11 AM to 1 PM.

Learning Methods

CISCO WebEx Training Platform was used for this programme. All the participants were requested to install CISCO WebEx Application on their mobiles or desktops. The training was conducted through various methods including power point presentations by the speaker/experts.

9 INAUGURAL SESSION Welcome Address

Col. Dalbir Singh, General Manager (Training, Project & Consultancy), MGSIPA unfolded the inaugural session and expressed a great pleasure in collaboratively working with NIDM. Further, he underlined that the training programme is directed towards sensitizing, institutionalizing, and promoting exchange of information, knowledge, and innovation on understanding and learning among Trainers/ Teachers/ Professors/ Faculties of State level Universities, Colleges, Schools, Administrative Training Institutions and civil society trainers to help build their knowledge, skills and perspectives towards child centric disaster risk reduction for risk informed planning, sectoral readiness and preparedness for emergencies so as children are not deprived of basic amenities.

10 About the Programme

Ms. Nitika Singla, Guest Faculty & Moderator briefed about the minutes and the technical sessions of all the 3-days of the training programme thus introducing the programme and the key speakers to the participants. Sharing the aim of the programme, she brought to limelight about what the participants would be able to gather as learning outcome after the successful completion of the course.

Opening Remarks

Dr. Kumar Raka, Programme Officer, CCDRR Centre, NIDM exposed us to the ground situation of the hard times undergone by children in the current pandemic situation through his opening remarks. Also, talked how this three-day online programme would sensitize and expand knowledge among the participants about the basic information on COVID-19 and emerging issues related to children’s well-being and help them better understand the process of CCDRR and its steps including mainstreaming approaches.

11 Keynote Address

Prof. Santosh Kumar, HOD, NIDM, while setting the tone and vision of the programme through his remarkable and enlightening keynote address highlighted the importance of the CCDRR awareness programme amidst the COVID19 outbreaks. He underlined that COVID 19 has taught a huge lesson for disaster preparedness in India and emphasized on the need of the hour to develop Child Centric Centres and Programmes throughout the country thus mitigating the effects of Disaster on children.

Vote of Thanks

Shri Gulshan, Chief General Manager, MGSIPA, Chandigarh embraced the occasion by proposing a vote of thanks to all dignitaries, speakers, and the respective participants of the training programme for their worthy joining and being a part of it. He also upheld the great initiative of Child Centric Disaster Risk Reduction Centre (CCDRR), NIDM (South Campus) for bringing out the wonderful collaboration with his organization.

12 TECHNICAL SESSIONS

Day 1 – 2nd June, 2021

Dr. Kumar Raka, Programme Officer, CCDRR Centre, NIDM – In his session, he focused on Do’s and Don’ts during the Covid-19. Dr. Kumar Raka initiated his discussion with the trajectory of Covid-19 from China to India and mentioned his concern on second wave of Covid-19 in India. In his discussion session, Dr. Raka stressed how to diagnose possible COVID infection through symptoms in the human body. He also highlighted the preventive measures for COVID 19 infections i.e., social distancing, wearing of mask, and washing of hands regularly with soaps and maintaining standard hygiene practices at home as well as in working places. He emphasized the rules of home quarantine to check further spread among other family members. Dr. Kumar Raka ended his discussion by underlining the necessity for protecting children from infections through hygienic practices and social distancing measures.

13 Dr. Balu, Programme Associate, CCDRR Centre, NIDM – He talked about the Vulnerability Profile and Disaster Management Mechanism in India. Covering the hazard profile of India, Dr. Balu shared the various natural hazards to which the country is prone to and discussed some significant disasters that had taken place in the various states. He also threw light on the ongoing concurrent disasters that is Covid-19 Pandemic, and Cyclones formed over the Arabian Sea and the Bay of Bengal. Dr. Balu further made us explore the Disaster Management Mechanism and the various agencies and organizations involved

Later, we had Q&A Session where chance was given to the participants to get their doubts and questions clarified live onboard by the speakers. Dr. Kumar Raka and Dr. Balu very convincingly and patiently addressed all the issues of the participants related to the ongoing pandemic thus sharing very valuable and fruitful information with all and helping all learn the Appropriate Behaviour to be followed up to stay at par from getting infected with the novel coronavirus.

14 Day 2 – 3rd June, 2021

Namrata Sharma, Counselling Psychologist, YWCA, New Delhi – She made a remarkable presentation on, “Psychological Disorders and Interventions of Children in Disasters and Emergencies”. Embarking her presentation, she elaborated on Psychological Trauma; Grief Disorder and Post-Traumatic Stress Disorder. She further brought to limelight the symptoms which can let one understand if the child is going through Depressive Disorders, anxiety disorders or bad mental health. She also talked over the post-traumatic stress disorder in Preschool-age Children; School-age Children and in Adolescents. Discussing the interventions by parents and teachers which include Psychological First aid; Pediatric Care and consulting a professional Madam Namrata told how these can help to figure out and work out the better mental health of a child.

15 The session went very interactive and sound with the queries of the participants taken live by Miss Namrata Sharma. Miss answering to the questions of many of the participants helped all understand the importance of psychological care for children thus giving some better ways to handle a child for his mental well-being.

Dolphi Raman, Junior Research Officer, CCDRR Centre, NIDM – She held a session on topic, “Ensuring Home to Home School Safety”. sharing her experience on organizing and managing various school drills on fire safety and earthquake, expressed how the exercise of sequential rehearsals of disaster like situation in schools may ensure well preparedness and better response to a hazard. Through her presentation, she discussed the impacts of emergencies on children, teachers, and education. She further talked about A whole school approach to influence change involving a range of partners and stakeholders at the multiple levels, informed by collective impact theory. Highlighting the current pandemic situation, she absorbed on ensuring safe school operations thus sharing key messages, actions, and

16 suggestions. In this way, Miss Dolphi delivered a comprehensive session on the school safety while communicating with the participants

Day 3 – 4th June, 2021

Dr. Vartika, Junior Research Officer, CCDRR Centre, NIDM – Dr. Vartika in a very comprehensive manner discussed about, “Protecting Children in Disasters and Emergencies”. She enlightened about the various stakeholders involved in child development activities. Dr. Vartika brought to the knowledge of participants the health care benefits given to maternal; neonatal and child and adolescents by the responsible government authorities. Further, sharing on nutrition she exposed the initiatives taken by the government for the Prevention of undernutrition, micronutrient deficiencies among children, pregnant women, and breastfeeding mothers.

17 In addition to this, Dr. Vartika talked about the basic standard parameters of child protection, education, Water, Sanitation and Hygiene (WASH), the kind of social protection to be provided to the children in the times of emergencies. She also provided a brief coverage on the initiatives in place on Gender Equality and Empowerment of girls and Women; Inclusion of Person with Disability; Refugees, Migrants and Internally Displaced Persons and Public Health Emergencies.

Shri Ranjan Kumar, Programme Associate, CCDRR Centre, NIDM – Mr. Ranjan Kumar talked about the mechanism and various strategies including Institutional Mechanism for Engaging Youth; Strategies for engaging adolescents and Ladder of Adolescents Participation to involve children in Disaster Risk Management being the need of the hour. He also discussed various case studies thus illustrating the roles played by children in managing the disaster like situations and better responding to the emergency like situations thus saving many lives. Mr. Ranjan shared various activities which can be taken up by the children which include pre-disaster risk reduction activities and post disaster recovery activities to prevent and better respond to the disasters.

19 VALEDICTION SESSION

Summary of the Programme

Ms. Nitika Singla, Guest Faculty & Moderator gave a summary of the programme with a recapitulation of all the technical sessions and the faculty concerned. She made a quick review of how the three-day online Content Orientation Training Programme on, “Child Centric Disaster Risk Reduction” was very well brought up by the wonderful and remarkable technical sessions of the experts of the field.

Closing Remarks

Dr. Balu, Programme Associate, CCDRR Centre, NIDM highlighted the importance of the content orientation programme amidst the COVID19 outbreaks is aimed to minimize the suffering of the children as they are most vulnerable section of Indian society. He highlighted that the success of the training programme lies in the dissemination of knowledge generated during the training programme for well-being of children. He urged the participants to pass on the knowledge related to CCDRR approach gained through the programme among their community and organizations.

21 LEARNING OUTCOMES

The generic learning outcomes of this Online Process Orientation Programme encompass a series of capacities that will allow the participants to demonstrate knowledge and understanding to:

• Disaster risk reduction planning is must in the time of Covid-19 outbreak. • Provide necessary ways for reconstruction, recovery, resilience approach to fight a post-disaster situation. • Re-plan one’s institutional disaster response plan according to the government directives. • Make awareness among the participants on social distancing measures and avoidance of crowded places to contain the second wave of Covid-19. • Highlight that disaster risk can be best addressed if situation analysis for development programme formulation considers age and gender-related needs. • Identify the psychological problems among children is influenced by (i) type and intensity of exposure a disaster (ii) availability of family support during an event (iii) the degree of day to day life disruption and (iv) amount of social disorganization in the host community. • Restore the physical, social, and temporal environment of schools, a different plan of action can be implemented with the discussions with stakeholders of the schools. i.e. administration, staff, children, and parents. • Role of various stakeholders, including both a broad command of the field and a deeper knowledge of specific areas, together with insight into current research and development work.
