Aan Provinciale Staten Van Rogier van der Sande Onderwerp Informatie over de Chlnarelaties van Zuid-Holland in het kader van het door PS geïnitieerde debat over het internationaal beleid (Europa en China) van de Provincie

Aanleiding

De werkgroep Europa van Provinciale Staten heeft een debat geïnitieerd over het internationaal beleid van de provincie (Europa en China). Om dit debat goed te kunnen voeren heeft de werkgroep om gegevens gevraagd over een aantal zaken. Vanwege het verschil qua karakter van de Inzet van de provincie in Europa en in China is deze informatie in twee memo's uitgewerkt. In dit memo de informatie over de Chlnarelaties van de provincie in lijn met de relevante vragen van de werkgroep.

1. Wat is het beleid Inzake China? 2. Welke doelstellingen hebben wij inzake China? 3. Welke doelstellingen hebben wij gehaald en wat hebben wij nog meer t>ereikt inzake China? 4. Welke inkomsten (ook Indirect) hebben wij vanuit China ontvangen? 5. Welke kosten maken wij inzake China? 6. In welke overleg organen zit Zuid-Holland en hoe zijn de verhoudingen?

Met betrekking tot de vraag 'op welke wijze GS denkt dat het beste vorm kan worden geven aan de relatie met China voor de aankomende 4 jaar" is met de werkgroep besproken dat deze het beste in het debat zelf aan de orde gesteld kan worden door Provinciale Staten.

De in dit memo opgenomen informatie is afkomstig uit eerder aan Provinciale Staten aangeboden stukken. Als bijlage is een overzicht opgenomen waarin de inkomende en uitgaande missies vanuit en naar China in de periode 2011-2014 zijn weergegeven, de overeenkomsten en contracten die in die periode in het kader van de samenwerkingsrelaties met de provincie Hebei en Shanghai-Pudong zijn gesloten en een opsomming van de bedrijven die een beroep hebben gedaan op de provincie om hun activiteiten In China vanuit de provinciale samenwerkingsrelaties te ondersteunen. Ook is een verslag opgenomen van de activiteiten in 2014 om een nadere inkleuring van het overzicht te bieden. Beide documenten worden gebruikt in de communicatie met de Chinese partners van de provincie en zijn in het Engeis.

1. Wat is het beleid inzake de China relaties van de provincie?

• Relaties met China: Hebei en Shanghai Pudong De provincie Zuid-Holland heeft een relatie met twee Chinese regio's: de provincie Hebei en Shanghai-Püdong. De relatie met Hebei loopt sinds 1993 naar aanleiding van een initiatief van de Kamer van Koophandel Haaglanden en heeft inmiddels het karakter van een vriendschapsband tussen Hebei en Zuid-Holland. Sinds 2004 loopt de relatie met Shanghai Pudong, waarbij innovatie in economische clusters centraal staat. Met belde regio's gaat het om een "govemment- to-govemment' relatie die nadrukkelijk facillterend is voor "business-to-business' relaties en relaties tussen kennisinstellingen.

In 2012 zijn met t)eide regio's nieuwe samenwerkingsovereenkomsten (Memoranda of Understanding, MoUs) getekend: die met Hebei is door de toenmalige CdK Jan Franssen getekend en die met Pudong door gedeputeerde Govert Veldhuijzen. In die MoU's is afgesproken samen te werken op een aantal thema's die in grote lijnen aansluiten bij de hoofdopgaven die in de Beleidsvisie Regionale Economie en Energie 2012-2015 van de provincie aan de orde zijn. Bevordering van investeringen en handel is in de MoU's het algemene overkoepelende thema. Daarnaast zijn als meer specifieke thema's 'life sciences', water, tuinbouw, stads- en kustontwikkeling, milieu en onderwijs aangegeven. In oktober 2014 heeft CdK Jaap Smit een uitbreiding van de MoU met Pudong getekend op het thema voedselveiligheid.

• Beleidskader: naar een vraaggerichte benadering De relatie met China is door het huidige college gecontinueerd, maar er is een nadere foojs in aangebracht: de provincie Zuid-Holland onderhoudt deze relaties, omdat het bedrijfsleven hier om vraagt. De samenwerking met Hebei en Shanghai Pudong richt zich op het opbouwen en onderhouden van bestuurlijke netwerken. De provincie Zuid-Holland faciliteert hiermee het bedrijfsleven, dat vervolgens aan zet is om maximaal rendement uit deze samenwerkingsrelaties te halen. Dat Is in lijnmet wat over intemationale relaties is vastgelegd in het hoofdlijnenakkoord.

Hoofdlijnenakkoord 2011-2015 - april 2011 Wij hebben als college besloten dat het initiatief voor het inzetten van onze intemationale relaties bij het bedrijfsleven moet liggen. In het Hoofdlijnenakkoord 2011-2015 staat hierover het volgende; 'Intemationaal beleid is geen provinciale opgave, behalve daar waar overheidsbetrokkenheid noodzakelijk is. Om die reden neemt de provincie deel aan handelsmissies met onder andere China wanneer het bedrijfsleven hierom verzoekt. De provincie zet in op overdracht van het organiseren van de werkbezoeken aan bedrijven en kennisinstellingen. In overeenstemming met nationaal beleid worden in onze intemationale contacten de democratische waarden en mensenrechten uitgedragen.'

Deze lijn is verder uitgewerkt in de Beleidsvisie en uitvoeringsstrategie regionale economie en energie 2012-2015. 'De provincie speelt een bescheiden, maar effectieve rol in het onderhouden van 'govemment-to-govemmenf relaties met China. Het doel is om de Zuid-Hollandse sterke clusters goed toegang te verlenen tot deze groeimarkt. Op verzoek van het bedrijfsleven en alleen indien dat noodzakelijk is om kansen te benutten, kan de provincie een soortgelijke rol spelen in Brazilië, Rusland India.'

Consequentie van de in het Moofdlijnenakkoord aangegeven uitgangspunten is dat er in de huidige collegeperiode Ingezet Is op een omslag van een aanbod gestuurde inzet naar een vraag gestuurde inzet: In het kader van de overheidssamenwerking worden alleen die activiteiten opgepakt, waar het bedrijfleven om verzoekt In hetantwo ord op motie 395 hebben GS eind 2012 aangegeven dat deze omslag is doorgevoerd en verder voortgezet zal worden.

In de nieuwe MoU's Is de positie van het bedrijfsleven benadrukt en aan de Chinese samenwerkingspartners Is de vraag gestuurde benadering gecommuniceerd. De belangen van het bedrijfsleven en kennisinstellingen stonden centraal bij de invulling van het programma en de Inzet van bestuurders tijdens de laatste drie missies naar China. Bij de voorbereiding van deze missies hebben bedrijven en kennisinstellingen een actieve rol gespeeld. Bedrijven en kennisinstellingen hebben zelf de inhoudelijke thema's voor de samenwerking met Hebei en Shanghal-Pudong bepaald.

Wat opvalt. Is dat vooral bedrijven en kennisinstellingen met een eigen Chlnastrategie het meest gericht gebruik maken van de relaties van Zuid-Holland In China. Bedrijven als Applikon Blotechnologie, Royal Haskoning/DHV, Wuvio, en InHolland hebben zelf bijeenkomsten georganiseerd tijdens missies. Deelnemers aan de missles hebben gericht gebruik gemaakt van de aanwezigheid van provinciale bestuurders om voortgang te boeken in hun samenwerking met Chinese partners. Bedrijven hebben ook activiteiten ontplooid in nauwe samenwerking met vertegenwoordigers van het tijk (ambassade, consulaat, economische en landbouw attachés). In eigen vervolgbezoeken aan China werken diverse bedrijven en kennisinstellingen verder aan het benutten van kansen die tijdens de missies en bezoeken van Chinese delegaties aan Zuid- Holland naar voren kwamen. Een aantal Chinese partners die tijdens de missles zijn ontmoet hebben bij tegenbezoeken bedrijven in Nederland bezocht.

Chinese delegaties hebben gericht bezoeken aan Zuid-Holland gebracht om kansen op samenwerking op thema's in het kader van de MoUs (als tuinbouw, 'urban flood managemenf, grondwaterproblematiek, luchtkwaliteit - met betrokkenheid van PS -, etc.) te verkennen. Ook tijdens deze inkomende bezoeken valt op dat deze meer dan In het verleden het geval was gericht zijn op samenwerking met Zuid-Hollandse bedrijven en kennisinstellingen.

De Inzet van Innovation Quarter tijdens de laatste twee bestuurlijke missies naar China heeft geleid tot verdere verbreding en verdieping van de betrokkenheid van het bedrijfsleven en heeft ook de aandacht voor inkomende Chinese Investeringen in Zuid-Holland versterkt.

2. Welke doelstellingen heeft de provincie inzake China?

De relaties met China zijn geen doei op zich maar een Instrument om doelen uit het provinciaal economisch beleid te realiseren. Juist een sterk opkomende economie als China biedt Zuid- Hollandse bedrijven en kennisinstellingen kansen om hun Innovaties te vermarkten. GS zetten de "govemment-to-govemmenf relaties met Hebei en Shanghal-Pudong gericht in om deuren te openen en contacten op het juiste niveau mogelijk te maken. Het succes van de Inzet van GS Is te meten in de mate dat bedrijven en kennisinstellingen gebruik maken van onze relaties en tevredenheid die zij uiten over de Inzet van de provincie.

3. Welke doelstellingen zijn gehaald en wat Is nog meer bereikt Inzake China?

In het voorgaande is aangegeven dat de gewenste omslag naar een Inzet van de relaties van de provincie in China waarbij bedrijven het voortouw hebben is doorgevoerd.

Uit de bijlage blijkt dat Zuid-Hollandse bedrijven via uitgaande en inkomende missies gericht gebruik hebben kunnen maken van de relatie met Hebei en Shanghai-Pudong. Dit heeft geleid tot 23 overeenkomsten en contracten in de periode 2011-2014, waarbij de relaties van de provincie In China zijn benut. In deze periode maakten een jaarlijks groeiend aantal partijen actief gebruik van de relaties van de provincie (respectievelijk 18-24-32-46). Een overzicht van concrete projecten en de rol van de provincie treft u eveneens bijgevoegd aan.

Uit evaluaties van de missies en uit brieven die bedrijven aan de provincie hebben gestuurd, waarin dank wordt uitgesproken voor het inzetten van de bestuurlijke relatie, blijkt het belang van en de waardering over de inzet van de provincie in China.

4. Welke inkomsten (ook Indirect) zijn vanuit China ontvangen?

Gelet op de vraag gestuurde benadering blijft een belangrijke vraag wat onze relaties opleveren voor het bedrijfsleven. Het blijft lastig om de waarde van de relaties in geld uit te drukken. Aan MoUs wordt zelden een concreet bedrag aan gekoppeld. En is dat wel het geval, dan worden die bedragen niet graag bekend gemaakt. Wij weten dat in een aantal gevallen substantiële bedragen zijn gemoeid met de overeenkomsten. Met bedrijven is afgesproken dat partijen die willen weten wat de betekenis en de waarde is van de contracten die ze mede dankzij de inzet van de provincie hebben gesloten direct contact met hen op kunnen nemen.

Dat een toenemend aantal bedrijven mede naar aanleiding van de door de provincie ondersteunde activiteiten langjarig samenwerken met Chinese partners en in een aantal gevallen ook een Chinese vestiging hebben geopend is indirect een onderbouwing van de waarde die bedrijven aan de China activiteiten toekennen. De resultaten die bedrijven realiseren zijn het gevolg van een meerjarige strategie en meerdere bezoeken over en weer. Een aantal voorbeelden:

Wuvio Wuvto is in 2008 voor het eerst meegereisd op een missie met de provincie naar Hebei. Daama heeft Wuvio zelf een aantal bezoeken aan China gebracht, in 2011 werd Wuvio China opgericht. In 2014 nam een Chinese investeerder een meerderheidsbelang in Wuvio China. De (miljoenen) omzet groeit sinds 2013 gestaag. De productie vindt plaats in Papendrecht.

Applikon Biotechnology Tijdens de World Expo in Shanghai in 2010 heeft Applikon een overeenkomst getekend met het Shanghai Institute of Biological Product. In 2012 participeerde Applikon in een missie met de provincie Zuid-Holland. De orderportefeuille in China groeit. In 2013 komt 1/3 van de omzet uit China. Door "trouble shooting' heeft de provincie bijgedragen dat een achterstallige betaling door een Chinese klant werd voldaan.

In 2014 was Govert Veldhuljzen aanwezig bi] de opening van de productielocatie van Applokon in Guangzhou. De CdK was tijdens de laatste missie aanwezig bij een gesprek In Gu'an, waar een klant (s die nu al gebruik maakt van de apparatuur van Applikon.

Green Q Heeft tijdens de laatste missie een aantal overeenkomsten getekend in China op het gebied van training in de tuinbouw. In 2009 heeft een delegatie uit Shanghai-Pudong (Sunqiao) een bezoek gebracht aan de demo kas van GreenQ. in 2011 ontving GreenQ het Chinese bedrijf Laudriz uit Hebei. Dit soort bezoeken hebben mogelijkheden in China geopend. GreenQ haalt een deel van zijn consultancy omzet nu uit China.

InHolland Ook InHolland heeft tijdens de laatste missie een bezoek gebracht aan hun partners In Hebei en Shanghai. In Shanghai heeft de CdK een bezoek gebracht en studenten van InHolland terplekke gesproken. InHolland maakt sinds 2007 gebruik van de relaties die Zuid-Holland In China heeft. In 2013 heeft een eerste lichting van 6 studenten uit hebei en Shanghai een diploma ontvangen. In 2014 zijn 13 studenten afgestudeerd. De groep groeit verder riditing de 22 studenten.

5. Welke kosten worden gemaakt door de provincie inzake China?

De omslag van een trekkende naar een faciliterende rol van de provincie is gepaard gegaan met een substantiële daling van het budget voor het onderhouden van de relaties met onder meer China. Tijdens de vorige collegeperiode was jaarlijks ruim 600.000 euro beschikbaar. Vanaf 2013 is dit teruggebracht tot zo'n 200.000 euro. Dit is mede mogelijk omdat bedrijven die aan de missies deelnemen naast directe reiskosten ook een bijdrage hebben geleverd in de organisatiekosten.

Dit budget en een beperkte bestuurlijke en ambtelijke inzet blijft vereist om de 'govemment- to-government" relatie met Hebei en Shanghai-Pudong in stand te kunnen houden. Het wordt behalve voor (bestuurlijke) reizen naar China ingezet voor de ontvangst van meerdere inkomende missies uit China, voor benodigde activiteiten voor het onderhouden van de bestuurlijke relaties met China en voor uitwisseling van kennis op inhoudelijke thema's als water, milieu en economie.

De kosten die gepaard gaan met internationale reizen zijn ook regelmatig onderwerp van WOB verzoeken. Op 15 november 2011 hebl:>en GS een WOB-verzoek inzake dienstreizen naar BRIC-landen tussen 2004 en 2010 t>eantwoord (zie ook antwoord GS op Statenvraag 2681, d.d. 26 juni 2012). Op 7 maart 2014 hebt)en GS een WOB-verzoek inzake buitenlandse handelsmissies in 2013 en 2014 beantwoord. Op 7 april 2014 hebben GS een WO-verzoek inzake buitenlandse dienstreizen benantwoord.

6. In welke overleg organen z!t Zuid-Holland en hoe zijn de verhoudingen?

Vrijwel alle provincies hebben een relatie met een Chinese zuster-provincie. De afgelopen periode is de afstemming met die andere provincies, mede in relatie met de activiteiten van het departement van Buitenlandse Zaken en de Rijksdienst voor Ondernemend Nederland, versterkt

Dutch trade board In IPO-verband is afgesproken om de Dutch Trade Board (DIB) verbeterde coördinatie te laten uitvoeren. De DIB is een samenwerking tussen overheden en bedrijfsleven (o.m. VNO-NCW). Daarbij informeren de provincies en de departementen elkaar wederzijds over handelsmissies die op stapel staan en kijken we meer naar de mogelijkheden aan te sluiten bij dergelijke missies. Een thematische missie van bijvoorbeeld Noord-Brabant over clean technology kan net zo goed van belang zijn voor bedrijven die in Zuid-Holland gevestigd zijn. Shandong is de belangrijkste tuinbouwprovincie van China; Noord-Holland heeft daar een samenwerkingsrelatie mee; ook voor tuinbouwbedrijven in Zuid-Holland dus goed te weten welke activiteiten Noord-Holland ontplooit En als er vanuit het rijk een uitgaande missie wordt georganiseerd (bijvoorbeeld door l&M over watermanagement) is het ook van belang te kunnen aanhaken. Naast uitgaande missies zijn inkomende missies zeker zo belangrijk: laat die sterke punten van Nederlandse kennisinstellingen en bedrijven zien, ook voorbij de grens van de "eigen' provincie. Binnen het coördinerende kader van de DTB is ook afgesproken de link met de topsectoren te versterken. VNO NCW hebben daarbij aangegeven graag te willen samenwerken met activiteiten die door decentrale overheden worden georganiseerd of ondersteund.

Afremming met Zuid-Hollandse gemeenten Een aantal gemeenten in Zuid-Holland kent samenwerking met Chinese gemeenten. Waar het gaat om samenwerking met gemeenten in Hebei of met de stadsprovincie Shanghai wordt in afgestemd met de samenwerking die Zuid-Holland heeft met Hebei en Shanghai-Pudong. De afstemming is het sterkste met de gemeenten die op het gebied van tuinbouw samenwerken.

Vlaams Nederlandse Delta Op dit moment vindt er in opdracht van het bestuur van de Vlaams Nederlandse Delta een inventarisatie plaats van de relaties die de aangesloten provincies met Chinese provincies hebben, met als doei te bezien waar we elkaar kunnen versterken. Bekend is al dat de provincie Oost-Vlaanderen ook een relatie heeft met Hebei. Hier zijn reeds contacten over.

HOLLAND Shanghai Pudong Water Bureau visit to the Netherlands

The Shanghai Pudong government is keen on learning from the Dutch experience in flood control and seeks to set up a project in which Dutch companies and institutes could participate.

Round table discussion with Dutch stakeholders The deputy director of Shanghai Pudong Water Department led an expert delegation to visit the Province of Zuid Holland under the umbrella of the cooperation relation between the two regions. A round-table discussion was organized during their visit on 4th September, together with several Dutch research institutes and engineering companies. A working level delegation from Hebei Provincial Water Department has paid a visit to the Netherlands in the heginning of September. Hebei Province has the intention to upgrade agricultural water saving capacity and wants to learn about Dutch experiences about groundwater monitoring.

proving HOLLAND ZUID Hebei People's Congress visit to the Netherlands Mr. Song Taiping, the Vice Chairman of the Standing Committee of the Hebei Provincial People's Congress paid a visit to the Netherlands between 6 to 8 October. The aim of this visit was to learn about the Dutch experiences on environmental protection. Mr. Jaap Smit received the delegation at the provinciehuis on October 7 and several Zuid-Holland parliament members received the delegation as well to discuss air quality issues. The China service desk arranged a round table meeting between the delegation and several Dutch businesses and knowledge institutes such as DCMR, ECN, Wuvio chemicals and TNO.

In the same month, Jomec ask the Province to receive a delegation from Renqiu County within the Friendship Relation between Zuid-Holland and Hebei. HOLLAND Visit of Zhangjiakou Municipality Delegation to the Netherlands

An agriculture delegation from the City of Zhangjiakou, led by the Vice-mayor of the city has paid a visit to the Netherlands from 19 to 23 November. Mr. Wiebe Brandsma received the delegation at the Province House on 20th.

During the visit in Hebei October, Mr. Jaap Smit and Mrs. Qin Boyong, the Vice-governor of Hebei, witnessed the opening ceremony of Sino-Dutch (Zhangjiakou) Modern Agriculture Park. This Modern Agricultural Park serves as the group picture at the Province Hali and the visit a platform to stimulate the business exchange at GreenQ between Dutch agricultural companies and companies in Zhangjiakou. Applikon Biotechnology, RedStar Trading and Royal HaskoningDHV have asked Zuid-Holland province to support them in China. Mr. Veidhuijzen has answered this request by visiting Shanghai, Guangzhou and Zhongshan from 17 to 19 March 2014. Leiden Veldhuijzen's speech at bioscience seminar Bioscience park, InnovationQuarter and Ovizio joined the trip as well.

In Shanghai, Govert Veidhuijzen gave a key-note speech during the seminar "Bioreactor technology for CMO bio- pharma in a Life Sciences Supporting Environment", organized by Applikon Biotechnology. The purpose of visiting Langfang was to promote Dutch companies and seek for more business opportunities in Hebei for Dutch companies.

From 23rd June to 1st July, Mrs. Na n Su and Mr. Shaw Qin from the Zuid-Holland China service desk paid a work visit to Hebei. Besides the provincial capital Shijiazhuang, local municipals Handan, Baoding, Langfang and Zhangjiakou Meeting with Junlebao Dairy in Shijiazhuang were visited.

This work level visit was aimed to evaluate these projects and coordinate preparations for the coming visit of the King's Commissioner with Provincial FAO and other provincial departments.

The application of Dutch horticultural inHebei HOLLAND A successful mission of the Province of Zuid-Hoiiand in China

Based on the requests of companies in the region, the Province of Zuid- Holland organized a highly successful trade mission to China from 18 to 25 Governor meeting at Cuipingshan Huest Hotel, Hebei October. As the China Service Desk, DSBP organized this mission together with InnovationQuarter and Westland Municipality.

The aim of the mission, led by Jaap Smit, was to stimulate the Dutch businesses in Hebei and Shanghai.

Besides the official governor meeting with Hebei provincial leaders in Shijiazhuang, the Investment promotion seminar in Shanghai capital of Hebei Province, the delegation visited several other cities in Hebei.

In Shanghai, InnovationQuarter, Zuid-Holland Province and Dutch Sino Business Promotions hosted an investment seminar with the support from West Holland Investment Agency (WFIA). In front of a full audience, Zuid-Holland promoted itself as the gateway to the European market for Chinese investors and businesses. The Province of Zuid-Holland supported Wuvio Chemicals to make deal with Hao International, a China-focused investment company in Beijing.

Wuvio and Hao completed its strategic investment in Beijing Wuvio Environmental Technology. The investment entails a long- term commitment of financial and strategic sources aimed at developing Beijing Wuvio into China's leading dust-prevention company.

The Netherlands - China Trade and Economic Forum was held on 24th March when Chinese President Xi Jinping paid a visit to the Netherlads.

It is the honor for Noordwijk, the town in Zuid-Holland to host this joint forum. On behalf of the Province of Zuid-Holland, Mr. Th« Netherlands-China Trade and Economic Wiebe Brandsma attended the forum.

HOLLAND Holland Horticultural Day in Qingdao

On the occasion of the Qingdao International Horticultural 2014 Expo, the Holland Horticultural Days kicked off in Qingdao on May 22nd. Mrs. Floriske Deutman, manager of China service desk and Mr. Michael Min, the Representative of Zuid-Holland in China attended.

Organized by the Ministry of Economic Affairs The opening ceremony of Holland Horticultural Day of the Kingdom of the Netherlands, the three- day event aims not only to bring Dutch expertise to Shandong and China, but also provides an opportunity for further communication and cooperation between the two governments, companies and research institutions of the Netherlands and China. With the support from the Province of Zuid-Holland, Royal Eijkelkamp, a Dutch leading groundwater monitoring equipment provider signed a contract with Institute of Water Resources of Hebei Province during the PIB China soil and groundwater conference in Guangzhou, the signing moment between Eijkelkamp and after two years negotiating.
