Ce haut serviteur de l’État a su incontestablement trouver le point d’équilibre entre le respect des libertés fondamentales qui fondent une République et la fermeté face à des comportements attentatoires à l’ordre public et la dignité de la personne humaine. À ses côtés, Catherine Katz a apporté à la Mission sa précieuse expé- rience de magistrat qu’elle met aujourd’hui au service d’une autre cause, au sein de la Mission interministérielle de lutte contre la drogue et la toxicomanie. Un autre magistrat lui a succédé, Amélie Cladière, qui d’emblée s’est attelée aux réformes de structure de la Miviludes. Le présent rapport d’activité est donc davantage le fruit de la précé- dente direction. Il met l’accent sur les nouvelles stratégies et les nouveaux risques de dérives sectaires, notamment dans les secteurs de la santé, de l’accès à l’emploi et de la formation professionnelle. On relèvera plus particulièrement la décision du ministère de la Santé de créer un outil de veille appliqué aux pratiques thérapeutiques non conven- tionnelles, ou encore l’objectif fi xé par le ministère du Travail de poursuivre les mouvements sectaires quand sont constatées des violations au droit du travail, telles que l’absence de rémunération ou de contrat de travail, ou enfi n l’im- pulsion réaffi rmée du ministère de l’Intérieur, qui affi che clairement dans sa circulaire du 25 février 2008 sa volonté de « relancer l’action de l’État en matière de lutte contre les dérives sectaires ». Dans cette continuité, la Miviludes, dont la mission première est de coordonner l’action de l’ensemble des pouvoirs publics, s’efforcera d’être davantage « hors les murs » par une présence plus active sur le terrain, au contact direct des groupements concernés et de tous les acteurs publics ou issus du monde associatif. De même, dans un souci de transparence, elle rendra compte publi- quement par la diffusion d’une lettre bimestrielle de ses activités dans tous les domaines. On se félicitera également de la convention de partenariat signée entre la Miviludes et La Chaîne parlementaire-Assemblée nationale pour mieux informer nos concitoyens des dangers et des risques de dérives sectaires constatés dans certains mouvements. Rapport au Premier ministre 2008 ▼ 5 Miviludes Rapport 2008.indd 5 23/04/2009 09:27:33 On relèvera encore que, comme l’année précédente le présent rapport met l’accent sur la dimension internationale du phénomène sectaire. Ainsi, à l’invitation du Bureau international des droits de l’Homme, dépendant de l’OSCE, la Miviludes s’est rendue à Varsovie le 8 octobre 2008 pour souligner, en liaison directe avec les services du Quai d’Orsay, le caractère démocratique, équilibré et respectueux des libertés publiques et individuelles de son action. Pour une optimisation de ses objectifs, la Miviludes ambitionne de refondre ses structures (Secrétariat général, Comité exécutif de pilotage opé- rationnel et Conseil d’orientation) avec la volonté de la rendre plus effi cace et plus opérationnelle. Ainsi, avec la même détermination que par le passé, la Mission inter- ministérielle de vigilance et de lutte contre les dérives sectaires continuera à démasquer, au-delà des apparences trompeuses, l’appétit mercantile, les tech- niques psycho-spirituelles qui tendent à favoriser l’emprise mentale et autres pratiques dangereuses pour les individus et les libertés fondamentales. Il y va de la protection des intérêts majeurs qui fondent une démocratie. 6 MIVILUDES ▼ Miviludes Rapport 2008.indd 6 23/04/2009 09:27:33 Introduction Si l’on en croit les nombreuses commandes faites à La Documentation française, et le nombre croissant de visiteurs en ligne sur le site Internet de la Mission, c’est toujours avec beaucoup d’intérêt qu’est accueilli chaque année le rapport du Président de la Miviludes au Premier ministre. Depuis six ans, ce rapport annuel n’a cessé de s’étoffer et d’élargir ses ambitions, vers une information toujours plus complète et approfondie sur le phénomène sectaire, en direction d’un public toujours plus diversifi é. Il est manifeste en effet, à la lecture des courriers reçus, qu’un public extrêmement large et divers prend connaissance, d’une manière ou d’une autre, de ce rapport annuel, et se l’approprie. Cette constante exigence de qualité est toujours un défi pour chacun de ceux, permanents de la Mission interministérielle ou services des ministères concernés, qui contribuent à son élaboration. Ce fut le cas tout particulièrement en 2008, année de transition pour la Mission interministérielle de vigilance et de lutte contre les dérives sectaires. Transition en raison du départ de Jean-Michel Roulet et de la nomination de Georges Fenech comme Président de la Miviludes, transition en raison d’un renouvellement d’une proportion importante du Secrétariat général perma- nent, mais transition également en raison des modifi cations importantes du dispositif de terrain, qui a conduit la Miviludes à faire évoluer les modalités de sa collaboration avec les pouvoirs publics, dont elle est chargée de « favo- riser la coordination de l’action préventive et répressive » (article 1er du décret du 28 novembre 2002 instituant la Miviludes) à l’encontre des agissements dange- reux ou répréhensibles constitutifs de dérives sectaires. La suppression des « cellules de vigilance » départementales dont les compétences ont été transférées aux « conseils départementaux de préven- tion de la délinquance, de l’aide aux victimes et de lutte contre la drogue, les dérives sectaires et les violences faites aux femmes » consécutivement à la sim- plifi cation des procédures administratives instaurée en 2007 devait, aux termes de la circulaire du 27 mai 2005 du Premier ministre relative à la lutte contre les dérives sectaires, être complétée par la constitution, au sein de ces conseils départementaux, de groupes de travail chargés de suivre spécifi quement les questions relatives à la lutte contre les dérives sectaires.     New Religious Movements New Religious Movements: Challenge and response is a searching and wide-ranging collection of essays on the contemporary phenomenon of new religions. Ill Abstract Most research indicates that almost 100% of British adults know their birth-sign. Astrology is an accepted part of popular culture and is an essential feature of tabloid newspapers and women's magazines, yet is regarded as a rival or, at worst, a threat, by the mainstream churches. Sceptical secular humanists likewise view it as a potential danger to social order. Sociologists of religion routinely classify it as a cult, religion, new religious movement or New Age belief. Yet, once such assumptions have been aired, the subject is rarely investigated further. If, though, astrology is characterised as New Age, an investigation of its nature may shed light on wider questions, such as whether many Christians are right to see New Age as a competitor in the religious market place.

    Eileen BARKER* PREVOD SPLOŠEN PREGLED DOGAJANJA NA “SEKTANTSKI SCENI” V VELIKI BRITANIJI Z letom 1559 je anglikanska cerkev postala uradno priznana. Na Škotskem je priznana tudi škotska (presbiterijanska) cerkev; irska cerkev je bila razpuščena leta 1869; valižanska cerkev pa leta 1920. Britanski vladar je hkrati ‘branilec vere’ in mora ob nastopu vlade obljubiti, da bo podpiral anglikansko cerkev. Čeprav so anglikanci in protestantski disidenti stoletja dolgo živeli v ozračju splošnega neso- glasja, so šele v drugi polovici devetnajstega stoletja vse religije dobile polne civil- ne in politične pravice. Leta 1871 je bil v parlamentu sprejet zakon, ki je vrata Oxforda in Cambridga odprl pripadnikom vseh religij. Leta 1890 so vsa službena mesta v državni upravi postala dostopna pripadnikom židovske vere. Ob prelomu stoletja so se začele oglašati številne alternativne religije, na primer teozofija, spiri- tualizem, deizem, Comtovski pozitivizem in Rešilna vojska (Salvation Army). V prvi polovici dvajsetega stoletja je v majhni, toda pomembni skupini intelektualcev zraslo navdušenje nad drugimi novimi religijami predvsem vzhodnega izvora, na primer SUBUD, Vedanta in častilci Krishnamurtija. 1103 Ob koncu šestdesetih let dvajsetega stoletja so med študentsko populacijo izbruhnili protesti proti vietnamski vojni in meščanskemu imperializmu na sploh. Sledilo je obdobje otrok cvetja in navdušenja nad različnimi vrstami in oblikami nove religioznosti in spiritualnosti. Mednarodna gibanja so prišla v Veliko Britanijo tako iz Vzhoda kot Zahoda. Kot ena izmed prvih se je na prizorišču pojavila scien- tološka cerkev, ki pa so ji kmalu sledili častilci Krišne s petjem in plesom po ulicah. Vse vidnejše so postajale tudi druge nove religije, kot so Združitvena cerkev (Unification Church), gibanje Rajneesh, Božji otroci (Children of God) kasneje imenovani Družina (The Family) in Misija božanske luči (Divine Light Mission) (kasneje Elan Vital).

    JUNE 2010, MAY 2012 NICKY’ GUMBEL’S ALPHA COURSE I attended a one-day Alpha programme presented by Nicky Gumbel on February 19, 2002 [see pages 111, 112] in Chennai at the Music Academy, a secular venue. I chanced upon him during the lunch break and he signed for me a copy of his 1993 best-selling book “Questions of Life” that I had bought in 1997, and which I have still not opened. I also have a copy each of his 1991 booklet “Why Jesus” and “Telling Others”, 1994. I intended going through the books while preparing this report, but after finding that there is sufficient information on the world-wide web, I gave up the idea. I don't know who arranged Nicky Gumbel’s visit to Chennai. There were many Protestant pastors present. A sizeable delegation from the International Catholic Programme for Evangelization [ICPE] had come down from Bangalore. I recall a Catholic Bishop addressing the gathering, welcoming Nicky Gumbel and his team. I recall very little about the programme. There was a lot of mention of evangelization and reaching the Gospel to others, and that is one issue that has always grabbed my attention. I suppose that since the delegates were from across the denominational spectrum, the contents of the talks were not doctrinal. Even if there had been any aberrations, I would probably have missed them as I was not as well informed then -- especially about the problems associated with a false ecumenism and the errors of Protestant teaching -- as I am now. In the prayer and ministering sessions, I found Alpha spirituality to be charismatic, and I had no problems with that either.
