DATE: May 6, 2006 TIME: 9 am - 5 pm PLACE: West side Community Hall Parking Lot The Vulcan Solid Waste Commission will be supplying a trailer for this event, in addition to our regular recycling depot collection bins. Examples of items which can be dropped off at the trailer include: Electronics: TV's, Computers and Computer Peripherals Batteries (proceeds go to local 4H clubs) Scrap Tires Fluorescent Light Bulbs Old Paint, Stain & Varnish Help Wanted The Village of Milo is accepting applications until May 31, 2006 fo r the STEP (summer temporary employment program) position available fo r the summer of 2006. Employment can commence as early as June, but at a minimum, applicants will be required to work through July and August. This will be mainly an outdoors position. Applicant job duties will focus on cleaning, maintenance and upkeep of Village property in anticipation of the Village's 75th Anniversary Homecoming. Minimum age requirement is 14 years. VILLAGE OF MILO MINUTES The regular meeting of the Village of Milo was called to order on Monday, March 20, 2006 at 6:00 p.m. Present were Mayor Ken Vooys, Councillor Robert Phillips, Councillor Steve Edwards and Municipal Administrator Ginger Deitz. The minutes of the regular meeting on February 7, 2006 were read. Councillor Phillips MOVED that the minutes be adopted as presented. CARRIED. Administrator Deitz reviewed the Bank Reconciliation and the Record of Expenses and Disbursements for February 2006 and then the outstanding Accounts Receivables with the Council. Councillor Phillips MOVED that the Financial Report be accepted as presented. CARRIED. Administrator Deitz presented Council with the 2006 Budget for Expenses. After review and discussion, Mayor Vooys MOVED that the 2006 Budget for Expenses be approved as presented. CARRIED. Administrator Deitz will report the Residential Lot Servicing Project to the Alberta Economic Development quarterly update of regional / major projects. Administrator Deitz will work with the new Water Treatment Plant Operators to begin reporting the monthly water diversion from the Lake to Alberta Environment through their new reporting program. Councillor Phillips MOVED that the Village of Milo apply for the 2006 STEP grant and begin advertising for outdoor summer employment in the Can Opener in May 2006. CARRIED. The STEP employee will help Townsman Crowe get the Village spruced up for the 75th Anniversary Homecoming in August. Administrator Deitz reviewed the Alberta Recycling Authority request for municipalities to promote electronic recycling, and suggested that the Village could possibly arrange an electronic round up to coincide with the Community Garage Sale on May 6, 2006. Council directed Administrator Deitz to contact Dick Ellis (Solid Waste Commission) first to ensure that the Commission can supply appropriate collection containers and disposal. Due to prior commitments, no one from Council will be able to attend the Relay for Life Kick Off in Vulcan. Council also declined conducting an official Census for 2006. Council directed Administrator Deitz to look into the benefits of membership in the Federation of Community Municipalities before committing to membership. Council discussed the used tractor advertised in the Hanna Farm Equipment ad and the requirements of the Village for replacing the Village Tractor. Funding for the purchase of the Tractor can be used from the Alberta Municipal Infrastructure Program. Councillor Edwards MOVED that Mayor Vooys personally inspect the tractor to determine its suitability for the Village and that if it checks out mechanically and is appropriate for the Village requirements, to purchase it for $20,000.00. Re imbursement from the Village will follow the approval of the purchase by Alberta Transportation. CARRIED. Administrator Deitz reported that the ICAP Sidewalk Replacement grant deadline has been extended, and that she will look into contractors for the work for this summer. Council reviewed the proposed Subdivision from Lovse Surveys for the Liberty School Museum. Councillor Phillips MOVED that the Village hold off proceeding with this subdivision until Council has received confirmation of the Liberty School relocation proceeding and has explored the possibility of re locating the RV Campground to this area. CARRIED. VILLAGE OF MILO MINUTES Continued- Mayor Vooys MOVED that the registration and accommodation be covered by the Village if Administrator Deitz attends the CAO Mountain Refresher Workshop presented by the ASLGM. CARRIED. Council reviewed the Alberta Tire Recycling Municipal Grant program and discussed its suitability if the RV Campground is relocated. Mark Rualt and Mike Williston from UMA Engineering, Townsman Victor Crowe, Armand Chatelain and Bea Kuzma joined the meeting at 7:00 p.m. to discuss the Village RV Campground. Mr. Rualt and Mr. Williston discussed with Council the options currently available for the relocation of the campground and the suitability and approximate cost of using various locations. As a result of the dialogue, Councillor Edwards MOVED that the Village of Milo authorize UMA Engineering to proceed with a $4000.00 feasibility assessment of the use of Lots 1-6 Block 7 Plan 5802GV for the re-location of the RV Campground, pending the ability of the Village to ascertain ownership or the ability of potential ownership of Lot 7 Block 7 Plan 5802 GV which will be required to provide enough room for the project. CARRIED. Mayor Vooys thanked Mr. Rualt and Mr. Williston for their input and attendance and they retired from the meeting at 8:20 p.m. Ms. Kuzma addressed the Council at 8:25 p.m. to again express her continued interest in purchasing the lots where the RV Campground is currently located. Council thanked Ms. Kuzma for her offer, but re-iterated that the relocation of the campground is only still a proposal and that it will continue to remain operational where it currently is. If relocation is eventually realized, the dispersal of the lots will be dealt with at that time. Ms Kuzma retired from the meeting at 8:30 p.m. John Scattergood joined the meeting at 8:30 p.m. to address Council with his research into the possibility of stocking the new raw water reservoirs with fish and operating a Community Fishing Pond. He would oversee this project and the Lions Club would fund the purchase of the trout. He reported liability insurance would not be required if there is signage warning that the activity is undertaken at the participants “own risk”. Council tabled a decision on this request pending an opinion and / or approval from Alberta Environment on this proposal. Council reviewed the Townsman Job Description with Mr. Crowe. Minor changes were made to the document. Mayor Vooys MOVED that the revised Townsman Job Description be approved. CARRIED. Townsman Crowe, Mayor Vooys and Administrator Deitz will sign the document after its revision in print. Townsman Crowe requested new front tires for the garbage truck. Administrator Deitz will make arrangements for this. Councillor Phillips reported that Phillips Fertilizer will be donating an air compressor to the Village in late April or early May when their new one is received. Mayor Vooys thanked him for this donation. Council reviewed the new Water Treatment Operator Contract / Job Description. This item was tabled until the next meeting pending approval of Level II Supervision from the Town of Vulcan. Council reviewed the drawings for the residential lot servicing project from UMA Engineering and noted some changes which will need to be made. Administrator Deitz reported that Shawnee Construction is currently finalizing their estimates for both the Servicing project and the Road Construction project. When these estimates are received, she will submit the AMIP Grant proposals to Alberta Transportation. Administrator Deitz reported that the Village has finally received title on the new raw water reservoirs and that the Water Co-Op has also now paid for their portion of this Project. VILLAGE OF MILO MINUTES Continued- Administrator Deitz reported that Katie Walker has stepped up to the role of Chairperson for the 75th Anniversary Homecoming and there has already been a planning meeting. The Village will be responsible for organizing the Parade and the Fireworks for the weekend, as well as providing a separate bank account (Administrator Deitz will act as Event Treasurer) and administrative support. Council or Phillips MOVED that the Village donate $5000.00 to the 75th Anniversary Homecoming to cover the fireworks expense and other costs as required. CARRIED. The next Meeting of the Village of Milo was scheduled for April 17, 2006 at 7:00 p.m. in the Village Office. The meeting was adjourned by Mayor Vooys at 9:30 p.m. EDUCATION WEEK April 30 - May 6, 2006 The theme for this year is "Learning: It's Yours for Life." For Education Week our school has planned the following: Monday -Thursday - Teacher For A Period. Students will have the opportunity to teach for one period or part of a period. The students will need to plan and teach a lesson to their classmates. This may require having a helper join the student while teaching. Students are encouraged to get their parents, grandparents, etc. support and involvement. Monday - Music Performance Mrs. Walker’s music students will be performing in the foyer during morning and afternoon recesses. Tuesday - Spirit Day - dress up as what you want to be when you grow up. Wednesday - Open House, everyone welcome! displays of student work, presentations by students soccer challenge - staff and parents vs students — 12:15 — 12:41 shadow puppet theatre performances - starting at 1:00 pm in the gym Mrs. Walker’s music students will be performing in the foyer during morning and afternoon recesses. Thursday - Pancake Breakfast for the students, as soon as buses arrive. Milo 75th Homecoming AUGUST 11, 12 AND 13, 2006 We are sure hoping you are planning to make the Homecoming Weekend a part of you summer plans! All former students and staff of Milo School and outlaying schools, and former and current residents of Milo and district are invited to take part in the fun and excitement that a Homecoming weekend can provide. The agenda for the weekend is being finalized and the enthusiasm is building as we anticipate a huge celebration to commemorate 75 years of Milo. There will be historical displays and farm antique memorabilia on display at the school. Please contact Kay Zaytsoff (599-2114) if you have any items you want to add to the display. We are also looking for past pictures of Milo and former residents of Milo. The Homecoming Committee has arranged for many different activities to be held for all ages during the weekend. Some of these will include: kids games, fireworks, pancake breakfast, beach volley-ball games, water relays, an evening banquet and program, and an evening of campfire cook-outs, a beer gardens, an outdoor movie, the creation of a family branding board, and time to visit and reminisce with friends. Please bring your own lawn chairs, Frisbees, and any other outdoor games you may wish to use. If you have relatives or friends who are former residents of Milo, please check with them to ensure they know about the Homecoming and have them register. Please note that we are asking the current residents of Milo and district to be responsible for inviting your own family members and friends that you think may wish to come back to Milo for the Homecoming. We will be sending some invites out through e-mail so please forward it to your own MILO contacts. There will also be extra paper copies of invitations around town if you wish to send them a paper copy. Thank-you! As with any undertaking of this magnitude - we know, unfortunately, that our invitation will not get out to everyone. During the weekend, there will be designated camping areas around town as we expect to have a large number of weekend visitors. People can also camp at the Lake McGregor campground or the town campsites. Please let others know of the possibilites to assist in their preparations to come home to Milo. The Milo 75th Homecoming will also have a website. You will be able to pre-register from there also. Please go to the Village of Milo webpage and click on the Homecoming link. The following information explains some of the services we have been offering and a bit about new initiatives we are working on. Although Milo at present is not an FCSS partner we are currently financially assisting, the Family School Liaison Counsellor program, Home Support Services, Wheat Country Special Needs Early Intervention Services, and Building Blocks. Some of Milo’s Lions will be participating in the Relay for Life cancer fund raiser in Vulcan June 24. Lion Brian Wilde attended meetings of the Pahrump Valley Lions Club in Nevada this winter. He participated in the Santa Fund Raising Breakfast, too. The club presented him with a plaque to thank him for his efforts. Congratulations, Brian. At last she said, "I sure wish I’d gotten to know you sooner!" When Tyler had a new sister, he became jealous of the attention she was getting. One day while his mother was nursing the baby, Tyler was getting adamant about being on mom's lap. Mom wasn't able to deal with both children at that time and told Tyler to go wait for her. He then asked his mom: "Mommy, can you please put Tara back in your tummy now?" A mother and her young son returned from the grocery store and began putting away the groceries. The boy opened the box of animal crackers and spread them all over the table. "What are you doing?” his mother asked. 'The box says you can't eat them if the seal is broken," the boy explained. "I'm looking for the seal." A man went to the store with his 3-year-old daughter in tow. Since he was just there to grab some essentials like milk and bread, he opted to save some time by not pushing a cart around the store. 'That's not the way Mommy does it," his daughter informed him. "I know, dear, but Daddy's way is OK, too," he replied. Leaving the store in the rain and without a cart, he carried the bag of groceries, his daughter, and the milk quickly to the car. Not wanting to set anything down on the wet ground, he set the jug of milk on top of the car, efficiently whisked open the car door with his now free hand, scooted the groceries in and set his daughter into the car seat in one swift motion. Then he hopped in himself. 'That's not the way Mommy does it," his daughter informed him again. "Honey, there's more than one way to do things," he replied patiently. "Daddy's way is OK, too." As they pulled out and headed down the street, he became aware of the scraping sound on the roof as the jug of milk slid down the length of the rooftop, bounced off the trunk of the car and splattered to the ground, sending a froth of white milk in every direction.
