BRIEFING ON END CHILD POVERTY REPORT ON 2017-2018 DATA SUMMARY A) The End Child Poverty Coalition has published its latest estimates of Child Poverty at a council and ward level for 2017-2018. It has calculated the rates in two ways – both Before an adjustment for Housing Costs and After adjusting for Housing Costs. Generally, the After Housing Cost figures are considered the most appropriate ones to use. B) A new methodology has been employed which considers the relationship between the risk of poverty for households in the Labour Force Survey and estimates from HMRC and DfWP and the characteristics of the area that they live in, in terms of a range of area-level demographic and socio-economic indicators (usually from administrative data sources). These relationships are then used to estimate child poverty rates from the administrative data that is available locally. C) In term of the main results from the analysis: - a. At a Council level, After adjusting for Housing Costs basis, there was an estimated 15,705 children living in poverty in South Lanarkshire. This means that the estimated level of child poverty in South Lanarkshire was 22.5% - the 18th highest rate for the 32 council areas of Scotland. b. The highest Child Poverty rate in 2017-2018 at a Ward level on an After Housing cost adjustment basis was for Rutherglen Central & North at 29.2%. Next came Rutherglen at 27.9% followed by Blantyre at 27.7%, Hamilton South at 27.4%, Hamilton North & East at 26.8% and Rutherglen South at 26%. c. The lowest rates were of 10.3% for East Kilbride South and of 13.7% for Bothwell & Uddingston. The rate for East Kilbride South was less than half of the South Lanarkshire average of 22.5% and the rate for Bothwell & Uddingston was just over three-fifths of the South Lanarkshire average. d. On this basis, the rate of Child Poverty in Rutherglen Central & North was nearly a third higher than the South Lanarkshire average of 22.5%. It was nearly a quarter higher in Larkhall, and in Blantyre and over a fifth higher in Hamilton South. e. On a Before adjusting for Housing Cost basis, there were 13,792 children estimated to be living in child poverty in South Lanarkshire. This means that the estimated level of child poverty in South Lanarkshire was 19.8% - the 15th highest in Scotland. f. At a Ward level, in 2017-2018 the Ward with the highest Child Poverty rates in 2018-2019 Before adjusting for Housing Costs was Cambuslang East with a Child Poverty rate of 24.2%. The next highest rates were of 24.1% for Hamilton North & East, of 23.2% for Larkhall, of 22.9% for Rutherglen Central & North and of 22.7% for Hamilton West and Earnock. g. The lowest rates were of 13.7% for East Kilbride East and 14.1% for Bothwell & Uddingston. Both rates were less than three-quarters of the South Lanarkshire average of 19.8%. h. On this basis, the rate in Cambuslang East was nearly a quarter higher than the South Lanarkshire average of 19.8%. It was over a fifth higher for Hamilton North & East and it was nearly a fifth higher for Larkhall and Rutherglen Central & North. The End Child Poverty Coalition has published its latest set of statistics on the percentage of children estimated to be living in poverty – both Before and After adjusting for Housing Costs – at a Council and Council ward level. 2. At a Council level, After adjusting for Housing Costs basis, there was an estimated 15,705 children living in poverty in South Lanarkshire. This means that the estimated level of child poverty in South Lanarkshire was 22.5% - the 18th highest rate for the 32 council areas of Scotland. 3. The highest rates on this basis were for Glasgow at 37%, Dundee at 31.1%, Clackmannanshire at 27.5%, Dumfries & Galloway at 27.2% and North Ayrshire at 26.6%. North Lanarkshire had the 7th highest rate at 26%. 4. On a Before adjusting for Housing Cost basis, there were 13,792 children estimated to be living in child poverty in South Lanarkshire. This means that the estimated level of child poverty in South Lanarkshire was 19.8% - the 15th highest in Scotland. 5. The highest rates on this basis in Scotland were of 28.8% in Glasgow, 24.7% in Dundee, 23.8% in Clackmannanshire, 22.5% in North Ayrshire and 21.5% in Inverclyde. North Lanarkshire had the 12th highest rate at 20.3%. 6. Table 1 shows the estimated rates of Child Poverty at a council level in Scotland both Before and After adjusting for Housing costs in 2017-2018. 7. The highest Child Poverty rate in 2017-2018 at a Ward level on an After Housing cost adjustment basis was for Rutherglen Central & North at 29.2%.
