Thanks to our Member's dues, a substantial contribution from our most generous member and contributions from a couple of local patriotic organizations, we will end the year financially sound and feeling confident that we will be able to make any emergency repairs and continue to make improvements to the Museum. As reported in previous Scuttlebutts, most of our major projects have been completed. Our upgraded security system with motion activated cameras inside the Museum and outside the shed John Cecil should be completed this month. The construction of a concrete structure for the mid-1600s British Admiralty Cannon should be completed early next year. I hope everyone has a Merry Christmas and a New Year that is happy, healthy and prosperous. On this Christmas day let's all say a prayer for our troops that can't be home with families and loved ones. They are doing a great job of preventing the spread of terrorism and protecting our freedoms. Please say a prayer for their safe return home. Civil War Generals Buried in Spring Grove Cemetery by James Barnett
Spring Grove Cemetery, once characterized as blending "the elegance of a park with the pensive beauty of a burial-place," is the final resting- place of forty Cincinnatians who were generals during the Civil War. Forty For the Union: Civil War Generals Buried in Spring Grove Cemetery by James Barnett f the forty Civil War generals who are buried in Spring Grove Cemetery, twenty-three had advanced from no military experience whatsoever to attain the highest rank in the Union Army. This remarkable feat underscores the nature of the Northern army that suppressed the rebellion of the Confed- erate states during the years 1861 to 1865. Initially, it was a force of "inspired volunteers" rather than a standing army in the European tradition. Only seven of these forty leaders were graduates of West Point: Jacob Ammen, Joshua H. Bates, Sidney Burbank, Kenner Garrard, Joseph Hooker, Alexander McCook, and Godfrey Weitzel. Four of these seven —Burbank, Garrard, Mc- Cook, and Weitzel —were in the regular army at the outbreak of the war; the other three volunteered when the war started. Only four of the forty generals had ever been in combat before: William H. Lytle, August Moor, and Joseph Hooker served in the Mexican War, and William H. Baldwin fought under Giuseppe Garibaldi in the Italian civil war. This lack of professional soldiers did not come about by chance. When the Constitutional Convention met in Philadelphia in 1787, its delegates, who possessed a vast knowledge of European history, were determined not to create a legal basis for a standing army. The founding fathers believed that the stand- ing armies belonging to royalty were responsible for the endless bloody wars that plagued Europe. -

DeGruccio _________________________________ Gail Bederman, Director Graduate Program in History Notre Dame, Indiana July 2007 UNMADE: AMERICAN MANHOOD IN THE CIVIL WAR ERA Abstract by Michael E. DeGruccio This dissertation is ultimately a story about men trying to tell stories about themselves. The central character driving the narrative is a relatively obscure officer, George W. Cole, who gained modest fame in central New York for leading a regiment of black soldiers under the controversial General Benjamin Butler, and, later, for killing his attorney after returning home from the war. By weaving Cole into overlapping micro-narratives about violence between white officers and black troops, hidden war injuries, the personal struggles of fellow officers, the unbounded ambition of his highest commander, Benjamin Butler, and the melancholy life of his wife Mary Barto Cole, this dissertation fleshes out the essence of the emergent myth of self-made manhood and its relationship to the war era. It also provides connective tissue between the top-down war histories of generals and epic battles and the many social histories about the “common soldier” that have been written consciously to push the historiography away from military brass and Lincoln’s administration. Throughout this dissertation, mediating figures like Cole and those who surrounded him—all of lesser ranks like major, colonel, sergeant, or captain—hem together what has previously seemed like the disconnected experiences of the Union military leaders, and lowly privates in the field, especially African American troops. -

The Vulnerability of the Union War Effort to Naval Attacks at the Beginning of the US Civil War David G. Surdam The Confederate warship Virginia's short-lived triumph in March 1862 triggered a latent fear among some northerners, perhaps exemplified by Secretary of War Edwin Stanton's fit of panic. Upon hearing of the ironclad warship Virginia's successful sortie and apparent invulnerability against a northern fleet anchored in Hampton Roads off the southern Virginia coast, Stanton feared that the ironclad would destroy the remainder of the Union fleet there and scuttle General George McClellan's campaign against Richmond. He further feared that the ironclad would then steam up the Atlantic coast and wreak havoc upon northern ports, and he warned New York officials to block the entrances to the port. Confederate Secretary of the Navy Stephen Mallory hoped for this very result. Virginia's dubious seaworthiness and the Federal warship Monitor squelched Mallory's hopes and allayed Stanton's fears. Prior to Virginia's attack, northern nerves were upset by the Trent incident and the attendant possibility of British naval attacks.1 Virginia's failure to fulfill the Confederacy's hopes should not disguise the unease northerners felt about potential naval attacks. Northerners certainly were familiar with the effects of naval attacks: the War of 1812 was reminder enough. Was the northern war effort vulnerable to naval attacks? Was it important that the Federal navy prevented the nascent Confederate navy or the powerful British navy from attacking northern ports? The vulnerability or invulnerability of the northern war effort to naval attacks has received little attention from historians, possibly because Confederate naval attacks seemed unlikely and because the Trent incident ended quietly. -

Gulf Breeze, Fla. – Following guidance from the White House, Centers for Disease Control and Prevention (CDC), and state and local public health authorities, Gulf Islands National Seashore is increasing recreational access at the Fort Pickens Campground. The National Park Service (NPS) is working servicewide with federal, state, and local public health authorities to closely monitor the COVID-19 pandemic and using a phased approach to increase access on a park-by-park basis. Beginning Monday, August 10, Gulf Islands National Seashore will increase access to Fort Pickens Campground, Loop A. Campers will be able to begin making reservations for the identified sites in Loop A on August 3, using recreation.gov. Additional campsites will be available for reservations throughout August and September as conditions allow. In addition, the following areas continue to be available: • The Fort Pickens, Santa Rosa, Naval Live Oaks, Okaloosa, and Perdido Key areas in Florida. • The Davis Bayou Area and Petit Bois, West Petit Bois, Horn, and Ship islands, as well as the NPS-owned portion of Cat Island in Mississippi. With public health in mind, the following facilities remain closed at this time: • Fort Pickens Campground Loops B-E • The Fort Pickens Discovery Center • The Fort Barrancas Area due to the NAS Pensacola closure • The group campsites at the Fort Pickens and Naval Live Oaks areas The health and safety of our visitors, employees, volunteers, and partners continues to be paramount. -

Mississippi Sound and the Gulf Islands By Cynthia A. Moncreiff1 Background effects of human activities in the coastal marine environment. These activities include historical commercial uses and Seagrasses in Mississippi Sound were likely first present-day recreational uses of seagrass habitat in addition documented by H.J. Humm (1956), though there are earlier to a number of other factors which may directly or indirectly descriptions of marine angiosperms associated with the barrier impact seagrasses. PROPOSED MITIGATION MEASURES The following mitigation measures are proposed to reduce or eliminate environmental risks associated with the proposed action (herein referred to as the “Project”). Mitigation measures in the form of terms and conditions are added to the negotiated agreement and are shall be considered enforceable as part of the agreement. Application of terms and conditions will be individually considered by the Director or Associate Director of the MMS. Minor modifications to the proposed mitigation measures may be made during the noncompetitive negotiated leasing process if comments indicate changes are necessary or if conditions warrant. Plans and Performance Requirements The NRCS will provide the MMS with a copy of the Project’s “Construction Solicitation and Specifications Plan” (herein referred to as the “Plan”). No activity or operation, authorized by the negotiated agreement (herein referred to as the Memorandum of Agreement or MOA), at the Raccoon Island Borrow Area shall be carried out until the MMS has determined that each activity or operation described in the Plan will be conducted in a manner that is in compliance with the provisions and requirements of the MOA. The preferred method of conveying sediment from the Raccoon Island Borrow Area involves the use of a hydraulic cutterhead dredge and scows. Any modifications to the Plan that may affect the project area, including the use of submerged or floated pipelines to convey sediment, must be approved by the MMS prior to implementation of the modification. The NRCS will ensure that all operations at the Raccoon Island Borrow Area shall be conducted in accordance with the final approved Plan and all terms and conditions in this MOA, as well as all applicable regulations, orders, guidelines, and directives specified or referenced herein.
