The report will give a highlight of programmes and projects implemented by the Ministry in the 2018 fiscal year. As required by the Government of Republic of Zambia, Ministries, Provinces and spending agencies must report annually on its progress in meeting the goals and objectives in line with the Seven National Development Plan (7NDP), Vision 2030 and institutional Strategic Plans. The Ministry of Water Development Sanitation and Environmental Protection in this regard presents to the people of Zambia a detailed annual progress report in meeting the strategic goals and objectives of improving water supply and sanitation, management and development of water resources and the environment as espoused in the government documents already highlighted above. The Ministry has jurisdiction over three statutory bodies namely; National Water Supply and Sanitation Council (NWASCO), and Water Resources Management Authority (WARMA) and Zambia Environmental Management Agency (ZEMA). In line with its mandate, the Ministry implemented programmes and projects focusing on ensuring water security and availability for various economic uses. Among the programmes implemented included infrastructure development for both surface and groundwater, rehabilitation of already existing surface and groundwater water infrastructure to increase water resources storage capacity and to make water resources available especially for our rural population for domestic, irrigation, animal watering and fishing. Further, the ministry implemented water supply and sanitation programmes and projects aimed increasing access to clean and safe water for drinking and adequate sanitation for all. In realizing the objectives and goals, the Ministry mainstreamed environmental management programmes in water and sanitation activities. As you may be aware, environmental management plays a key role in the protection and recharging of water resources. May I hasten to mention that though substantial progress was recorded in the 2018 fiscal year, the economic environment was very challenging, however with support from the cooperating partners and commitment from the members of staff we managed to record the successes. It is my sincere hope that my Ministry will continue striving to achieve the national objectives and targets as outlined in the 7NDP, Strategic Plan 2018-2021 and the Vision 2030. Allow me to express my gratitude to the Permanent Secretary, Director of Water Resources Development, Director of Water Supply and Sanitation, Director of Planning and Information, Director of Human Resources and Administration, all members of staff in the Ministry and all stakeholders for working together to ensure that we all contribute to the work mandated to the Ministry. In addition, the Ministry endeavored to promote sustainable management of the environment for the benefit of the current and future generations. On behalf of the Honourable Minister, I would like to thank the Management team and all our staff in the Ministry for the hard work in delivering the progress of implementation of programmes and projects set out in this annual report. As we look forward to 2019, we are assured of entering the New Year with a clear strategy and strong determination to do better than 2018 in order for us to serve the interest of our citizens and have their dreams realised. The Report will also give a synopsis of achievements, challenges and make recommendations as well as the outlook for the year 2019. 1.1 Mandate and Functions The Ministry of Water Development, Sanitation and Environmental Protection is mandated with the responsibility of managing and developing the Water Sector for socio-economic growth as well as ensuring that water is available for various uses in an environmentally sustainable manner for the benefit of the people of Zambia. The Mandate and functions of the Ministry as contained in the Gazette Notice Number 836 of 2016 are as follows: • Environmental Policy • Environmental Protection and pollution control • Environmental research and training • Water Policy • Water supply and sanitation; and • Water resources management and development The Ministry is responsible for the three Statutory Bodies namely; National Water Supply
