COPA DULCES DE LA ROSA – JALISCO 2021 Nearctic LLC - USA proudly presents the Annual International youth soccer tournament of Academy and Professional teams from America: COPA DULCES DE LA ROSA – JALISCO 2021 November 8-14, 2021 Categories: U15 (2007-2008) and U17 (2005-2006) Youth academy teams (Fuerzas Basicas) from Argentina, Brazil, Chile, Paraguay, Peru, Colombia, Ecuador, Mexico and USA clash in this Premier International Event for academies, we can call Youth Copa Libertadores. COPA DULCES DE LA ROSA-JALISCO 2021 ensures the highest level of competition at all levels by as it is an Invitation only, tournament. At the same time, we promote the well-being of all athletes through fair play, competition, cultural experiences and further educational opportunities. At COPA DULCES DE LA ROSA – JALISCO 2021, we will have local and international scouts with world wide relationships with major teams in professional leagues as well as a particular opportunity to be seen by US college and university coaches for possible scholarships into US universities, which may change the lives of these talented student/athletes making COPA DULCES DE LA ROSA one of the most prestigious tournaments in the world. In order to attract the best teams from America and even the world, we have secured exceptional locations for the COPA. First round matches will be played at Club Deportivo Aviña facilities, used by out of state and international professional and national teams to train prior to their games in Guadalajara. The finals may be held at Estadio Akron or Estadio Jalisco, home of the Chivas Rayadas de Guadalajara and Atlas of Liga MX professional team. It is also of utmost importance that the refereeing and organization be up to par with teams attending, as such we have contracted the services of Mexican Federation sanctioned referees to conduct all the games to ensure excellence in officiating and fair play. Each Pro Scout/College Coach that has pre-registered on-line will receive a packet that includes COPA DULCES DE LA ROSA-JALISCO 2021 has pre-registered on-line access to players profiles. TEAM REGISTRATION All interested teams that have received an invitation to participate MUST register as soon as possible as spaces are limited to a maximum of 20 teams per age group, and is on a first come first serve basis. Registration fee is USD$2,200. This fee is reduced to USD$1,800 if the registration and payment is received before July 15st, 2021. Please complete all information requested including complete name, contact info, roster, coaching staff, and the complete travelling party. Player and coaches’ IDs and passports must be uploaded. Your registration fee includes: • Team transportation Airport- Hotel-Airport in air-conditioned buses. • Team transportation to and from the event sites for every game scheduled for every team in air- conditioned buses. • Welcoming package and reception at hotel. • Discounted rates at our partner hotels for double or quad occupancy, breakfast included. All teams must book at our 5 stars hotel partner. • All field, site and referee fees are included. • Distribution of the teams’ profile and all of its players to professional and college scouts. • Award ceremony, medals and trophies. • Access to available workshops held during the event, held by important football personalities. • Personal Event Concierge assigned to each team to assist in the logistics of the event and any other questions or concerns as these arise. • Medical posts and trained medical personnel at both event sites to treat any injuries or unforeseen circumstances. • Security and police personnel at both event sites to protect the integrity of the event and the safety of the players, coaches and spectators. • All game will be live streamed for the enjoyment of family, friends and fans. • Tournament will be covered by a major Mexican television and international sports stations and teams will receive significant press coverage. In conjunction with the tournament health care provider partner, COPA DULCES DE LA ROSA-JALISCO 2021 is currently developing the health and safety protocols that will be in place for the 2021 tournament. RULES OF THE COMPETITION 1. Team rosters are limited to a maximum of twenty (20) players in U15 and U17. Game day rosters are limited to 18 players. Players not designated to participate in any given game may not dress in uniform but may sit on the team bench with the rest of the players. 2. All teams shall be allowed to have up to a combined total of five (5) Guest Players with a maximum roster of twenty (20). All Guest Players must meet the following criteria: 1) must be approved for participation by their respective governing body or by the provincial association of their national federation; 2) must be a registered player with the appropriate governing body; 3) may not be selected from any other team that is participating in the tournament. 3. Players may not play for more than one team in the tournament. Players must have jersey numbers and may not change numbers once registration is complete. 4. The first team listed is considered the home team. Any color conflicts will be resolved by the visiting/away team. Both teams will be on the same side of the field, spectators will be on the opposite side. 5. All teams are required to present player picture identification cards that are issued by their governing body at registration and at all matches and to present a copy of their passports at registration. Tournament player picture identification cards will be made for all players and must be presented at all matches. Identification cards will be checked by the referee prior to each match. The player’s shirt number must be the same as the shirt number on the daily match report. If the numbers are not the same, the referee is instructed not to let the player take part in the match until tournament officials resolve the matter. 6. All matches will be full length for youth soccer: U15 & U17 will play two 40 minute halves with a 15 minute intermission. Time for the intermission will be strictly controlled. There will not be a water break. Referees may add time at the end of each half, solely based on their discretion. 7. During the group stage of la COPA, teams will be placed into groups of four or five depending on the number of registered teams. Matches will be counted as: Win -3 points; Tie - 1 point; Loss - 0 points. In the single elimination stage, if the score is tied at the end of regulation time, we will play and ONE extra 15 minutes overtime period ONLY with no golden goal. If the tie persists after the additional 15 minutes, kicks from the penalty mark will decide the match. Five (5) players will be selected from each team to kick the penalties, all international penalty kick rules apply. If the tie persists, it will be broken by the first team missing its penalty kick while the other team converted. 8. After the group stage, all groups will advance to a second round single elimination bracket, depending in their standings at the end of the group stage as follows. a. Third and fourth place finishers will pass on to the SILVER bracket. c. In the case of a fifth place finisher, all those finishing fifth will play a consolation match. 9. In the event a tie breaker is necessary to determine which teams will advance beyond the group stage, the following order of tie breakers will apply: For All Age Groups: (1) head to head competition; (2) goal difference in group stage; (3) highest number of goals scored in the group stage; (4) least number of goals against; (5) Least number of demerits (team receives one demerit per yellow card, and 2 demerits per red card); (6) Coin toss. 10. Substitution will be allowed during natural stoppage of the match at the referee's discretion. Each team may make up to a maximum of seven (7) substitutes; however, the team may have only 3 opportunities during the game to utilize its maximum number of substitutions, to avoid excessive delays in the game flow. The substitution is completed when the substitute enters the field of play and the player whom he is replacing ceases to be a player. Once a player leaves the match and is substituted, he cannot return to play further in the match. 11. The official match report for each completed match must be verified (i.e., score, cautions, send offs) immediately after the game by the team coach or manager. Match reports that are not verified stand as submitted and may not be contested or appealed.
