For those who are not familiar with this, we are reminding them that the KPA issues its own gazette (an official form of publication) based on UNMIK/REG/ 2006/10, section 9, item 1. Based on this regula- tion, KPA has published its own gazette, which has proved to have a positive effect on people’s opinion about our organization once they realize the Agency’s achievements and its continuous efforts to fulfill its mission and mandate in resolving property disputes in Kosovo. The fourteen editions of the KPA gazette have also made an impact by informing citizens of the results and the statistics achieved by our Agency since its establishment. As mentioned above, this is the fifteenth number of the KPA gazette. The academic environment was very stimulating and the post- graduate courses offered by the Centre for International Conflict Analysis and Management gave me a solid basis—particularly in the field of peace and conflict studies. Something I have learned in this period is that every violent conflict is a complex and multilayered phenomenon, which has to be thoroughly analysed in order to be properly understood. Moreover, during the study trip to Northern Ireland I had the opportunity to see for myself how easily people involved in a conflict start perceiving their neighbours not as persons but as dehumanized enemies. This experience and the knowledge gained over this year were very useful for the last and most important part of my studies: the field research in a conflict zone and the writing of the master thesis.

Major developments in Kosovo1 The dominant topic of the reporting period was the continued dialogue between Prishtinë/Priština and Belgrade facilitated in Brussels by the European Union. On 8 September Prime Ministers Hashim Thaçi and Ivica Dačić reached an agreement on telecommunications and energy. The prime ministers met again in Brussels on 7 October, discussing modalities surrounding the 3 November local elections in Kosovo. As the facilitator for the conduct of the elections in northern Kosovo, the OSCE participated in the meeting to inform the prime ministers about the preparation process. On 5 and 13 December – just ahead of the EU Ministerial Council of 17 December, where the Council was expected to announce its decision on the date for opening accession negotiations with Serbia, European Union High Representative (EUHR) Catherine Ashton hosted another meeting of the prime ministers in Brussels to discuss the further implementation of the 19 April 2013 First Agreement of principles governing normalisation of relations between Belgrade and Prishtinë/Priština. An agreement was reached on the modalities of integrating Kosovo Serb security personnel into Kosovo Police. On 13 December the Kosovo Ministry of Internal Affairs announced that the first employment contracts were signed with former members of the Serbian Ministry of Internal Affairs (MUP). On 14 December the Kosovo government announced the commencement of the implementation of the agreement on customs and the collection of VAT and excise taxes at the northern Kosovo crossing points in Jarinje (Gate 1, Leposavić/Leposaviq) and Brnjak (Gate 31, Zubin Potok), whose revenues, according to the implementation plan of the 19 April Agreement, are to be channelled into a development fund for northern Kosovo.

Introduction: Area and Population Vushtrri/Vučitrn municipality is located in north central Kosovo on the main road that connects Prishtinë/Priština with Mitrovicë/Mitrovica. The surface of the municipality is approximately 344 square kilometers. Vushtrri/Vučitrn is composed of 66 villages where 61 are Kosovo Albanian and five are Kosovo Serbs and populated mainly by Kosovo Albanians and a small Ashkali community of approximately 400. The remaining Kosovo Serbs, approximately 4,000 live in the five enclaves of Gojbulja/ Gojbulë, Priluzje/ Prelluzhë, Miroce/Miraçë, Slatina/Sllatinë and Grace/Gracë and in the mixed village of Banjska/Banjskë. During the March 2004 riots, 68 houses of the Ashkali community were destroyed or burned. All have been rebuilt during 2005, but only 23 families have returned to Vushtrri/Vučitrn town so far. In the village Slatina/Sllatinë 15 Serbian houses were destroyed and the Orthodox Church in Vushtrri/Vučitrn was badly damaged during this period. In 2005, the 15 destroyed houses were rebuilt, but the Serbian community has yet to return. Just prior to these events the few Serbian inhabitants of a small village Miroce had left their houses and have not returned.
