‹ Countries South China Sea Last Updated: February 7, 2013 (Notes) full report Overview The South China Sea is a critical world trade route and a potential source of hydrocarbons, particularly natural gas, with competing claims of ownership over the sea and its resources. Stretching from Singapore and the Strait of Malacca in the southwest to the Strait of Taiwan in the northeast, the South China Sea is one of the most important trade routes in the world. The sea is rich in resources and holds significant strategic and political importance. The area includes several hundred small islands, rocks, and reefs, with the majority located in the Paracel and Spratly Island chains. Many of these islands are partially submerged land masses unsuitable for habitation and are little more than shipping hazards. For example, the total land area of the Spratly Islands encompasses less than 3 square miles. Several of the countries bordering the sea declare ownership of the islands to claim the surrounding sea and its resources. The Gulf of Thailand borders the South China Sea, and although technically not part of it, disputes surround ownership of that Gulf and its resources as well. Asia's robust economic growth boosts demand for energy in the region. The U.S. Energy Information Administration (EIA) projects total liquid fuels consumption in Asian countries outside the Organization for Economic Cooperation and Development (OECD) to rise at an annual growth rate of 2.6 percent, growing from around 20 percent of world consumption in 2008 to over 30 percent of world consumption by 2035. Similarly, non-OECD Asia natural gas consumption grows by 3.9 percent annually, from 10 percent of world gas consumption in 2008 to 19 percent by 2035. -

IIFET 2008 Vietnam Proceedings RENT DRAIN ESTIMATION OF THE THAI FISHERIES IN THE GULF OF THAILAND Pongpat Boonchuwong, Department of Fisheries, [email protected] Waraporn Dechboon, Department of Fisheries, [email protected] ABSTRACT The fishery resources in the Gulf of Thailand have been subjected to excessive levels of fishing effort since perhaps as long as two to three decades. This has caused a change in catch composition with a higher share of short-lived species. The influence of this change on the value of the catch has not been unambiguously negative because some short-lived species fetch a good price. This notwithstanding, the paper shows significant rent losses associated with overfishing and greatly excessive fleet sizes in the Gulf of Thailand for all three of the studied fisheries, namely for demersal resources, Indo-Pacific mackeral and anchovy. During 2000-2004, annual fish production was 3.7-4.1 million tonnes. Geographical advantage is one factor attributed to the relative high annual fish production. Thailand has a total land area of about 540,000 km.2 and a coastline of 2,614 km. Marine fishing grounds that fall within Thailand’s Exclusive Economic Zones lie in part of the Gulf of Thailand and part of the Andaman Sea cover the total area of about 316,000 km.2 The area of inland waters is approximately 3,750 km.2 . Besides, over one million hectares of her coastal areas have a potential for coastal aquaculture. -

Among these, the issue of environmental pollution caused by oil has become increasingly important because their usage in large quantities have resulted in negative impacts on marine and coastal ecosystems including health effects on wildlife. Major oil spills are of public concern and usually under control of pollution authorities. However, small oil spills occurring in offshore areas due to ship operations are usually uncontrolled, unaccounted in oil spill balance and have smaller public concern. A re- view is presented of the database generated to the present concerning petroleum hydrocarbons in waters and sediments of the Gulf of Thailand. Historical changes in the extent of contamination are discussed and assessed by comparison to data produced elsewhere. In general, the level of petroleum contamination in the Thai waters is low to medium level compared with more ur- banized and industrialized countries. Nevertheless, continuous monitoring and investigations on the level of petroleum con- tamination are still needed in Thailand. GEOPOLITICS OF CHINESE GRAND ENERGY STRATEGY: A MULTIVECTOR ANALYSIS United States President Donald Trump, the United States National Security Council, and the Pentagon To: John Ferguson, the Central Intelligence Agency Directorate of Analysis From: December 13, 2019 Date: Analyze and respond to China’s multivector energy strategy Re: Introduction [1] In 2009, China surpassed the US (which had held the title for more than 100 years) to become the world’s largest energy consumer and is the world’s largest oil and gas importer.1 2 While energy is just one of many major drivers of China’s foreign policy and the recent Belt and Road Initiative (BRI), it’s obvious from key projects and policy decisions around the world that China’s energy concerns are increasingly shaping its military and policy priorities. More specifically, Chinese security analysts have underscored that China needs to diversify sources, types, and routes and greatly hedge risk against a potential blockade of its energy supply leading China to finance and construct energy projects everywhere around the world from the jungles of the Mekong River to the melting Arctic ice on top of the world. [2] One common thread with these projects has been the common goal of allowing China to avoid shipping lanes and receive energy in different ways, bypassing critical chokepoints it views as inherently insecure and prone to seizure by a rival like the US. Specifically, perhaps one of the most outstanding locations is to address what former Chinese leader Hu Jintao termed as China’s “Malacca Dilemma.” China overelies on the Strait of Malacca—a critical artery through which more than 80% of China’s crude oil imports flow—and as the world’s largest trading nation, serves as a strategic lifeline for its export-oriented economy.3 Beijing fears that its main strategic rival, the US, could threaten its energy security by creating social and economic upheaval were it to impose a blockade (along with US ally Singapore) at will in the event of a crisis or military conflict. -

On the basis of a review of available literature, original field observations and examination of museum collections, a preliminary list of 81 species (12 chelonians, 2 crocodiles, 23 lizards, and 44 snakes) is established, of which 52 (64 %) are reported from the province for the first time. The possible presence of additional species is discussed. Some biological data on the new specimens are provided including some range extensions and new size records. The herpetofauna of Phetchaburi shows strong Sundaic affinities, with about 88 % of the recorded species being also found south of the Isthmus of Kra. A biogeographic affinity analysis suggests that the Isthmus of Kra plays the role of a biogeographic filter, due both to the repeated changes in climate during the Quaternary and to the current increase of the dry season duration along the peninsula from south to north. -

1 Political Institutions and the Economic Crisis in Thailand and Indonesia Andrew MacIntyre* in T.J. Pempel (ed.) The Politics of the Asian Financial Crisis, Cornell University Press, 1999 pp. 143-62. Overwhelmingly, discussion of Asia’s economic crisis has been dominated by a focus on economic and especially international economic factors. Whether the malady is deemed to be inherent flaws in capitalism, limitations in the international market mechanism, the perils of global financial liberalization, or the policy prescriptions of the IMF and the US Treasury, there is a remarkable convergence on international factors as the driving force behind this crisis.1 To the extent attention has been paid to the role of domestic and political factors, it has been in terms of vague notions of crony capitalism, weak leadership, or autocratic government. I will argue that while an emphasis on the economic and the international is certainly not misplaced, it is seriously incomplete. Ultimately, Asia’s economic crisis was about a sudden and profound loss of confidence on the part of local and foreign investors. Underlying this essay is a belief that the collapse of confidence was not just a function of investor calculations about the likely behavior of other investors, but also their calculations about how governments in particular countries were going to respond to the unfolding crisis. When a diverse list of countries is hit by economic crisis at the same time, it would be foolish to suggest that there were not some powerful common factors at work. We know, for instance, engagement with the global financial system was a critical factor.
