MINUTES OF MEETING OF THE CONFEDERATION OF EUROPEAN BASEBALL (CEB) ORDINARY CONGRESS HELD ON MARCH 17, 2012 ROTTERDAM, HOLLAND The Congress was called to order at 2:00 PM on March 17, 2012 by the President, Mr. Martin Miller, all members of the Executive Committee were present in accordance with the Agenda, the following actions were taken: (1) ROLL CALL AND DELEGATE ACCREDITATION: The Secretary General called the roll of Member Federation. Authorized delegates of twenty- five (25) Member Federations presented their Accreditation (See attached Roll Call List). Twenty-three (23) Members were confirmed financial by the Treasurer (Belarus and Bulgaria were not financial). Twelve (12) Member Federations were absent. The Secretary General declared that, in accordance with Articles 28 and 76 of the CEB Statutes, a quorum for conducting business, including consideration of modifications of the Statutes, was present. In addition to the EC and Delegates, the Chairmen of the Technical, Legal and Marketing Commissions, as well as the Office Administrator were present. APPROVAL OF MINUTES OF MEETING OF LAST CEB CONGRESS: The Secretary General requested, but did not receive, any comments or corrections from the Congress delegates in respect of the Minutes of Meeting of the last CEB Congress, held in Brussels, Belgium on March 12, 2011. The said 2011 Congress Minutes of Meeting, previously submitted to the Federations (and attached hereto) were thereupon approved as written, by a unanimous vote of the Congress delegates. Padding the Stats: A Study of MLB Player Performance in Meaningless Game- Situations Evan Hsia1, Jaewon Lee2 and Anton T. Dahbura3 Department of Computer Science Johns Hopkins University Abstract This paper presents the concept of Meaningless Game-Situations (MGS) in Major League Baseball (MLB), defined as situations in which a team has a 95% chance or greater of winning the game given the score at that particular inning in the game. We determine the run differentials for each inning that yield a 95% chance or greater of winning the game based on 2013-2016 MLB statistics and look at individual batter performances under MGS. We argue that including a split for MGS in major baseball statistical references should be considered. I. Introduction Hope springs eternal, especially in the game of baseball. But should it? Perhaps the absence of a game clock in baseball, unlike other major sports, creates the illusion that anything is possible, and in particular that one’s team can overcome even the largest of deficits, even late in the game. And, indeed, significant comebacks from behind are possible, but are so unlikely that in some cases they’re considered to be historic. For instance, in the game between the Pittsburgh Pirates and Philadelphia Phillies on June 8, 1989 the Pirates scored 10 runs in the top of the first inning. The Pirates’ radio broadcaster, Jim Rooker, proclaimed that if the Phillies were to come back from the 10-run deficit he would “walk home”. As fate would have it, the Phillies ended up winning the game 15-11, prompting Mr. -

Trent Rosecrans Frank Robinson was Pete Rose's teammate with the Reds for three seasons, but the two-time Most Valuable Player doesn't want Rose to be his teammate in the Hall of Fame. For the 40th anniversary of Robinson becoming the first African-American hired as a manager in Major League Baseball history, ESPN interviewed Robinson for Sunday's "Outside the Lines." According to a release from the network, Robinson was asked about several topics, including Rose. When asked by Jeremy Schaap what baseball should do with Rose, Robinson answered: "Nothing. Lifetime ban means lifetime. Pete Rose broke a sacred rule in baseball by gambling on baseball and gambling on his own team. And one time I remember hearing him say that he wasn't aware of that rule, rule 21. It's right plastered in the clubhouse of every major league team, minor league team." Robinson also had a similar stance on Barry Bonds and Alex Rodriguez for their suspected drug use. When asked who is baseball's all-time home run king, Robinson said, "Hank Aaron. I don't think Hank Aaron had any help. He did it naturally. And I really don't think that Barry Bonds did it naturally. I can't sit here and say I have proof. I don't. But I have eyes. -
