LC Paper No. CB(2)1693/98-99(04) HONG KONG BAR ASSOCIATON’S NOTE ON LEGAL EDUCATION This paper is in response to the request from the LegCo Panel on Administration of Justice and Legal Services to consider a number of issues on the subject of “Legal Education”. In the time available, it has simply not been possible to do proper justice to the topic and what follows must of necessity be very limited. We would point out that the topics to be covered appear to duplicate matters already being considered by the Chief Executive’s Advisory Committee on Legal Education (ACLE). The Hong Kong Bar Association has long been studying the need for further and continuing education of pupils and young barristers after their qualification. To this end, last year the Bar Council appointed a full time Director of Advanced Legal Education and during the past year the Council has embarked on an intensive programme of further and continuing education for pupils and young barristers. We attach herewith as Annexure A a summary of topics thus far covered and Annexure B is a plan for future events from April to July 1999. The Director of Advanced Legal Education is presently in the process of preparing a paper for the evaluation by the Bar Council of the programme thus far with a view to considering whether to make the lectures, workshops etc compulsory for pupils and the possibility of an exit examination at the end of pupillage. For the Panel’s consideration, I annex marked C a summary of new admissions to the Bar over the past five years. -

With the leave of Cheung CJHC, granted on 26 October 2015, the Secretary for Justice appeals the sentences imposed on the respondent on 2 October 2015 by District Court Judge Woodcock in the District Court following the respondent’s pleas of guilty to a charge of dangerous driving, contrary to section 37(1) of the Road Traffic Ordinance (“the Ordinance”), Cap. 374 (Charge 1) and a charge of driving an unlicensed vehicle, contrary to section 52(1)(a) and (10)(a) of the Ordinance (Charge 2). In respect of Charge 1, the respondent was sentenced to a fine of $30,000; ordered to be disqualified from driving for 18 months and to attend a driving improvement course.
