INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION (i) Identification of project and project proponent. In case of mining project, a copy of mining lease / letter of intent should be given. M/s Lepakshi Stone Crusher possess a Quarry Lease for Road Metal over an extent of 0.607 Ha (1.50 acres) in Sy. No Sy.No. 401/B (P) of Kondakavuru Village Narasaraopeta Mandal, Guntur District. The Lease was in force up to 07.05.2016. M/s Lepakshi Stone Crusher Mg.P. G.Leela Krishna Murthy has filed 1st Renewal of quarry lease application for grant of Road Metal over an extent of 1.50 Acres in Sy.No. 401/B(P) of Kondakavuru Village Narasaraopeta Mandal, Guntur District for a further period of 15 years. The said aoplication has been received by-the Asst. Director of Mines and Geology, Guntur on 09.05.2016. The Asst. Director of Mine and Geology, Guntur vide File No.2517/Q/2016 dated 16.07.2016 stated that, The applicant failed to apply the renewal application within a period of 90 days before expiry of the lease, the Asst. Director of Mines and Geology, Guntur has submitted proposals recommending for grant of quarry lease for Road Metal over an extent of 1.50 Acre in Sy.No. 401/B of Kondakavuru Village, Narasaraopeta Mandal, Guntur District for a period of 15 years in favour of M/s Lepakshi Stone Crusher Mg.P: G.Leela Krishna Murthy treating it as fresh application subject to satisfaction of all the terms and conditions laid down under AP MMC Rules,1966. After careful examination of the proposals of the Asst. Director of Mines and Geology, Guntur, the Deputy Director of Mines and Geology, vide notice no.3858/Q1/2016 dated 23.07.2016 has agreed and issued in principle grant of lease for Road Metal over an extent over an extent of 1.50 Acres in Sy.No. 401/B(P) of Kondakavuru Village Narasaraopeta Mandal, Guntur District for a further period of 15 years in favour of M/s Lepakshi Stone Crusher subject to the submission of Approved Mining Plan within a period of 6 months and also submission of Environmental Clearance from DEIAA and CFE, CFO from A.P.Pollution Control Board. (Annexure-I) (ii) Brief Description of the Nature of the Project. Project is Road Metal Quarry located in an area of 0.607 Ha. Road Metal of 6042 m3/Annum is produced by means of conventional method of opencast mining through drilling, blasting, loading and shifting through dumpers/tippers before crushed. (iii) Need for the Project and its importance to the country. The newly formed Andhra Pradesh state Infrastructure Mission aims for the creation of a well-planned and seamlessly integrated infrastructure within the State. Road Metal is used to lay beds for roads and foundations; used on pathways and ornamental gardens. Smaller stones as well as lower-quality stones can also be used in cement and blacktop applications as it adds strength. (iv) Employment Generation (Direct and Indirect) Due to Project. The direct employment potential of the project is 20 persons. 3. PROJECT DESCRIPTION (i) Type of Project (including interlinked and interdependent project, if any) The proposal is for production of 6042 m3/Annum of Road Metal from ML of 0.607 Ha adopting conventional method of opencast mining through drilling, blasting, loading and transportation through dumpers/tippers before crushed. (ii) Location (map showing general location, specific location and project boundary & project site specific layout) with coordinates. M/s. Lepakshi Stone Crusher – 0.607 Ha is located at Sy. No. 401/B, Kondakavur Village, Narasaraopet Mandal, Guntur District of Andhra Pradesh. The Quarry Lease Area is a part of the Survey of India Toposheet No. 65/D/4. The site falls between 1) 16° 7'55.43"N - 80° 2'42.94"E, 2) 16°7'53.85"N - 80°2'41.78"E, 3) 16°7'53.86"N - 80°2'39.06"E 4) 16°7'55.60"N - 80°2'37.96"E, North latitude and East Longitude with an average altitude of 88 m above MSL. Nearest railway line connecting Guntur - Nandyal of South Central Railway line, at a distance of 9.2 km to NNW direction from the Quarry Lease Area. Guntur is major town at a distance of 45.7 km in ENE direction. The National Highway (NH-5) connecting Guntur – Ongole at a distance of about 13.6 km in SE direction, The State Highway (SH-45) connecting from Narasaraopet – Chilakaluripet is at distance of 8.0 km in ENE direction. The State Highway (SH-50) connecting from Narasaraopet – Vinukonda is at distance of 6.0 km in NW direction. The nearest railway station is Munumaka RS at 9.3 km in NW direction. There are no wild life sanctuaries, wild life sanctuaries, elephant/tiger reserves within 10km radius of the study area. Uppalapadu Bird Sanctuary – 53.5 km – ENE Nearest Settlements from the Quarry Lease Area Kattubadiwaripalem – 1.7 – E Pamidimarri – 2.2 km – WSW Kondakavuru – 1.3 km – W Nearest Reserved Forests from the Quarry Lease Area Ellamanda RF – 1.6 km – N Uppumagulur RF – 5.8 km – S Salient features of Quarry Lease Area are given in Table – 1 (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. MINES No alternate sites are considered as the project is site specific. (iv) Size or Magnitude of operation. 6042 m3/Annum of Road Metal production. Project Description with Process details (a schematic diagram/ Flow chart showing the project layout, components of the project etc. should be given. The mining will be carried out in an area of 0.607Ha. Road metal in the quarry area is excavated by conventional method of opencast mining which will be semi-mechanized and on single shift basis. Because of presence of hard and competent rock mass, drilling and blasting will be performed for loosening of the rock mass. The material in the quarry area is excavated by conventional method of opencast mining through drilling. Blasting, loading and shifting through dumpers/tippers before crushed. Mine is operated for 25 days in a month and 250 days in a year. (v) Raw Material/ Consumables Required along with estimated quantity, likely source, marketing area of final product, mode of transport of raw material and finished product. Kondakavur area is enriched with stone which is hard in nature. Since the hill track is boulder in nature, jointed & fractured, about 90% of the total excavation will be subjected to drilling & blasting for loosening fragmentation for ease in production and remaining is excavated directly by the machine and 100 kg of explosive will be consumed. Powder factor is found to be 6 t/kg of explosive (vi) Resource optimization/ recycling and reuse envisaged in project, if any, should be briefly outlined. None (vii) Availability of water, it’s source, Energy/power requirement and source should be given. Water requirement is 10m3/day (max) and the same is purchased from local sources No Mining activity is involved during night times. (viii) Quantity of wastes to be generated (liquid and solid) and scheme for their management / disposal. No Waste generation from the mine is expected. 4. SITE ANALYSIS i) Connectivity The National Highway (NH-5) connecting Guntur – Ongole at a distance of about 13.6 km in SE direction.The State Highway (SH-45) connecting from Narasaraopet – Chilakaluripet is at distance of 8.0 km in ENE direction.The State Highway (SH-50) connecting from Narasaraopet – Vinukonda is at distance of 6.0 km in NW direction.The nearest railway station is Munumaka RS at 9.3 km in NW direction. ii) Land Form, Land use and Land Ownership Total mining lease area is Government land (0.607 Ha). The total quarry lease area of 0.607 Ha comprises of Govt. waste land. There will be a permanent change of land use. The quarrying activity will leave excavated area part of which will be reclaimed by plantation/water reservoir based on the mining depth at conceptual stage The mining is carried out in an area of 0.607 Ha. No Waste generation from the mine is expected. iii) Topography along with maps The topography of the ML area varies from 86 to 100m RL with surface relief of 14 m.
