Only then will the potential that undoubtedly exists be unlocked. HISTORY The history of regional cooperation in East Africa goes back to pre-colonial times. The first moves towards cooperation between states were made in 1919. Kenya, Tanganyika and Uganda – all of them under British administration – formed a customs union. Yet even in the first half of the 20th century, the differing economic orientation of the three countries was apparent, paving the way for a wide range of later compatibility problems.2 Economic links were strengthened in 1948 by the founding of the East African High Commission, which established a unified income tax in addition to a customs union. After the end of the colonial period, two organisations played a major part in the pursuit of regional integration. The East African Common Service Organisation (EACSO) succeeded the colonial-era East African High Commission. However, for the majority of decision-makers in the 1960s, EACSO was too closely associated with pre-independence structures. In addition, attempts to set up a central bank foundered in 1965. The failure of the first East African Community can be attributed to four main factors: firstly, its lack of steering functions; secondly, the unequal distribution of benefits; thirdly, the purely intergovernmental – i.e. interstatal – 2 | Uganda and Tanzania were predominantly export-oriented. Kenya’s economy had a more domestic focus. The financial sector therefore developed much sooner in Kenya. In addition, more investment was channelled into Kenya as a colony, whereas Tanzania was merely under British mandate. Cf. Edward Kafeero, Customs Law of the East African Community in light of WTO Law and the Revised Kyoto Convention (Munster, 2009), 83. 9/10|2011 KAS INTERNATIONAL REPORTS 93 structure; and, fourthly, the irreconcilable differences of opinion between leading players, especially between the Ugandan dictator Idi Amin and the Tanzanian president Julius Nyerere. In the years that followed the collapse of the first EAC, the three former member states attempted to regulate economic affairs by means of individual multilateral agree- ments. Important steps towards establishing a community were taken in 1993 and 1997 at two summits of the heads of state. In 1993 the Permanent Tripartite Commission for Cooperation was set up: a coordinating institution that in 1998 produced a draft treaty for the later EAC. Cooperation on security matters was also initiated during this period. In November 1999, the Treaty for the Establishment of the East African Community was signed by the heads of state of Uganda, Kenya and Tanzania. It entered into force on 7th July 2000. Thirdly, the EAC now allows civil society and market forces to play a more prominent part. However, the powers of the interstatal institutions remain weak. All major decisions affecting the Community must be taken by consensus of the member states. AMBITIOUS GOALS, SOBERING REALITY On paper, the East African Community is a very ambitious organisation. The tight integration plan progresses through the stages of regional integration at a gallop: customs union, common market, monetary union and finally political federation. In 2004, the Committee on Fast-tracking the African Federation – commissioned by the Secretariat – 94 KAS INTERNATIONAL REPORTS 9/10|2011 actually published a report that envisaged accelerating the unification process, recommending that the integration stages be pursued not sequentially but in parallel.3 However, this strategy creates difficulties. In recent years, a more down-to-earth attitude to the ambitious goals has been adopted. Monetary union has been postponed. The new secretary general of the EAC, Richard Sezibera, admitted that implementation would probably take decades.4 In the light of the preceding integration stages, this sober prediction is understandable. When the customs union was introduced in 2004, it was not possible to immediately implement it in full: gradual reduc- tions in duties on goods from Kenya protected Tanzania and Uganda from their economically strong neighbour.5 As the EAC pointed out in its Annual Trade Report 2009, non-tariff barriers6 are still a problem. National Monitoring Committees are due to monitor the removal of these barriers. In addition, it is hoped that cooperation with the East African Business Council (EABC) will ease the finding of a prompt solution.7 However, it remains uncertain whether attempts to remove non-tariff barriers will succeed. 3 | Cf. Nevertheless, the EAC continues to hold fast to this goal. And initial steps towards integration in the non-economic sphere are indeed being taken: there are plans for the EAC to play a more major part in regional stability – since all the member states except Tanzania have internal political difficulties to contend with.

Comparatively, currency union is superlative to fixed exchange rate due to equalization of price through the laid down nominal convergence criteria and the introduction of a common currency to ensure greater transparency in undertaking transactions (Rose, 2000; Abban, 2020a). Currency union is touted to emanate several gains and has the potential to be disastrous based on the conditionality among member-states. Empirical studies emphasize the main advantages of currency union membership lies with the elimination of exchange rate volatility to increase savings, relaxation of policies that hinder the free movement of persons and capital to improve trade and tourism, price transparency to intensify trade, and the ability to induce greater Foreign Direct Investment (FDI) to stimulate intra-trade flows (Rose, 2000; Micco et al., 2003; Aristotelous & Fountas, 2009; Rodriguez et al, 2012). The key areas that benefit from currency union membership include production, the financial market, the labour market, tourism, the private sector, the political environment among others (Karlinger, 2002; Martinez et al, 2018; Formaro, 2020).

    AFRICAN TRANSFORMATION FORUM 14-15 MARCH 2016, KIGALI, RWANDA Event Report Sonia Hoque Overseas Development Institute, London 23 March 2016 INTRODUCTION On 14th and 15th March 2016, the African Center for Economic Transformation (ACET), in partnership with the Government of Rwanda, convened the first African Transformation Forum (ATF) in Kigali, Rwanda. The ATF was attended by global thought leaders, key private sector actors, active civil society groups, and high-level governmental and intergovernmental organisation representatives. The first objective of the ATF was to facilitate knowledge sharing and peer learning across global and African luminaries. Participants contributed their insights, challenges and solutions for galvanising economic transformation in Africa. The discussions were broadly across two categories: i) the coordinated development and implementation of national development plans; and ii) catalysing transformation within critical sectors, notably: extractives; light manufacturing; agriculture; skills development; entrepreneurship; financial inclusion; infrastructure; and regional integration. The second objective of the ATF was to launch the Coalition for Transformation in Africa – a leadership network organized in chapters, each addressing a specific thematic area. ACET will serve as the Secretariat for the Coalition. Ahead of the ATF, ACET and the Supporting Economic Transformation programme (SET) collaboratively produced background papers (available online) for three sessions. The univariate fractional integration analysis shows that the individual series exhibit unit roots and are highly persistent. The fractional bivariate cointegration tests (see Marinucci and Robinson, 2001) suggest that there exist bivariate fractional cointegrating relationships between the exchange rate of the Tanzanian shilling and those of the other EAC countries, and also between the exchange rates of the Rwandan franc, the Burundian franc and the Ugandan shilling. The FCVAR results (see Johansen and Nielsen, 2012) imply the existence of a single cointegrating relationship between the exchange rates of the EAC countries. On the whole, there is evidence in favour of G-PPP. In addition, there appears to be a high degree of business cycle synchronization between these economies. On both grounds, one can argue that a monetary union should be feasible. MGONJA, ASSISTANT DIRECTOR OF IMMIGRATION (TANZANIA) PRESENTATION TO THE INTERNATIONAL DIALOGUE ON MIGRATION – INTERSESSIONAL WORKSHOP ON FREE MOVEMENT OF PERSONS IN REGIONAL INTERGRATION PROCESSES GENEVA, SWITZERLAND, 18-19 JUNE 2007. 1 INTRODUCTORY REMARKS • Tanzania is a member of the East African Community (EAC) and the Southern African Development Community SADC. • EAC Countries are Tanzania, Kenya and Uganda, with a total population of about 98.3 million. • Cooperation in East Africa has a long history, from the colonial era. In 1947 the EAC had already established the East African Customs Union. • Mwalimu Julius Nyerere, the first President of Tanzania proposed to delay Tanganyika’s independence so that Kenya and Uganda could join the latter to move to independence as a single entity. 2 • The first EAC was established on 1967. • At the time of its demise in 1977 EA was already in the common market. • East Africans moved more or less freely in the Region. • The current EAC draws its strength from lessons learnt from the defunct 1967-1977EAC. • Experience tells that a strong and sound EAC must be people centred. 3 THE MAP OF THE EAC 4 REVIVAL OF EAC • The EAC Treaty which was signed in 1999 specifies four main stages of the integration process namely Customs Union, Common Market, Monetary Union and Political federation. 5 FREEDOM OF MOVEMENT IN EAC • Article 104 of the East African Treaty, the partner states agreed to adopt measures to achieve the free movement of persons, labour and services and to ensure the enjoyment of the right of establishment and residence of their citizens within the Community.
