a. Nueva Supplemental requests: effective 2016-17 i. Cross Country – no longer in the WBAL ii. V. Sport Committee Reports a. Girl’s Soccer – Michael and Kevin i. Foothill…discussed the issue with the defender of the year. 12-0 in support of awarding a CO-MVP for defender of the year. 1. Add the SHP soccer player ii. Skyline…discussion placement…13 teams with Notre Dame Belmont 1. Notre Dame Belmont goes into the Foothill 2. 6 at the Foothill Level due to being a B league 3. 7 at the Skyline Level due to being a C league 4. Motion: Crystal Springs Uplands moves to the Foothill League: 8-2…Crystal will move up to the Foothill League 5. Tracking Concussions – (NDSJ coach was asking) 6. Chris Miller Association – One of the officials said a racial comment to the Mercy Burlingame Coach a. Pinewood and Mercy SF use Chris Miller Association b. WBAL no longer wants the use of Chris Miller Association c. League officiating groups: PSI or San Francisco Officiating Group d. Goals have to be weighted down – Mercy Burlingame did not have their goals weighted down…cannot put the bylaw that goals need to be weighted down. b. Boy’s Soccer: New Business…all three proposals were voted by the coaches 7-0 i. JV games go from 30 to 40 minute 1. AD New Decision: Guarantee first 35 minutes for first half…the second half will be dependent on day light 2. All in favor 12-0…this will adapt to girls soccer too ii. Change intermission from 5 to 10 minutes 1. AD New Decision: JV Games have the 5 minute intermission and Varsity has 10 minute intermission 2. All in favor 12-10… this will adapt to girls soccer too iii. Change 4th tie breaker from 2nd round of total points to away points 1. AD’s Decision: Will not implement the new bylaw suggestion from the coaches c. Girl’s i. Bylaw Changes: 1. Delete by-law #203 regarding breaking of ties to determine league champion a. All in Favor 12-0 2. Replace by-law #206 regarding the All-League Process a. The by-laws regarding the All-League procedure is wrong and should be replaced with Frank’s proposal that limits the number of nominations depending on league finish b. All in Favor 12-0 c. Foothill League: Eastside, Menlo, NDB, Pinewood, Priory, SHP d. Skyline: Castilleja, Crystal Springs, Harker, Mercy B, Mercy SF, NDSJ, King’s e. Skyline Voting Procedure: Miscommunication with Mercy B…and voting for your own player…think the coaches should look at this in next years pre-season meeting d. Boy’s Basketball 1. Replace by-law #206 regarding the All-League Process a. The by-laws regarding the All-League procedure is wrong and should be replaced with Frank’s proposal that limits the number of nominations depending on league finish b. All in Favor 12-0 2. Saturday morning meeting at Kings Academy 3. All 8 teams are competing in CCS 4. No Bylaw Requests e. Boys Tennis: Start Time for Matches i. Michael will communicating with the coaches to discuss start time, 3, 3:30 vs. 4 start time ii. Commissioner advised go as late as possible with day light concerns f. Boys Golf i. Discussed Venue: Hosting the League Championships at Half Moon Bay ii. No Bylaw Requests iii. Range Finders came up…fall in place with what the CCS does with Range Finders…Currently not allowed in NorCal CCS with boys; however, allowed with the girls. iv. Bylaw Clarification: No Range Finders for Boys, Yes range finders for girls g. Girls Lacrosse i. Concern with arrangement with Seqoia being in the Foothill League ii. No Bylaw Changes iii. Placement of Stands: Spectators need to remain on the opposite side of the field…more of an issue with MA an on the boys side h. Swimming (Denise and Kevin) i. No Bylaw Changes i. Track & Field (Kevin) i. All-League Assignment 1. All first place finishers at League Finals are all First Team…Relay Team as an entire team is First Team (example…Talent School Relay)…14 Spots 2. All Second place finishers at League Finals are all Second Team…Relay Team as an entire team is Second Team (example…Talent School Relay)…14 spots 3. Requested a 3rd Team All League – for the 3rd place finishers at League Finals…However, we do not offer a 3rd Team… 4. Each team 2 opportunities to vote for change 5. Kevin Recommendation: First team is first place finishers; Second team is second place finishers 6. Frank’s Recommendation: Have similar set-up to swimming with a total point scoring set-up 7. Proposal: First place finishers are first team, 2nd place finishers are second team, 3rd team finishers are Honorable Mention - If the 14 spots are not completed and a coach would like to move his/her second team athlete to first team, then it would be based on total points scored for the entire team j. Softball – The league will award the following all league awards in softball k. MVP l. Pitcher of the year m. First Place Team – 4 First Team Slots n. Second Place Team – 3 First Team Slots o. 3rd/4th/5th Place Teams – 2 First Team Slots p. 6th – 7th Place Teams – 1 First Team Slot q. Second Team – Everyone gets 2 r. Honorable Mention – Everyone gets 1

VII. New Business a. Sport Commitments Due – Matrix will be sent out with sport commitments b. Bylaw cleanup: JV/Varsity roster movement (redo Article 10??), remove article 15 sect 4? i. Proposal will be written and sent out by Dan for review and approval c. New Proposal: Spectator behavior at basketball games – particularly with free throw shooting…example was brought up with Pinewood. i. WBAL Needs language for basketball and for personal attacks with spectator cheering 1. At each home event, an administrator must be there...already stated within our bylaws 2. Follow what CCS requires: Sportsmanship…cheer loudly for your own team not against the other team 3. Specifically with free throw shooting…no negative/personal comments 4. Reference air balls… 5. Next meeting: work as a small group to have appropriate language around spectators behavior a. Frank/Dan/Kevin/Michael/Mark d. Officiating i. WBAL selects which officiating groups we use for our referees ii. Create an approved league list for referee’s iii. Proposal: League Officiating Groups iv.
