7 PUBLIC PRIVATE VENTURE (PPV)

Over 4000 former Navy housing units in the area are now owned and operated by Mid-Atlantic Military Family Communities, LLC, and managed by Lincoln Military Housing (LMH). We remain engaged with Lincoln and its residents to help ensure the repair, maintenance and sustainment of quality family housing for military members.

Navy Housing Service Center: Oversees 985 LMH properties & process the initial PPV Applications; then refers to LMH.

8 APPLYING FOR PUBLIC PRIVATE VENTURE HOUSING

 Permanent Change of Station (PCS) Orders stamped with the actual departure date, DUINS, or Change of Homeport Certificate (CHC)  PAGE 2 (Dependency Form) and child custody papers (Dependent certification documents which may include):  NAVPERS 1070/602, Dependency Application/Record of Emergency Data Form (USN: Page 2, USMC, USA & USAF: DD Form 93, USCG: 4170), often referred to as a Page 2 or DD Form 93  DD1172: Application for Uniformed Services Identification Card, DEERS Enrollment.  Overseas locations may use the member’s dependent entry approval message to verify the status of dependents.  Custody Papers (for dependent children residing in home >6 months)  DD1746 Application for Assignment to Housing  Power of Attorney (required if spouse or representative is completing application)  Sex Offender Policy Acknowledgement & Disclosure Form  Dual Military: Provide documentation (orders & page 2) for spouse  Proof of Pregnancy with estimated due date noted by doctor  Statement of Understanding (SOU)

11 Rental Partnership Program (RPP)

12 RENTAL PARTNERSHIP PROGRAM (RPP)

 The Rental Partnership Program (RPP) is a unique program that provides military personnel with affordable community housing that is 5 percent or more below market rates. Rent is paid by allotment and the member agrees to a 6-12 month lease  Navy Housing counselors qualify military personnel for RPP ( Landlords may waive security deposits and credit checks)  Single military personnel E-4 and below needs command approval to live off base and/or CHIT

13 RENTAL PARTNERSHIP PROGRAM (RPP):

 The Rental Partnership Program (RPP) is a unique program which provides all military personnel with affordable community housing that is 5% or more below market rates  Security deposit must be waived if the member has good credit base on review of the residents selection criteria  The Landlord application fee should not exceed $50 per unit for review of the resident’s selection criteria  Rent is paid by allotment and member agrees to a 12-month lease

Realty Specialists provide monthly workshops on the subjects of home buying, selling, and property management. They also offer one-on- one counseling, specialized information on VA, FHA, VHDA, conventional loans, loan modification and foreclosure prevention. (Norfolk Office or Oceana by Appointment)

Real Estate Information Network, Inc. is the Multiple Listing Service (MLS) for the Hampton Roads region, serving real estate professionals from Williamsburg, east to Norfolk/Virginia Beach and south to the North Carolina border.

REIN's regional MLS database manages over 13,000 active listings for sale at any given time, 1,700 active rental listings and over 874,000 off market listings that can be used for research and comparables.

 Review and interpret leases and contracts  Available upon request from tenant or landlord to be present during check-in/check-out inspections  Provide information on the Virginia Residential Landlord Tenant Act, Servicemembers Civil Relief Act, and on Fair Housing  Landlord and/or tenant “Issue Resolution” counseling to resolve conflicts or maintenance concerns.
