Logging, bushfires, industrial scale landscape-wide planned burns and drought resulting from land clearance and climate change have reduced the availability of food for this species to the extent of causing an east coast mass starvation event in 2019. Each year extreme heat is increasing and killing thousands of flying foxes. These threats to Grey-headed flying foxes are a threat to biodiversity because east coast forests rely on flying foxes for effective reproduction. We are watching Grey-headed flying-foxes go extinct. We have deep concerns for the wider implications of the health and sustainability of natural forests in this region, and the entire east coast if the GHFF are removed from the landscape, or they become unable to travel across the landscape as roost sites and foraging areas become more fragmented and less reliable. This extreme decline in Victoria’s biodiversity is the result of human activity and we can change that to prevent ecosystem destruction now.

    Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum.

A number of deficiencies in the council’s processes and actions are highlighted in the report, including: x lack of evidence that a comprehensive analysis was undertaken prior to pursuing the sale of the property x inadequate due diligence on prospective purchasers of the property x poorly conducted tender process for the sale of the property which was further compromised by the actions of the then mayor x lack of transparency to the community and inadequate community consultation x deficiencies in advice from council officers to the council. The report draws out a number of important lessons from the events surrounding the sale of the property which should be considered by all local governments when planning the disposal of significant public assets.

    Confidential document for Robert Gibbons negotiation © RG © 2016 7 May 2016 Economic Recovery Framework for the Cann River Community Visioning, strategies and time path Cann River is a small rural community which lies at the junction of the Princes Highway and the Monaro Highway. The former is a major Tourist Vehicle (TV) route for grey nomads and bikers between the NSW South Coast and Gippsland. The Monaro connects the ACT and Queanbeyan areas directly and the Sydney/Albury stretch of the Hume Highway. Both carry large trucking rigs, many trucking sawmill logs up into NSW. It is surrounded by State forests and the Alfred, Lind, Coopracambra and Croajingolong National Parks (all of which are of low accessibility). It lies at the northern end of the East Gippsland Shire Council which is headquartered 170 kms away in Bairnsdale. East Gippsland was a major location of hardwood sawmilling and Cann River’s population was directly related to that trade as the regional economy was not diversified; while there have been no significant rezonings for sea-change estates. Mr POPE (Minister for Labour) - The answer is: It is not customary to table reports on investigations into incidents, and I do not intend to table the Moomba Fireworks 1990 Report of Investigation. However, given the amount of public interest in the incident, which resulted in a major investigation, the report was made available to the public in May 1990. All of the recommendations of the report have been implemented with the exception of amendments to the regulations. This has been delayed in order to incorporate a proposed national code for fireworks displays. Honourable members can obtain copies of the report from the Chemicals Management Branch of the Occupational Health and Safety AuthOrity.     EAST GIPPSLAND PLANNING SCHEME 21.02 MUNICIPAL PROFILE 29/07/2010 C68 21.02-1 Location 19/01/2006 VC37 East Gippsland Shire is located in the far eastern corner of Victoria, between 280 and 550 kilometres from Melbourne. It covers 21,051 square kilometres and is the second largest municipality in the State. It is composed of the areas of the former Shires of Orbost, Tambo, Bairnsdale and Omeo and the City of Bairnsdale, as well as part of the former Shire of Rosedale. The main towns of the Shire are Bairnsdale, Lakes Entrance, Orbost, Paynesville, Omeo and Mallacoota. Bairnsdale has the largest population and is also the regional retail and service centre. There are approximately 10 smaller towns and a large number of rural settlements or localities generally centred on community and sporting facilities. 21.02-2 Regional context 19/01/2006 VC37 East Gippsland adjoins five other municipalities: Alpine, Towong and Wellington Shires in Victoria; and Bombala and Bega Valley Shires in New South Wales.
