ur campaign slogan sums up in one simple short phrase our mission for OGovernment. We want to give each one of our citizens a guarantee that they have a place and a part in this country. It is theirs to build and theirs to benefit from what it can offer.

Our declarations about national unity, good government, opportunities and justice are all enshrined in that phrase. It is your country. We want you to own it.

This is also a call for responsibility and your willingness to serve this country, because when something is yours, you will take care of it, protect it and make it the best that it can be.

This manifesto sets out our principles and our goals for Government. They are what will enable us to make a well-governed country. What is unique for us, and which only an LDS Government can bring, is a new spirit and a new approach to government.

Our country is entering a new era.

Today, we can be happy and proud that we have put Seychelles back on the path of freedom and democracy. Our people know they can speak and be heard; they know their rights as human beings and citizens.

Our recent history has shown that ‘Change’ is not an empty political slogan if it’s for something you believe in, but a real goal which makes a difference. We are beginning to see that difference.

This gives us hope that we can and will make Seychelles, small as it is, a great country with good government, working together for prosperity and progress.

The reason why the coming Presidential election is of such great importance is that it is the moment to put Seychelles firmly on this new path, with no turning back.

This will be an era of new challenges, I am sure. We cannot escape the crisis that we face immediately with the Covid-19 pandemic. But challenges will always be there and we will find the strength and resources to overcome them.

The Government that I will lead will be conscious that we are not there for ourselves but for our country and people. We will start on a clean page, with respect for the rule of law, for the democratic institutions that we have worked hard to bring into being, with a commitment to justice and fairness. We will keep what is good and safeguard your rights and benefits.

It will be a Government of decision and action. We will move resolutely to surmount the challenges and bring an era of new opportunity, based on the fact that Seychelles belongs to all its children and that the future of our country is in our hands today.

We need a President ready to consult and bring all parts of our nation together to forge a unified national response. We need to mobilise all Savailable resources and to use them carefully to assure the standard of living and well-being of our people into the future.

Wavel Ramkalawan is a leader who has forged an enduring political movement which has returned Seychelles to democratic governance. He has led the way in creating national intuitions to support the rule of law.

As Leader of the Opposition Wavel has been a champion of the rights of Seychellois and has workerd tirelessly to make Seychelles a better country for everyone. He has also forged a network of contacts among emerging leaders in the region, in Africa and in the world.

Presidential candidate has nominated Ahmed Afif to serve as Vice-President. Ahmed Aff brings great expertise in financial administration and years of experience in public affairs.

Wavel Ramkalawan and Ahmed Afif will lead an Executive team committed to good governance, responsible management and effcient delivery of services.

Government Based on Best Principles DS is committed to the best principles of Government. Through their work as responsible leaders in the National Assembly, Wavel Ramkalawan and Ahmed Afif have been continually attentive to the needs and aspirations of the people Lof Seychelles. They will lead a government based on the best principles. v National Unity The commitment to national unity is part of what we are. As we face the gravest crisis since the return of multi-party democracy, forging national unity is of paramount importance. This means consultation and combining resources and effort. An LDS Government will bring parties and groups together for a unified national response to the Covid-19 crisis and to national development. v Promoting opportunity The future depends not only on government but on people working in a climate that encourages initiative and resourcefulness. Good government says ‘Yes’ to good ideas and actively plays its role as facilitator. Our Government will be open and receptive to development proposals and respond to them speedily. vEfficient delivery of services Government is there to serve and its organisations must respond promptly to people’s rights and needs. The LDS Executive will promote readiness to assist and provide services to which our citizens are entitled. v Accountability and Transparency The LDS government will hold truth as a necessary condition of government and will be transparent in its decisions and actions. It will be accountable to the people it serves. v Justice and Fairness We hold firmly to the belief that all Seychellois have the right to justice under the law and equal consideration in the way we govern. We will be ready to serve everyone without consideration of personal interest or political affliation. vThe Rule of Law It must be a cardinal principle of our democracy that the law is supreme and applies to everyone. There cannot be exceptions for privileged individuals. This principle must remain at the core of all Government policies and programs.

The LDS and its founder parties haveM made a great contribution to returning our country to democracy but there is still much to be done to set it firmly in our system of Government. We also have to anchor the principles of good governance so that they become the norms that will be accepted and expected. vConsultation and communication Our Government will rely on consultation to build unity and to establish the best courses of action to meet the challenges we face. We will set guidelines for Government organisations to engage in meaningful consultation at appropriate levels on key issues and to maintain effective communication practices to ensure that people remain informed and engaged in the work of government. v Fixed election dates The LDS Government will continue to review our Constitution and laws so that they answer to our democratic aspirations. We will nstitute fxed election dates for both Presidential and National Assembly elections so as to establish certainty and stability. Elections must not be manipulated to serve political ends. v Meaningful Local Government LDS will review the options and proposals for Local Government and introduce the necessary legislation for the system that will best serve our particular circumstances and ft in with other structures, namely the Executive and the National Assembly. We will have Local Government that is purposeful, with a primary role for the elected MNA as the leader of his constituency. v Eliminating Corruption It is clear that corruption has undermined government and society in our country. It has betrayed the principles of good governance, the rule of law and justice and fairness in access to opportunity. We will not allow our Government to fall into this blight and will encourage all institutions who have a role to play in fghting corruption. Cases of corruption will be investigated according to the law and following due process. - 8 - General Elections 2020

Sovereignty, Territory and Citizenship DS is committed to defending our sovereignty over the whole of our territory and will not engage in any policy or relationship that compromises this position. Likewise, we hold that citizenship is a precious right to those who are Lentitled but not to be dispensed for political, business or personal reasons. We will take the necessary steps to engage our institutions to safeguard the aspirations of the people of Seychelles in these areas. vWe are a big country Our country is much more than just the main islands. It is all our islands and the seas surrounding them. We need to adjust the concept of our territory to reflect this. Our Government will seek to have a presence, by civilians or government authorities, on all our islands and to be in control of the seas around them. This means we will deploy available resources for security and to promote economic activity. We will make all our territory one big country. v Residency for economic purposes We will establish a program to give permanent residency in the national interest for economic or cultural reasons. This will permit investors or any other persons contributing on long term projects for national development to have security of residence. The program will also apply to spouses of Seychellois citizens to allow them to live and work without hindrance and burdensome administrative procedures.

he Covid pandemic has brought a crisis of multiple dimensions. LDS will make this the urgent priority of its Government and immediately set to work to ensure safety of our citizens and economic recovery. We will use this as an opportunity Tto rebuild our economy. v An inclusive unified response The LDS Government will reform the High Level Committee on Covid-19 into a body of leaders and technical experts to forge our response to the crisis. Consultations with all parties are a key to defining the right policies and programs and to ensure their successful implementation. v Ensuring health and security To safeguard the health of our population, we will maintain policies for a careful opening to international travel and strengthen measures for containment of infection if it occurs. We will ensure implementation of guidelines for the tourism sector and best practices for our population. To secure recovery of our tourism industry and make Seychelles safe for residents and visitors alike, we will introduce rapid testing for all visitors on arrival and reinforce follow up checks. We will prioritise budget allocation for health to ensure we have adequate resources to respond effectively to the pandemic including making provision for the prompt purchase of vaccines or treatment when they become available internationally.

- 10 - General Elections 2020 v Social Stability - Securing Jobs and Welfare The LDS Government will take necessary measures to maintain social stability, ensuring essential personal income by securing jobs, undertaking a targeted social welfare program and assisting businesses to continue operating while adapting and diversifying. Ths will include signifcant efforts to re-skill where jobs are lost and renewed measures for localisation of posts. v Planning for the longer term Our Government will make a longer term plan for answering the Covid challenge. We will engage expertise to assess the impact for the next three years and clearly mark out the measures that will be necessary in various sectors. This will be vital for the management of our fnancial resources to sustain the country towards full recovery. v Marshalling Financial resources Bringing together the necessary fnancial resources is the most important element in achieving revovery. The measures we will take for this will be : • Undertake a comprehensive audit of the national financial situation to take stock of government revenue, reserves and national funds • Engage with the private sector to secure their contributions • Work with technical experts to set up mechanisms for new investment by Seychellois here and overseas • Renegotiate our foreign debt obligations • Establish a program to pursue recovery of stolen assets • Engage with international development partners to fund new development initiatives which will boost economic activity. v Building a new economy The Covid emergency is recognised as a very serious blow to economic stability but also an opportunity to rebuild our economy with new initiatives that re-evaluate opportunities locally and internationally. To pursue this goal, the LDS Government will target: • Diversifcation into areas with potential for sustainable development and growth • Setting more ambitious targets for self-suffciency and import substitution • A drive to realise export potential for traditional and new products . v Management of Foreign Exchange Reserves Our Government will work closely with the Central Bank of Seychelles to safeguard the country’s foreign exchange reserves while limiting further depreciation of the Seychelles Rupee to curb infation that would impact negatively on the cost of living. - 11 - General Elections 2020

Our vision for Seychelles is that we must follow this path. This means fitting our economy Hinto the region and beyond, to benefit from our comparative advantage in location and level of development. This goal is far-reaching and will only be achieved with long term effort. But every journey has a starting point and our Government will begin laying the groundwork for this.

v Regional trade The potential benefits of developing regional trade have been spoken about often but little has been done to realise them. We will place this goal within the mandate of the Government ministry responsible for trade and promote private sector efforts in that area. - 12 - General Elections 2020 v Investing in the region Seychellois entrepreneurs have the resources to take advantage of investment opportunities in regional countries. We will facilitate this with an appropriate framework of bi-lateral or multi-lateral agreements and administrative support. v Developing a Digital Economy Information technology business opportunities are not limited by national boundaries. There is vital opportunity for our young entrepreneurs in this area. We will set up the necessary platform for them to come together and to develop their capacity to compete for these opportunities regionally and internationally. v Realising new export potential Developing niche markets for Seychelles branded products can make a contribution to foreign exchange earnings. Our Government will set up the appropriate platform to promote enterprises that achieve this. vSecuring the future for Air Transport Our Government will be commited to maintaining a national airline but will need to place it on a secure path for the future. Our air transport operations need to re-focus on the region as the most advantageous area for sustainable growth rather than in long-haul competition with the major airlines of the world. Our Government will aim to re-structure air transport with this focus, with greater consideration for cargo capacity as well as passenger transport.

he Public Service is the vital enabling arm of Government. Only with an effcient organization to implement policies and administer programs, will the executive be able to deliver on its pledges. The LDS Government will be committed to a Twell-organised and dedicated Public Service. We will ensure conditions that make it a career of choice, with practices that will win trust.

v Professionalism, not Politics The LDS guarantees all persons in the Public Service that their jobs are secure and will not be affected by a change of Government. It will end once and for all the intrusion of party politics in the Public Service, whether in relation to position and advancement or in terms of service to the public. We will make professionalism the guiding philosophy of the Public Service. v Efficient Delivery of Services The Department of Public Administration will review public perceptions and organisational practices, and issue clear appropriate guidelines for better delivering services to the public.

- 14 - General Elections 2020 v Training - A Public Service College The Department of Public Administration will run a training school for persons recruited into the Public Service with the aim of promoting the values, principles and capabilities that are the foundation for good service. Serving offcials will be able to upgrade skills and practices, which will also be a basis for career development and promotion. v Clarity on career prospects and promotion Our Government will formulate clear schemes of service with advancement based on performance and merit to encourage professionalism and retain our professionals in a career for life. vAccelerating E-Government Greater use of digital platforms will raise the level of access to information and to government services. We will pursue the goal of electronically connecting government organisations to share information and collaborate more effectively. This will also facilitate interactions between members of the public and Government.

vDecentralisation of Services The LDS government will facilitate the decentralisation of administrative and business services by promoting public and private development of facilities in our commercial centres and main communities. To make decentralisation cost- effective, government services will be consolidated so that one offce can can act for or be the liaison for a number of government organisations.

v Government Offices for Praslin and La Digue Decentralisation will be a special priority for our secondary islands of Praslin and La Digue. They face additional costs and inconvenience in accessing Government services located only on Mahe. We will be committed to setting up offces on the two islands for Government organisations which the public need to access, to serve business and personal needs.

PMS 294c PMS 122c PMS 1795c PMS 356c PMS 3545c Raising Income - Sharing Prosperity e are labelled as a High Income Country but this does not apply to the large majority of our citizens. Our program for Government aims to make the Wlabel meaningful for everyone. 1. Improving salaries and pensions Our Government will be committed to improving salaries in the public and private sectors in line with economic growth. We will undertake periodic reviews to keep salaries and pensions abreast of the cost of living and increases in national income and government revenue.

2. Lower Taxes We can lower taxes if everyone pays his fair share. Our Government will take measures to achieve full collection of taxes, dues and all revenues from state facilities. We will enhance the capacity of the Seychelles Revenue Commisison to collect taxes more effectively.

3. Rewarding jobs We will direct investment in key sectors and diversification of our economy to ensure that Seychellois, especially young people, have access to rewarding jobs. The areas we will target are: - Tourism attractions and facilities - Environment, nature protection and clean energy - IT and financial services - Food production and processing.

4. Protection for Seychellois Professionals and Business The LDS Government will be determined to secure advancement for trained Seychellois in our main industries, especially tourism. We will protect businesses for Seychellois by ensuring that designated categories are not encroached upon by foreign businesses. We will require adherence to conditions applicable to foreign investment projects.

5. Holding down the cost of living Our Government will take new measures to bring down the cost of commodities by reviewing the business practices of the Seychelles Trading Company (STC). The main targets will be to reduce operating costs and to source goods with better price advantage. We will also take measures to hold down costs in utilities, communications and banking services. - 16 - General Elections 2020

Security - Responding to Today’s Needs

he LDS government will be committed to the readiness of our security forces to preserve our democracy, ensure its stability and the safety of all its territory and persons on it. It will be our duty to ensure the independence from political Tinfluence of our Armed Forces and Police and to respect the right of all their personnel to a secure career. v Police – A Trusted Force Providing Service to Communities We will build our Police into a force that is respected and trusted by everyone, with professionalism at every level. Conditions of service must be comparable to other felds to attract capable recruits and offer a lifetime career to members of the force. We will require our police force to be more responsive to the needs of our communities in preventing crime and assisting persons in need. We will provide the guidance and support for the force to be more effective in combating drug traffcking and growing threats such as internet-related fraud and exploitation of minors. v Re-aligning the role of the Armed Forces Our security needs, both internally and externally, have changed and we will re- align our institutions to meet them better. We will deploy the Armed Forces to protect our territory against evolving threats which include illegal fishing, drug smuggling and piracy. These tasks implicate a redefinition of the role of the various units with clear demarcation of responsibilties. v A Career Path Service in the Police and Armed Forces will be made more attractive by providing a path for career development that will enable members to move to rewarding jobs after service. This will contribute to development by providing skilled and trained manpower in various sectors. - 17 - General Elections 2020

PMS 294c PMS 122c PMS 1795c PMS 356c PMS 3545c Seychelles - Open for Business conomic prosperity depends on a dynamic private Esector that is innovative and enterprising, making the most of what our country offers but also looking beyond our borders for opportunities. Our Government must be a fair regulator and an active facilitator, ensuring the right legal framework and fair conditions for everyone. v Certainty with fair and transparent regulations Our government will ensure that our laws and regulations are clear, fair and equitable for all actors in the economic sector. Investors must know the conditions to establish and operate a business. In return we will require that they remain compliant with conditions in law or in the terms of their business. v Ease of doing business We must be there to facilitate and clear the way for entrepreneurs, remove bureaucratic hurdles and smooth procedures for those doing business. A Business Promotion Agency will be a one-stop shop for entrepreneurs. Processes for consideration and approval of business ventures will be simple and straight forward and the Agency will facilitate procedures with other government organisations to meet the requirements for doing business. v Opening for new activities While we strengthen and support our existing industries towards realising maximum benefits for the country, we will move beyond the familiar and facilitate new activities that will contribute to building a new economy, in particular to support self-suffciency and generate export revenue. Targeted areas for this goal will be manufacturing, ICT and Financial Services. - 18 - General Elections 2020 A New Future for Tourism

ourism has to remain a vital industry but we have to take the opportunity to put it on a new footing. We cannot rely on expansion of the number of visitors, which is unsustainable in the long term, to increase benefits from this sector. TInstead we need to focus on adding value to our product.

v Achieving a distinct label for Green Tourism. We must shape the image of our country as a unique destination with nature and environmental preservation as a foundation for our appeal and reputation. This means undertaking and supporting significant work in nature conservation which we can showcase to earn the label of green tourism.

v Diversifying our attractions. The few attractions with appeal to visitors that we have relied on for years risk being over-exploited. We will aim to create new attractions which will add value to our tourism product and enhance our earnings from it. New profitable attractions can be developed on our main as well as secondary islands.

v Making Victoria a valuable tourism asset. We will promote a reconfiguration of our capital with a central area devoted to culture and entertainment, but also showcasing nature with our unique fora in open air sitting areas. It will be a zone without personal vehicular traffc but with a managed eco-friendly transport system, containing expanded facilities for residents and visitors to enjoy cultural activities and entertainment.

v Ensuring value - Attracting repeat visitors and special groups We will lead a drive to esnure value of the Seychelles holiday with attention to cost of services, security, noise and public facilities. This will be a key factor in attracting repeat visits and special groups such as retirees and pensioners, conferences and meetings, and groups with environmental interests. - 19 - General Elections 2020

PMS 294c PMS 122c PMS 1795c PMS 356c PMS 3545c Making Fisheries A Top Industry ish is our principal tangible resource, and marine resources in general represent areas that can contribute to diversification Fand economic growth. Our goal is to make fisheries top ranking industry, to increase foreign exchange earnings while strengthening self-suffciency. The LDS will have a Ministry with dedicated responsibility for Fisheries to guide growth in this area while strengthening the Seychelles Fishing Authority to implement activities effectively. v Increase Seychellois ownership in industrial fisheries. We must realise a greater share of Seychellois ownership of industrial fisheries. We will push for expansion of the semi-industrial fishing which Seychellois entrepreneurs have launched recently, towards larger scale industrial production, with ownership of our own fishing fleet. Seychellois entrepreneurs have the capacity for investment and management which will allow us to make an entry into this sector. v Better organised services & marketing There is a great need to better organise services required to support industrial and artisanal fishing, and the marketing of their production so as to increase effciency and benefits. We will undertake to resolve the shortcomings that exist. v Adding Value - Increasing export earnings We can realise more earnings from export with more value added products. Our Government will promote enterprises which focus on higher value exports from both artisanal and commercial fsheries. We will immediately launch a survey of potential markets for such products as dried fsh, tuna loins and other packaged fsheries products. v Using our outer islands Fishing enterprises based on our outer islands will allow us to expand high-value catch, and facilitate handling and processing. Our Government will set up facilities that will provide a base for these enterprises. v Promote mariculture The LDS Government will more actively promote and support ventures in mariculture. The Coetivy prawn farming project showed us that this is possible. It failed not because of technical issues but because of corruption and financial mismanagement. Other products will be identified to enlarge the scope of activities in this sector. - 20 - General Elections 2020

Growing Agriculture Into A National Enterprise griculture has been marginalised as an industry. We must enlarge its role into a national enterprise, as a sourceA of livelihood, economic gain and a hobby of choice. This sector must make a greater contribution to self-suffciency and import substitution. Its potential to contribute to foreign exchange earnings must also be taken seriously. The LDS Government will deliver on this vision by supporting farmers to expand existing operations and increasing the land area under cultivation. v Protect agricultural land. Our Government will legislate protection of agricultural land. It will review our land use plan to identify areas with agricultural potential, engage in their development and ensure against encroachment. vRehabilitate our hillsides and forests. A large part of the land surface of our main islands has been taken over by invasive species. We will launch a national effort to clear out such species and restore useful, desirable and benefcial vegetation. This goal also coincides with our mission for safeguarding our natural environment. v Expand commercial viability of crops and livestock. We will raise agriculture production to a new level with the development of crops and livestock on a larger commercial scale to achieve a greater level of food security, import substitution and export. There is potential for products that have significant commercial value and for which markets exist such as coconut, cinnamon, vanilla and honey. v Use our outer islands. Our outer islands represent a large part of our territory and a considerable part of our land surface. We will integrate them into a national plan for agricultural development, alongside development of other sectors such as tourism and fisheries. - 21 - General Elections 2020

he Covid-19 pandemic has challenged us to rethink economic strategies. Seychelles must seek new opportunities and engage in activities to give a broader base to our economy. It is recognised that businesses must leverage Tinformation technology and connectivity to drive effciency and growth. The LDS Government will pursue this by promoting endeavours in information technology and financial services. It is recognised that we can have the comparative advantage of a young workforce keen to enter into this field and a convenient geographical position. We will make the digital economy a vital component of the next phase of economic growth. As the world moves on in the digital age, our country cannot be left behind. v Ensure legal and administrative framework The LDS Government will give more support to the financial services sector. We will keep abreast of developments and ensure our laws and regulatory framework are always up to international standards to safeguard the credibility of our jurisdiction. All Government organisations concerned with this area will have designated personnel to liaise with and support the offshore financial services sector.

- 22 - General Elections 2020 v Lead a drive to expand services Our Government will establish a high-level task force comprising of key Government agencies and private sector representatives to formulate and implement strategies to develop Financial Services as a strong pillar of our economy. v A new platform for ICT entrepreneurs We will set up a platform for ICT entrepreneurs to pool talent and resources to offer innovative services locally and internationally. A task force will explore opportunities and guide our Government in developing a plan to promote viable projects. v Bringing down communication costs Internet communications are a vital necessity for modern business, for social connectivity and for personal entertainment and development. We will engage with the service providers to bring down costs as a priority.

PMS 294c PMS 122c PMS 1795c PMS 356c PMS 3545c Education - The Key To All Doors ll our national endeavours depend on achieving a high standard of education whichA will make our young people competent participants in a modern economic system and responsible citizens. v Consultation and Review There is a need to review policies and practices but we bear in mind that no reform can succeed unless it is led by those who are directly involved, the educators themselves. Our Government will prioritise consultation and enable schools to lead the way in undertaking reforms. v Revaluing the role and position of the Headteacher Headteachers must lead the effort to drive the school to high performance. They must assume the role of CEOs of effective organisations. There must be a new effort to engage all parties in improving the learning environment and new initiative to separate ability groups so as to achieve a high level of performance by those capable. v Achieving higher standards - Special attention to Maths While a high standard of performance is important for all subjects and remains the foundation for a breadth of knowledge and skills, we will give special attention to improving standards in Maths, which has been recognised as an area of under- achievement. Success in this subject will contribute to achievement in other areas such as Science and ICT which are essential for a modern workforce.

Culture - Enriching Life And Srengthening National Unity he multi-ethnic diversity of the Seychellois people, living with respect for one another, is a model for the world. Our heritage is from three continents but we have a unique culture and we are proud of it. But culture is not only about Ttraditions and customs, it is also about intellectual development, the dissemination of ideas and promotion of values. LDS is conscious that culture is an important tool for individual well-being, community development and national unity. We will therefore be committed to supporting the cultural life of the nation and the people who are engaged in cultural activities. v Support for clubs and associations With the particular aim of ensuring self-development by engaging our young people in appropriate activities. the LDS Government will broaden the scope of engagement of the Department responsible for Culture to support more actively associations and clubs in cultural areas such as literature, theatre, arts and music. We will support and enhance personal devlopment in these felds through extra- curricular programs using school and community facilities. v Securing the livelihoods of artists and performers We will adopt policies and schemes to assist artists, performers and craftsmen to earn a good living from their work. This will include support of marketing and sales for arts and crafts, and protection from foreign crafts competition. We will assist in securing entertainment opportunities in tourism establishments and venues for our performers. v A National Art Gallery and Museum A National Art Gallery and Museum is a long overdue institution. We need to make a start. This will serve to showcase talent and effort, provide a commercial outlet and also an attraction for visitors. It will preserve and showcase the creative spirit of our people to leave an enriched heritage for future generations. Our Government will direct the National Arts Council to launch the project in an available location, with works that will be donated or purchased from a fund set up with the participation of private donors.

eychelles is blessed to be free of the many diseases that diminish individual well-being, reduce economic productivity and are a burden on social programs in many countries. We will be committed to responding to our health challenges withS prevention and treatment that will improve national well-being. v Accelerating E-connectivity for health services The program to connect health care services and facilitate sharing of information needs to be fully implemented. Our Government will ensure that we make speedy progress to achieve this goal. v Partnership wih the private health sector Our Government will promote cooperation with private practitioners to improve access to and speedy delivery of primary health care as well as specilaised services closer to our communities. v Freeing our specialists - Recruiting health service managers We will recruit health service managers to allow our highly-skilled specialists, to focus on the work they have been trained for and which is critically needed by our population. v Quality health care : Modern specialised facilities We will push forward with the goal of setting up a new hospital with up to date facilities for specialised treatment of diseases that we presently seek overseas, notably cancer and cardio-vascular diseases. This will make such treatments accessible to all who require them at lesser cost. It will also open these services to international demand. v Promoting healthy lifestyles It has been recognised that the diseases which most affect our population can be lessened with healthier lifestyles. We will strengthen education to support this goal in schools and public awareness programs. A Future Without Dangerous Drugs

rug abuse is our most pressing social problem and needs concerted attention and action. We cannot build the future we want without eliminating the scourge of dangerous drugs in our country. We will bring the political will Dand determination to achieve this. v A High-Level Commission to coordinate strategies Our Government will immediately set up a high-level Commission to be chaired by the President with political, legal, law enforcement, educational and social representation to set out coordinated strategies to combat the threats from dangerous drugs. It will set out within one year an action plan to achieve the targets set out below. v Stopping Imports and trafficking Our Government will be resolute in the effort to stop the import and traffcking of dangerous drugs. We will be committed to more effective enforcement of laws and anti-drug operations by the mandated authorities. v Effective drug rehabilitation – More than methadone The LDS has been consistent in supporting a methadone program as part of the effort for harm reduction and treatment. This will continue. However, this is only one element of an effective program. It will be reviewed to ensure that it is managed under medical supervision in combination with counselling, other therapy and rehabilitation programs. v Better educational programs – Parental engagement The effort to stop drugs must start early in the home and in schools. Parents and educators must be aware of the threats to those under their care and consciously use guidance and infuence to protect them. This is necessary for economic development because our main industries, fisheries and tourism, rest on sustainable exploitation but it is also to preserve the qualityS of life that we enjoy. The LDS Government will make environmental policies and actions central to all development so as to ensure that we preserve and enhance our natural heritage and secure our bio-diversity assets. v Commitment to a clean Seychelles Our Government will rally the nation for a commitment to keeping our country clean and beautiful. We will achieve this through education, publicity campaigns, enforcement of regulations and community action. - 28 - General Elections 2020 v Better waste management We must rise to the urgency in managing waste with stronger policies on the durability of goods imported, and sorting and treatment of waste to permit effcient recycling. We will strengthen restrictions on importation of plastic that cannot be recycled and actively promote available alternatives for packaging and carriage of goods. v Clear invasive species The landscape of our main islands is being disfigured by invasive species and beneficial vegetation is being destroyed. We will set up a scheme with the collaboration of civic groups, volunteers and available labour to rehabilitate our hillsides for the benefit of agriculture, tourism and nature protection itself. This is a long-term task but we have to make a start. The program will target a set number of specific areas each year, in line with available resources. vCreate an Environmental Protection Agency Responsibility for nature and environmental protection actions is presently spread over several organisations. An EPA will ensure co-ordination and implement actions effectively. v Accelerating the drive to renewable energy: A showcase project We will be committed to the transformation of our energy sector towards renewable alternatives. We will establish a showcase project with a village suitably located on one of our islands to be reliant entirely on renewable energy and rain water harvesting, for it to be a tourist attraction as well as to demonstrate the commitment to this goal. We will promote transformation of our energy use to renewable sources.

very Seychellois is entitled to a home appropriate to his or her family and personal circumstances. It is the responsibility of Government to facilitate this right while individuals prepare to meet the responsibility for themselves Eand those dependent on them. The allocation of land or housing must be free from political consideration and clear to all. The path to home ownership must be open and fair.

v Ensuring the right to a home The LDS Government will uphold the right of every citizen to a home while also emphasising the responsibility of everyone to meet their responsibilities in achieving this goal. We will commit resources to meeting the housing needs in a fair and equitable way, and increase the pace in which our country meets its housing needs in the various categories of rental and self-owned houses.

v Land for those ready to build The LDS Government will review land available for home building and open new areas for persons ready to undertake their own construction. For this purpose, we will review the points system for land allocation to not hinder those with their own resources and ability to move forward with their construction. - 30 - General Elections 2020 v Redevelopment of family homes into double units The LDS Government will propose a scheme with incentives for extension and redevelopment of family homes into double units. While helping to address the need for land, this will also support extended families to be close to and support elderly parents. v Land for business - Clarity and fairness Government policies on allocation of land for business must give a fair chance to all, especially new entrepreneurs. We will bring transparency in the process of allocation and ensure that the conditions are adhered to, so as to prevent abuse and unfair exploitation. vEngage private enterprise in home building Our Government will invite and facilitate schemes for private entrepreneurs to engage in housing development for sale or rental at pre-agreed costs per housing type. The main objective will be for private financing to play a larger role instead of being dependent on state financing. We are confident that construction companies especially will be ready to engage in such schemes. Government itself will be a client for housing for allocation to families unable to undertake their own construction, with the aim of meeting the needs of its social program. v Office dedicated to assistance in home construction In order to lessen bureaucratic procedures, we will have an offce dedicated to assist in the diverse aspects of home planning and construction, aiming especially to serve young people looking for their first home. These services will include advice on savings schemes, planning construction, applications, financing and contracts with builders. v Government Street Government organisations presently occupy space in several buildings, which is costly and competes with the private sector for location. The LDS Government will construct what is necessary to house all ministries and main organisations in one area of our reclaimed islands so as to free space for private sector expansion.

ur Government will be commited to a planned program of investment in infrastructure to build up the country’s capacity for business and make life Oeasier for our citizens. v Adaptation to Climate Change The threats from climate change have become increasingly apparent and are becoming urgent. Our Government will review plans to mitigate the effects of climate change and address the issues which are already apparent such as coastal erosion and damage of coastal roads.. We must also bring expertise together to prepare a long-term plan for adapting building and land use practices in response to the threats.

v Improving road circulation Easing traffc congestion is a priority. It will cut down on costs and contribute to productivity . The LDS Government will immediately undertake an expert study to formulate strategies to improve traffc fow with practical measures that are not costly such as roundabouts, additional traffc lanes and pedestrian overpasses while we plan for a modern mass transportation system for the future. v Parking in Victoria and commercial centres Adequate and convenient parking space in Victoria and commercial centres such as the Providence Industrial Estate will ease traffc fow and beneft those who use these centres. Planning regulations for building in the commercial centres will include the requirement for parking space in proportion to their level of occupancy. v Decentralisation of services The LDS government will facilitate the decentralisation of administrative and business services by promoting public and private development of facilities in our commercial centres and main communities. v Expanding renewable energy Clean renewable sources are the future in the provision of energy for our industries, businesses and homes. Our Government will set policies for energy production to be included in infrastructure and building development as well as promote projects which will increasingly allow the country to turn clean energy. This will support our goals for environmental preservation and more self- suffciency. v Projects to improve communities Our government will provide facilities to respond to community needs such as markets for local produce, day-care, access roads, playgrounds and recreational areas. This also provide opportunities for local entrepreneurs and generate employment.

It is a vital part of national life, contributing to personal development and bringing people together. It is an Simportant factor in nation building and a bridge to other nations. The LDS Government will be committed to making sports a part of national life. - We will support a strong sports program in all schools, especially as extra- curricullar activities. This will be sustained by a continuous program for inter- school events and competitions. - Our Government will support clubs at district and national level and assist them to maintain a full calendar of activities. - We will move Seychelles to sporting excellence with a program to nurture talent towards high achievement at the regional and international levels.

Meeting Special Needs society is just when it meets the needs of all its members, especialy when they are in the minority. Our Government will strive to fulfil its obligations Awith special attention and assistance to those with special needs. We will; - Ensure full access to education by children with learning diffculties. - Facilitate access to training and employment to persons with disabilities. - Provide workplace and public facilities to permit more independence for persons with disabilities. Welfare of the Elderly s our society changes, we will need to redirect attention to housing and Awelfare needs of the elderly. - We will uphold the right to social security pension and ensure that it increases in line with cost of living and salary increments for persons in employment. - Our policies on housing will prioritise extension of family homes from single to double units to allow new homeowners to be close to and give support to elderly parents. - We will facilitate projects by the private sector for more special homes providing domestic and health care for the elderly.

Investing in Youth DS holds firmly to the commitment of allowing young people all the possible opportunities for Ldevelopment. Our manifesto has placed particular emphasis on measures to deliver on that commitment. This is not only for the benefit of young people themselves but for all of us and for our country in the future. The following objectives outlined in this manifesto apply particularly to young people. v Raising Standards in Education Young people will be the direct beneficiaries of our goal to improve achievement in education, especially in subjects that provide the foundation for skills required for the modern economy.

v Rewarding Jobs – Doing business Our goal of shaping a dynamic economy will provide opportunities for rewarding jobs and promoting business entrepreneurship through which young people can build their future.

v Support for ICT Business; Bringing down data cost Expansion of the opportunities for IT business in Seychelles and internationally will benefit young people primarily as this is a still emerging field which requires skills they are best placed to acquire. Our Government aims to provide the necessary platform for young people to pool talent and resources for this. It will also work to bring down communication costs.

v Sports for all A program to make sports and physical activities available in all our communities will contribute to a more healthy lifestyle for our young people. Our Government will upgrade available sporting facilities, ensure regular maintenance and expand facilities.

Voice Of The People Always he National Assembly has a vital role to play which will be enhanced for an LDS majority working together with an LDS Executive. The Members of the National Assembly remain the Voice of the people who elected them. TTheir responsibilities remain and LDS will empower them to discharge these responsiblities in full. With an LDS Executive, the MNAs will be able to better deliver for the development of their districts because they will get the right support from the Executive. LDS MNAs will live up to their mandate of representing their constituencies while they work together with the LDS Executive in delivering the best for the country and their districts.

1. Keeping Constituents informed of Government Business The 7th National Assembly with an LDS majority must be as forceful in raising questions about Government policies and actions as they were in the Opposition. Questions are meant to put information in front of the people of Seychelles. Ministers will be committed to giving full and truthful answers to all questions. Our MNAs will be required to hold regular meetings with their constituents to hear their views and to inform them of Government business.

2. Bringing people’s concerns to Government attention. The LDS MNAS will continue to bring motions which will refect concerns and aspirations of their constituents. It is in this way that people can make their contribution for better Government. The LDS Executive will rely on these proposals to shape policies and plan programs which will better serve our people.

3. Building the best system of Government An LDS majority in the National Assembly will assist the Executive in reviewing existing laws and passing new ones to make Seychelles a well-governed country. These laws will strengthen democracy, secure the rights of citizens and ensure justice in our country.

4. Taking care of your money The oversight role of the Assembly remains crucial even when the majority members are in the same party as the Executive. It is their duty to ensure that Government follows the appropriate courses of actions to deal with national challenges especially in reviewing fnancial matters, such as in deliberations on the Budget, to ensure that state funds are used in the best interest of the country and its people. Putting MNAS in Charge of Their Districts LDS will re-structure the role of the MNAs to be responsible for delivery of Government services and to lead development for their districts. MNAS will be entrusted to work with District Administrators in assessing the needs of their communities, determining the priorities and implementing Government projects in liaison with Government ministries and agencies. To flfl this obligation, the LDS Government will be committed to providing MNAs with an offce in their districts where they will be accessible to their constituents and will also require them to consult regularly with constituents. Such consultations will also be on national issues and plans, to allow an LDS Government to be fully aware of views of all our people on major policies and actions. Working with an LDS Executive, MNAs will be better able to deliver on projects for their districts to improve facilities and services. The Executive will also ensure better cooperation between Ministries and Agencies in order to implement all projects in a timely and effcient manner. To achieve this, the District Administration, under the oversight of their MNAs, will be permitted a degree of autonomy in applying approved funds under specifc circumstances, according to regulations set by the Ministry of Finance in conjunction with the Ministries undertaking projects. - 37 - General Elections 2020
