Tsawwassen First Nation Statement on Passing of Judicial Council Member Paul Fraser

Tsawwassen Lands – The Tsawwassen First Nation (TFN) Government today is saddened to learn of the passing of Paul D.K. Fraser, Q.C., Chair of TFN’s Judicial Council.

Mr. Fraser was appointed as the first Vice-Chair of the Judicial Council following the creation of the newly-formed Tsawwassen Government in 2009 and was instrumental in establishing the procedures and protocols for the Judicial Council in the years since.

He became Chair in 2012 when Douglas Lambert retired and he was reappointed as Chair for a five-year term in 2014.

“He was very proud of his work with TFN and we were fortunate to have him, not only for his expertise but also for his compassion and commitment to making the work of the Judicial Council transparent and meaningful for the community,” said Chief Bryce Williams.

Tsawwassen First Nation is grateful to Mr. Fraser for his many years of respectful, dedicated service to establish and lead the judicial branch of the Tsawwassen Government. TFN extends its condolences to his family during this time.

    Why Do I Want To Be A Tsawwassen Legislator? March 13, 2019 My ancestral name is Chemkwaat. I am proud of my heritage and I am proud of my ancestral name, which comes from my great- great-grandmother on my Grandma Pearl’s side, whose family comes from the . My grandfather Isaac, “Tchwheelam” was from Tsawwassen. I have complete my first term as a Tsawwassen Legislator and I am extremely proud to carry that responsibility. Over this last term, I stretched my wings and learn how to be an effective Legislator. I enjoyed sitting at the Legislative table representing the Tsawwassen people that elected me. I learned to ask questions, to challenge issues that needed to be challenged and to support initiatives that were worthy of the Tsawwassen people. When I was unsure of something I asked. When I needed more information to make important decisions I sought out staff to ensure I had all the necessary information and understanding to make an informed decision. For issues that I felt needed attention for the betterment of our people’s lives I spoke up. During this term I table the following three resolutions that were approved:

x Resolution to develop an implementation plan for all tax exemptions; x Resolution to reinstate a Housing Committee (on behalf of Steven Stark); and x Resolution to review Advisory Council remuneration While working full-time I am also attending SFU and working towards my Executive Master’s Degree in Indigenous Business and Leadership. I will have completed my first year at the end of March and I have been using that education to become a better leader. I have been and always will be an advocate for others. I have been a voice for those who could not speak for themselves and will continue to be there for those that may wish me to stand up for them. Dear Tsawwassen People,

My name is qwiya qwiye (Andrea Jacobs), a proud woman from our Nation. My grandmother from my Joe side of the family is Norma Joe, great grandmother is Feleceia Joe and great grandfather is Simon Joe. My grandfather on my Jacobs side of the family is Rick Jacobs, great grandmother is Sophie Jacobs and great grandfather is Peter Jacobs. I grew up in the Tsawwassen village and still live here with my family today.

I have committed my time serving the Tsawwassen people as my role on Executive Council/Legislature while raising my children. I have family grounding, and value my cultural protocols and traditions, including hunting and fishing. I play an active role in our community gatherings and always look forward to meeting with everyone.

I am looking for your support in the upcoming election to serve on the Tsawwassen Legislature. It has truly been an honor and I am humbled to have been the Squiqel for the Legislature table during the last term. I take pride in my Nation. My name is Nikki Jacobs (Sƛamiyə) and I was born and raised in the TFN community and continue to live here today. I am proud of my Coast Salish heritage and I am proud to be a Tsawwassen First Nation member.

My values include my family, my home, and my community. I am passionate, involved, and committed to our community and the Tsawwassen people. I believe that my experience has given me the ability to successfully handle the job while provid- ing continuity in the TFN Government.

RE-ELECT SHEILA WILLIAMS FOR TFN LEGISLATOR

As a proud member of Tsawwassen First Nation currently living on Tsawwassen lands, I’m seeking your vote to be re-elected in the 2019 TFN Election. I’m a granddaughter of Russell Isaac Williams (Teewheelem) and Leileani Faye Koller (nee Joe). Also, the loving daughter of Cory Russell Williams and Faith Kimberly Jones-Dill. Since I have been in recovery from active addiction for the past 4 years, I believe in helping people find their own paths to health and wellness. I’m also starting my own family, being 6 months pregnant with my first child. I’m very passionate about ensuring our children grow up in an inclusive and safe environment. One that is rich with cultural teachings, educational opportunities, and community connections.

I’ve been a humble and active servant on the TFN Legislature since the Treaty was enacted in 2009. During this time I’ve noticed that disconnection of our membership seems to be our greatest challenge. There is a disconnect between our members living off Tsawwassen lands and our members living on Tsawwassen lands; from being informed of how our TFN Government can provide services, programs, and inforamtion to you. I also believe that the youth and elders of our nation should be more closely involved in the decision making process of the Tsawwassen Government.

Here are the Resolutions I have made in my efforts to improve TFN Government: x 2015 Resolution to video the legislature & events within a general election x 2016 Resolution to review the consultation process x 2016 Resolution for a comprehensive review of Tsawwassen Institutions x 2019 Resolution that Executive Council hold a workshop on possible amendments to budget amendments

Moving forward, I would be honoured to be the glue that helps our people get better connected with each other and the TFN Government. In strengthening our community; through cultural revival, equal opportunities and respect for each other, I believe we can achieve greater unity. I want to carry your message not my message. I really want to hear from you, and what you want and need from the TFN Government. I want to stand and be a respectful voice for you the Tsawwassen people. I want to be the best representative for our membership as a whole, both living on and off Tsawwassen Lands.
