Collins Retires After 38 Years of Service This month will end my thirty eight years of Planning District service to the communities of Hampton Roads, twenty nine as your Executive Director. I want to thank the more than 200 different local elected officials whom I have worked for over the years, who have allowed me to do what I have found to be both professionally and personally rewarding. We have accomplished much given the institutional difficulties to regional cooperation presented by Virginia’s system of very independent and competitive local governments. More so than any metropolitan area of Virginia, this region’s local governments have realized the efficiencies and productivity improvements that come with regional cooperation. The citizens of Hampton Roads have every reason to be proud of what their elected leaders have and continue to accomplish. Over the years, through the initiatives of the PDC, regional agencies to address solid waste, correctional needs, public private partnerships, BRAC and homeland security were created. It is an enviable record of cooperation. A regional transportation authority was established by the region’s local governments, but its funding was found to be unconstitutional. That struggle continues. We have benefitted greatly from the knowledge and experience of a dedicated HRPDC professional staff and those that make up the many regional advisory committees they support. Their enthusiasm and commitment to the communities we serve has been outstanding and the quality of the research and analysis has gained a national reputation. We live in a constantly changing world. The status quo is not good enough to continue to be truly competitive. No region progresses without strong leadership and from time to time, some sacrifice. An unwillingness to invest for the future is a prescription for stagnation. Those who preceded this generation made difficult decisions to provide us with the infrastructure to succeed. I hope we are prepared to do the same for future generations. We should be pleased and encouraged to witness the resurgence of our urban core cities and the attention the growing communities have given to plan thoughtfully and with attention to the environment. Hampton Roads has a bright future. I am looking forward to staying engaged in the activities of this wonderful region in retirement. I’ll be watching. To all, good luck and best wishes. Hampton Roads Regional Progress Retiring from anywhere after 38 years is a momentous occasion in any industry. However, since the Virginia General Assembly divided the state into 22 planning district commissions only 40 years ago, Arthur Collins’ retirement after 38 years with the Hampton Roads Planning District Commission (HRDPC) and its predecessor, the Southeastern Virginia Planning District Commission (SVPDC), is significant.     ANNUAL REPORT Message from the Mayor Inside I am happy to present our annual report of Chesapeake’s achievements and successes. 3 Community Overview Despite challenging economic times, Chesapeake had a six percent increase in business investment with more than $143 4 Business Overview million and 667 new jobs created in 2010. Of special note, 33 existing companies renewed their office leases, choosing to keep their businesses and 1,846 jobs in Chesapeake. 6 Small Business 2011 has also started off on a positive note as Northrop Grumman — America’s largest 7 Business Districts shipbuilder — and the Spanish-headquartered Gamesa Corporation — the world’s third largest wind developer — decided to make Chesapeake the home of their new Offshore 12 Retail Wind Technology Center.     APRIL 2012 Blacks in Virginia Demographic Trends in Historical Context By Michele P. Claibourn Black Virginians have shaped the history of the commonwealth – beginning in Jamestown in 1619 with “twenty and odd” Africans,1 through six regiments of the U.S. Colored Infantry at General Lee’s Appomattox surrender, and up to and beyond Governor L. Douglas Wilder, the first black governor elected in the nation since Reconstruction. The relationship between the Commonwealth’s past, and the future for black Virginians, is illuminated in geographic and demographic trends, examined in this report. This report begins by tracing the geographic distribution of blacks across Virginia over time, as well as the contemporary distribution of blacks within Virginia’s metropolitan neighborhoods, which bears a clear relation to the Antebellum era. Next, education, a key focus of the fight for Civil Rights, is analyzed. Finally, improvements in educational attainment are compared to changes in the economic outcomes experienced by Virginia’s black population. Blacks are the largest racial minority in Virginia. According to the 2010 Census, more than 1.5 million, or one in five Virginians is “Black or African American.” This proportion has been quite stable since 1970, as shown in Figure 1, which presents the percent of Virginia’s population by racial groups across time.     Virginia’s Long-Range Multimodal Transportation Plan VTrans2035 Report to the Governor and General Assembly Prepared for: Commonwealth Transportation Board Prepared by: Office of Intermodal Planning and Investment January 2010 PREFACE Section 33.1-23.03 of the Code of Virginia directs the Commonwealth Transportation Board, with the assistance of the Office of Intermodal Planning and Investment, to develop a Statewide Transportation Plan (hereafter, VTrans2035) setting forth an assessment of capacity needs for all corridors of statewide significance, regional networks, and improvements to promote urban development areas (Appendix A). Secretary of Transportation Pierce R. Homer created an Executive Oversight Committee, consisting of the Office of the Secretary of Transportation and the heads of the Department of Aviation, Department of Transportation, Department of Rail and Public Transportation, Department of Motor Vehicles and the Virginia Port Authority to help guide the development of VTrans2035.
