Hi Tom,

I understand the empty building on the northwest corner of Rte 59 and Ferry Rd, Naperville is being considered for a marijuana dispensary. Since my office and the parking lot is just north of the building, I am concerned that myself, other tenants and our customers are going to be subjected to the dispensaries customers driving through and/ or parking in our lot since it is so convenient to their location. My agency has been located in this office since the building was first built back in 1989 and I am not happy about the potential parking problem and flow of traffic through the parking by the dispensaries' customers. Since the building is on the corner of Rte 59 and Ferry Rd at a major intersection, there is great potential of cars being backed up southbound on Rte 59 trying to turn into their parking lot and just pulling into our parking lot to park to avoid this. Also, cars trying to get to the dispensary off of Ferry Rd would find it a lot easier just to pull into our parking lot to access the dispensary. Cars currently cut through our parking lot to access Ferry Rd, and this is only going to make it worse. I have no issues with any of the tenants and feel safe here, but I am concerned about working late at my office and having to walk out to my car with the potential of cars parked in the lot or driving through that have no connection with any business in the 4M Plaza Office Center.

My business, Armlines Inc., has been a tenant in the 4M Plaza. and Office Center since

November, 2016. I have enjoyed our relationship and working at this location. However, I was distressed to Ieam that the petition has now been filed to change the corner property into

a dispensary for marijuana. I do not feel this is a compatible use with my business. I do

appreciate that you offered to hold back and discount the rent if Ineeded.

To Whom it may concern, My name is Marlon Mathre. I am the president and owner of Fox Valley Coins, Inc. We are located at 4 S100 N Rt 59 and we are the anchor stares in the 4M Plaza. We rent units 1 and 2 as well as units 19 and 20.

I moved to the he location back in 1999. 1 moved there because of the great location of Warrenville that seemed to have a wholesome ' small town' atmosphere. Coin collecting is a great family-oriented hobby. If we aren't catering to a youngster filling in his coin collection, we are probably assistant purchasing or appraising a coin collection from an older collector. Regardless of our current customer in the store, we surely do not wish the surrounding atmosphere to deteriorate to a marijuana dispensary. That would certainly not align with our business and therefore we would be more apt to search for a different location.

Please do not allow a marijuana dispensary to open up and basically be the first business people see as they come into the town of Warrenville. If anybody wants to build a city's reputation, the businesses will reflect their values. As for me and my house, we don't want a marijuana dispensary in our front yard.

It has come to my attention that the City of Warrenville is considering the former Bank of America location at the northwest corner of the intersection of Ferry Rd and Illinois Route 59 for being a potential recreational cannabis dispensary site.

The purpose of this memorandum is to have the City hear my concerns regarding this potential decision; I have standing to send the following concerns forward as I have run a business adjacent the aforementioned location for well over a decade. As a byproduct of such a business, there are revenues that are paid to the City through the business, as well as the other businesses in the area.

In addition, I have over two decades of experience as a law enforcement officer; as such I have some educated opinions that I would like to present to the City regarding the specific location for the proposed dispensary given its immediate proximity to 1- 88 and the 1- 290/ 1- 88 corridor that is used with increasing frequency by both enterprising criminal elements from (the east) and Aurora (west). These opinions are mine alone, and not representative of any particular law enforcement agency; they are, however, the opinions based on the experiences garnered over two decades of law enforcement service in the area.

I also have two masters degrees including an MBA/ Finance degree. The projected revenue generation from a recreational cannabis dispensary is not lost on me and the purpose of this memorandum is not to support or refute the pros/ cons of such a business; It is simply my position that the proposed location for this type of business would be extremely problematic to the City, existing businesses, and even the purported recreational cannabis dispensary business for the following reasons:

1) Many of the businesses already inexistence and operation in the area of Ferry Rd and Illinois Route 59 target a child/ youth or family market base. At the northwest corner of the aforementioned intersection, my business, The Midwest Academy, offers martial arts and other personal defense instruction services. cover a broad spectrum, youth/ young adult instruction is within the Academy' s instructional offerings.

I have been actively involved in training, teaching, and running martial arts schools for over 3 decades. In that time, I have come to understand the various concerns that students and/ or student' s parents have that would impact their decision as to whether to seek instruction from you or an alternate service provider at an alternate location. I can assure the city unequivocally that a recreational cannabis dispensary site in the same area as the Academy will negatively affect our ability to draw and retain youth/ young adults specifically. Furthermore, we are currently operating our regular classes in compliance with the Phase IV COVID- 19 guidelines, and will be doing so for the foreseeable future. Under those guidelines, a significant portion of our training has been taking place outdoors in an area approved by our property owners. Therefore the negative affect on our enrollment and retention that I described would be exponentially increased beyond what it would be if it were simply a pick up/ drop off issue.

And while there are laws prohibiting the use of recreational cannabis in public, I would ask the City to simply look around and see if there are other sites where regular sales of intoxicating compounds and youth/ family oriented businesses are regularly businesses are collocated. It does not occur for a number of reasons.

2) Recreational cannabis dispensary sites are targets for criminal activity; in particular both the product (within the site and on customers exiting) and the high volume of cash within the site and on customers entering) create a target rich environment for robberies. A location adjacent the 1- 88 corridor, as the one proposed, would be more desirable to criminals seeking cash and/ or product via robberies due to the ease and speed of ingress/ egress provided by the highway. By the time any law enforcement units could respond to such an incident, offenders would be miles away (For reference, access the publically available information regarding the January 6, 2020 MOCA Modern Cannabis in the 2800 -block of West Fullerton Avenue, Chicago which was burglarized for 100K product loss and 200K cash).

Any competent manager of a recreational cannabis dispensary site will understand the aforementioned as a security risk. Many of the other recreational cannabis dispensary sites have responded to similar risks by hiring security for the sites. Unfortunately, the security provided at these locations is not active -off-duty law enforcement and there have been several negative outcomes nationally and locally (For reference access the publically available information regarding the June 9, 2020 arrest of Jordan A. should not have been carrying a firearm while working security at Rise marijuana dispensary, 9621 N. Milwaukee Ave, Niles).

3) The final concern I would like to bring to the attention of the City is that the proposed location for the recreational cannabis dispensary site, the former Bank of America business, is the limited parking available at that site. There are sometimes long lines at the existing dispensaries due to the large volume of customers; if one were to believe that this site would receive similar traffic, which I would assume would be part of the estimates for the tax revenue generation, it would be highly probable that customers for the dispensary would be, at certain points in time, parking in the lot designated for the Academy and the adjacent businesses. When people who are seeking our services, as well as the services of the other adjacent businesses, have difficulty parking, it negatively impacts our business.

For the above reasons, I would ask the City of Warrenville to consider an alternate site for a recreational cannabis dispensary.

I am very alarmed by the proposal of a marijuana dispensary adjacent to our current retail store off Route 59 in Naperville. I believe that if such an enterprise were to locate there, it would lead us to not renew our lease at the end of its current term.

An enterprise such as the distribution of a federally controlled substance is in direct conflict with federal law and is a proven determent to the health of the individual, the community and is counter to the mission of our organization which is to instill the values of the Scout Oath & Law specifically to instill lifelong healthy habits in young people.

The traffic and loitering caused by such a concern would impede our normal business operations. We could no longer conduct programming -for young people at this location and based on my observations of other retail outlets of this sort, our customers would be impeded to access and parking thereby hindering other normal business operations. The very presence of the " pot shop" would discourage our current and future customers from our existing location.

I strongly encourage you to object to the rezoning of this property with all your available and reasonable resources.

We are writing regarding the hearing scheduled for Thursday, July 23, 2020, at 7:00 p.m. on the petition from Nulled Partners LLC ("Petitioner") for approval of Special Use Permit for an Adult use Cannabis Dispensary in the B-4 Motorist Service District at the above-referenced Property. As you are aware, the petition, if approved, would allow the Petitioner to remodel the former bank building and operate a recreational and medical cannabis sale business at the Property.

Calamos Property Holdings LLC ("Calamos") is the owner of approximately 31 acres of a mixed-use development located across from the Property at the southeast corner of Route 59 and Ferry Road (CityGate Centre). CityGate Centre is home to Class A Office Buildings, medical offices, AAA Four Diamond Hotel Arista and family-friendly restaurants and play-spaces. It is complemented by nearby senior housing and additional family entertainment venues. The Petitioner's proposed redevelopment of the Property is of special interest to Calamos due to its proximity to CityGate Centre and its neighbors.

It is reasonable to believe that the introduction of a Cannabis Dispensary to the area would increase the likelihood of an unwanted criminal element. In the past several months, numerous Cannabis Dispensaries in the Chicago metro area have either been burglarized or ransacked as business at these dispensaries is usually conducted in cash. Even extreme security measures were not sufficient to prevent such crimes. In addition, the close proximity to I-88 and a limited law enforcement presence (as the facility in question rests upon the immediate exterior boundaries of both Warrenville and Naperville) make the location optimal for the activities of motivated criminals looking to make a quick exit from the scene of a crime.

As such, it is our position that a Cannabis Dispensary at the northwest corner of Route 59 and Ferry Road would adversely impact the overall family-friendly and business-welcoming atmosphere of the community by introducing increased crime risk not previously associated with the area. We, therefore, oppose approval of the Special Use Permit for the Petitioner.
