2020 PRIORITY FREIGHT PROJECTS ST LOUIS REGIONAL FREIGHTWAY Centrally located in the heart of the United States, the St. Louis region plays a critical role in the nation’s freight network, ideally positioned at the confluence of the Mississippi, Missouri and Illinois Rivers with close proximity to America’s agricultural heartland, major Midwest populations and manufacturing centers. According to the U.S. Census Bureau Economic Census, freight-based industries represent over 75% of the total economic output in the St. Louis MSA. In 2016, the St. Louis MSA generated over 380 million tons of freight exceeding the total tonnage generated in similarly sized peer cities. These statistics underscore the importance of maintaining and investing in our region’s multimodal freight assets. St. Louis Regional Freightway’s Freight Development Committee, chaired by Mike McCarthy, President of Terminal Railroad Association of St. Louis, is responsible for setting regional multi-modal transportation priorities captured in the 2020 Priority Project List, which is used as a tool to advocate for infrastructure funding. The Freightway facilitates regional collaboration, working with people, organizations and companies on both sides of the Mississippi River to develop and promote messaging about the numerous freight advantages of the bi-state region. Partners include the East-West Gateway Council of Governments Board of Directors, Missouri and Illinois Departments of Transportation, economic development organizations and freight industry leadership. This nationally recognized model has maintained the presence of both the private and public sectors at the table and built consensus on infrastructure priorities that are updated every year to continue to articulate their importance based on economic, efficiency, safety and security in travel, and multimodal impacts to goods movement. Representing the needs of the manufacturing and logistics industries, the updated list for 2020 includes more than three quarters of a billion dollars for improvements to the region’s freight network that have advanced to various stages of construction. With an emphasis on enhancing key bridges and interstates utilized by the trucking industry, which moves more than 200 million tons of freight through the region annually, the Priority Project List is topped by the region’s #1 priority, the Merchants Rail Bridge Replacement (MO-IL). The Merchants Bridge accommodates approximately 16% of the freight moving through the region by rail. Construction is currently funded and underway. Additional projects that are funded for construction include: I-270 Chain of Rocks Bridge Replacement (MO-IL), the I-270/IL Route 111 interchange (IL), North Park Improvements (MO), Earth City Access Improvements (MO), J.S. McDonnell Connector Access Improvements (MO), I-255/Davis Street Ferry Road Interchange (IL), I-64 Improvements from Green Mount Road to Illinois Route 158 (Air Mobility Drive) (IL), and Union Pacific Railroad Lenox Tower Replacement (IL). A number of additional projects on the Freightway’s Priority Project List have received partial funding. The list also includes seven concept development and planning projects that include the Freightway’s high priority and nationally significant I-70 improvement project from Warrenton to the Stan Musial Veterans Memorial Bridge (MO). On October 21, 2019, Illinois Governor J.B. Pritzker announced $215 million in additional funding that will advance some of the Illinois projects in that category to construction. The Freight Development Committee will continue to identify infrastructure funding opportunities through public-private partnerships that can be leveraged to advance additional priority projects. By keeping our focus on infrastructure improvements that will help ensure our freight network can accommodate future growth, we will be better positioned to capture a share of the 40% increase in national freight volume expected over the next 30 years.
