Eastern District of Pennsylvania

The Eastern District of Pennsylvania encompasses nine Northampton counties: Berks, Bucks, Chester, Lehigh Bethlehem , Lancaster, Lehigh, Allentown Montgomery, Northampton, Berks and . The venue Reading Bucks has courtrooms in Philadelphia, Montgomery Allentown, Reading, and Easton but Lancaster is headquartered in Philadelphia. Lancaster Chester Philadelphia The Eastern District was one of Philadelphia the original 13 courts established Delaware by the Judiciary Act of 1789. When combined, Philadelphia and Montgomery counties make up 42 percent of the venue’s population. Jurors in the venue are selected randomly from voter registration lists and paid $40 per day of service.

Philadelphia’s place in history was secured by its role as the location of the signing of the Declaration of Independence, the Constitutional Convention of 1787, and by being the second U.S. national capital. It’s roots, still strong, play a role in the industrial production of the city, and the surrounding metropolitan area represents a continuation of Philadelphia’s early leadership in the Industrial Revolution and in American commerce and finance. However, these industries were challenged by stiff competition from the South and from abroad. Non-manufacturing and service industries continue to increase employment and now dominate the economy.

Culturally, Philadelphia has been the focus of one of the historically most important African-American communities in the nation. In 1833, the American Anti-Slavery Society was organized in the city. Between 1829 and 1860, however, the Philadelphia African-American community was victimized by several anti-black mob actions. During the late 1960s, like other major American cities, Philadelphia was shaken by race riots. This led, in 1971, to a backlash in the election of Frank Rizzo, a tough former police commissioner who promised law and order as mayor. Nearly 70 percent of the venue’s residents are white, compared with only 25 percent in Philadelphia County. The city of Philadelphia has had the characteristics of an ethnic and racial melting pot nearly from its start, making Philadelphia County the most diverse city in the Eastern District. As previously mentioned, Philadelphia has been the focal point for many African-American leaders. At the beginning of the 20th century, Philadelphia was the site of the largest African-American community of any northern city. The migration of Southern-born African-American’s to the city continued to augment the city’s African-American population throughout the first half of the 20th century. Currently, more than 40 percent of the population in Philadelphia County are African-American. In contrast, only 16.8 percent of the population in the Eastern District are African-American. The suburbs, by contrast, are over 90 percent white.

In the 2016 election, Hillary Clinton overwhelmingly won Philadelphia County, illustrating, by far, that Philadelphia County is the strongest Democratic county in the venue. Overall, Donald Trump only won three (Berks, Lancaster, Northampton) of the nine counties in the venue. Historically, the county has voted for the Democratic candidate in every presidential election since 1936.

In the state, registered Democrats outnumbered Republicans by 919,000, with 4.1 million Democrats and 3.2 million Republicans. 452,669 voters were registered with non-major parties and 702,482 defined themselves as non-affiliated.

Within the venue, Chester and Montgomery Counties are the highest educated, with over 45 percent of the population in both counties having obtained a bachelor’s degree or higher. Philadelphia (26.4%), Berks (23.7%), and Lancaster counties’ (25.7%) are the least educated, with less than 27 percent of the population earning a bachelor’s degree or higher.

The city of Philadelphia and surrounding area boast one of the highest concentrations of institutions of higher learning in the country. The most prestigious of these institutions is the privately endowed University of Pennsylvania. Other colleges and universities include Temple University, Drexel University, Villanova University, LaSalle University, St. Joseph’s University, Haverford, Swarthmore, Bryn Mawr, Thomas Jefferson University, and the Pennsylvania Academy of Fine Arts.

Although the Philadelphia metropolitan area has a per capita income that is the highest of any such area in the state, a large percentage of Philadelphians live below the poverty level. Indeed, nearly 60 percent of the population in Philadelphia County has a household income of less than $50,000, compared to 42 percent within the venue.

Non-manufacturing and service industries continue to increase employment and now dominate the economy in the venue. High-technology industries, such as communications, computer software, and internet commerce, became important in the late 20th century. The printing, publishing, and food processing sectors are also major factors in the modern economy. Manufactures include chemicals, industrial machinery, fabricated metal products, electronics, and transportation equipment.

Within the Philadelphia city limits, decline has been evident in the migration of both people and businesses from the city to the suburbs. The Valley Forge area, best known as a Revolutionary War historic site, has become a nest of business and industrial locations. Much of this relocation is under the sponsorship of the Philadelphia Industrial Development Corporation.
