More than 10,000 prehistoric sites are recorded for the state, and they are estimated to represent about 10 percent of the actual number, according to archaeologist Don G. Wyckoff. Some of these sites pertain to the lives of Oklahoma’s original settlers—the Wichita and Caddo, and perhaps such relative latecomers as the Kiowa Apache, Osage, Kiowa, and Comanche. Ann Bartlett Ann served the state of Oklahoma alongside her husband, former Governor/Senator Dewey Bartlett. Chapter 1 — 1:33 Introduction Announcer: Ann Bartlett, former Oklahoma First Lady and widow of the late Oklahoma U.S. Senator and Governor Dewey Bartlett was born in Seattle, Washington. Ann Smith met Dewey Bartlett while visiting her grandmother in southern California, where Bartlett, an Ohio native was training as a Marine Corps dive-bomber. Soon after marriage in 1945 the couple moved to Tulsa where Dewey joined his brother Dave Bartlett at Keener Oil Company, which their late father had founded. As Dewey moved from oilman to politician, Ann played a supportive and advisory role and campaigned at his side. After representing Tulsa County at the State Senate, Dewey Bartlett served as Oklahoma’s 19th governor from 1967 to 1971, becoming only the second Republican to hold the post. He was selected to the U.S. Senate for a six-year term in 1972. Dewey Bartlett died of cancer March 1st, 1979, shortly after leaving the U.S. Senate. After her husband’s death, Ann continued her interest in politics, supporting various campaigns. In Tulsa, she was active in a number of civic groups and nonprofits. She was 92 when she died January 26, 2013. Her survivors included three children: Dewey F. Bartlett, Jr., Mayor of Tulsa; Joan C. Atkinson; and Michael H. Bartlett. Ann was joined by her daughter, Joan when this interview was conducted on June 5th, 2010. 2014OPERS OKLAHOMA PUBLIC EMPLOYEES RETIREMENT SYSTEM 50th Anniversary 1964 –2014 Comprehensive Annual Financial Report for the Fiscal Year Ended June 30, 2014 A Component Unit of the State of Oklahoma In the 1963 session of the Oklahoma Legislature, Senate Bill 62 was signed into law by Governor Henry Bellmon and established the Oklahoma Public Employees Retirement System. Later in his life, Governor Bellmon said one of his proudest accomplishments was the creation of OPERS, which he saw as a way to encourage longevity and bolster Oklahoma’s Merit System of employment. This edition of the Comprehensive Annual Financial Report commemorates 50 years of service by OPERS to tens of thousands of dedicated public servants who have served the people of our great state. Over the last 50 years, OPERS has delivered on the promise of its creators to invest and safeguard the assets entrusted to us to provide financial security to those public employees when they leave service. In 1964, OPERS served roughly 15,000 active members, paid $213 in total benefits, and managed in excess of $1 million in total assets. Today, OPERS serves nearly 44,000 active members, pays more than $520 million in total benefits to 32,000 benefit recipients across the state and around the world, and prudently manages more than $8.5 billion in total assets. While the plan has grown and changed significantly over the past half century, our fundamental responsibility to provide financially sound retirement services to our members has not. We continue to strive to exceed the expectations of our members and participating employers to provide the tools to make sound financial decisions and enter retirement with confidence.

OKLAHOMA GOVERNORS Jean Shumway Warner In the 90 years since Oklahoma was granted statehood, 24 men have served as governor of Oklahoma (see Figure 1). Fearing excessive power in the hands of one individual, the framers of the Oklahoma Constitution intentionally created a weak state chief executive. The Oklahoma state legislature has shown little interest in surrendering any power to the executive branch. Indeed, in recent years, the legislature has passed laws permitting the legislative branch to encroach into traditionally executive realms. Unless there is strong public support for Constitutional reforms to strengthen the state's chief executive, the office of the Governor in Oklahoma will remain weak well into the twenty-first century. Qualifications for Office The Oklahoma Constitution requires that candidates for the position of governor be 31 years of age, a citizen of the United States, and a qualified elector of the state for 10 years prior to the election. The state's youngest governors, J. Howard Edmondson (1957-1961) and David L. Boren (1975-1979) were 34 years of age when they took office. Oklahoma's first native born governor was RobertS. KelT ( 1943-1947). Raymond Gary ( 1955-1959) was the first state governor born in Oklahoma following statehood. Term of Office and Term Limitations The governor's term of office is four years beginning the second Monday in January following the election. Gubernatorial elections are held in even years between national elections for the President. The original state Constitution prohibited a governor from serving in consecutive terms. Upon impeachment of a governor, the person who succeeded the impeached governor also became ineligible to succeed himself in the governor's office.
