The Powerlink is proposed to be located in San Diego and Imperial Counties, and will have many significant environmental impacts. We urge the Forest Service to reject the Powerlink because it would violate the Land and Resource Management Plan for the Cleveland National Forest (“Forest Plan”) and contravene the requirements for adequate environmental and scientific analysis, the public notice and comment procedures, and the planning criteria set forth in the National Forest Management Act (“NFMA”), 16 U.S.C.
