A Member should only request that a team leader or manager consider referring a delegated application to committee if the Member still has concerns about an application after having discussed the matter with the team leader/manager. Background 3.1 The Electoral Administration Act 2006 introduced a duty on all local authorities to review their Polling Districts and Polling Places at least once every four years. South Lanarkshire Council’s first review was completed in 2007 and the second in 2010.
