Attawapiskat Cree Land Use and State Intervention BRYAN CUMMINS Bolton, Ontario In this paper I will examine Attawapiskat Cree land use both historically and as it exists today. The intent is not to give an in-depth historical account, nor is it to be an exhaustive quantitative analysis. Rather, the objective is to look at the shifts in extent and nature of land use and how they may be related to Euro-Canadian incursion. This overview is offered as background to proposed field and archival work requested by the band. There are some underlying assumptions in this paper. First, it is taken as a given that the relationship that the Cree people have with the land is an essential part of their culture. As documented and explored by a number of researchers (Tanner 1979; Feit 1986), land use activities serve to integrate a complex web of economic, social, political and religious practices. It follows that to deny Cree (and other subarctic hunters) their relationship to the land is to deny them a fundamental right to their Cree-ness. From this assumption follows a second: that the Cree continue to have a considerable vested interest in the land. This is not an interest rooted solely in subsistence or in monetary economics, but also a cultural and ideological investment. Cree identity is still very much attuned to their land. While one may perceive land as a concrete entity for analytical purposes ("Fred was out on his land last week"), land or territory is fundamentally a part of greater social and cultural systems (as discussed in the paragraph above). -
(De Beers, Or the Proponent) Has Identified a Diamond
VICTOR DIAMOND PROJECT Comprehensive Study Report 1.0 INTRODUCTION 1.1 Project Overview and Background De Beers Canada Inc. (De Beers, or the Proponent) has identified a diamond resource, approximately 90 km west of the First Nation community of Attawapiskat, within the James Bay Lowlands of Ontario, (Figure 1-1). The resource consists of two kimberlite (diamond bearing ore) pipes, referred to as Victor Main and Victor Southwest. The proposed development is called the Victor Diamond Project. Appendix A is a corporate profile of De Beers, provided by the Proponent. Advanced exploration activities were carried out at the Victor site during 2000 and 2001, during which time approximately 10,000 tonnes of kimberlite were recovered from surface trenching and large diameter drilling, for on-site testing. An 80-person camp was established, along with a sample processing plant, and a winter airstrip to support the program. Desktop (2001), Prefeasibility (2002) and Feasibility (2003) engineering studies have been carried out, indicating to De Beers that the Victor Diamond Project (VDP) is technically feasible and economically viable. The resource is valued at 28.5 Mt, containing an estimated 6.5 million carats of diamonds. De Beers’ current mineral claims in the vicinity of the Victor site are shown on Figure 1-2. The Proponent’s project plan provides for the development of an open pit mine with on-site ore processing. Mining and processing will be carried out at an approximate ore throughput of 2.5 million tonnes/year (2.5 Mt/a), or about 7,000 tonnes/day. Associated project infrastructure linking the Victor site to Attawapiskat include the existing south winter road and a proposed 115 kV transmission line, and possibly a small barge landing area to be constructed in Attawapiskat for use during the project construction phase. -

Hays, Jr. - Worth, Illinois, USA October 26, 2015 03:32-03:58 UT, 15 cm refl, 170x, seeing 8-9/10 I sketched this crater and vicinity on the evening of Oct. 25/26, 2015 after the moon hid ZC 109. This was about 32 hours before full. Galilaei is a modest but very crisp crater in far western Oceanus Procellarum. It appears very symmetrical, but there is a faint strip of shadow protruding from its southern end. Galilaei A is the very similar but smaller crater north of Galilaei. The bright spot to the south is labeled Galilaei D on the Lunar Quadrant map. A tiny bit of shadow was glimpsed in this spot indicating a craterlet. Two more moderately bright spots are east of Galilaei. The western one of this pair showed a bit of shadow, much like Galilaei D, but the other one did not. Galilaei B is the shadow-filled crater to the west. This shadowing gave this crater a ring shape. This ring was thicker on its west side. Galilaei H is the small pit just west of B. A wide, low ridge extends to the southwest from Galilaei B, and a crisper peak is south of H. Galilaei B must be more recent than its attendant ridge since the crater's exterior shadow falls upon the ridge. -

As with all illnesses, the afflicted are forced to rely heavily on many to see them through their suffering. Thanks must go to my joint supervisors, Dr. Jeffrey Grey and Dr. Steve Harris. Dr. Grey agreed to supervise the thesis having only met me briefly at a conference. With the unenviable task of working with a student more than 10,000 kilometres away, he was harassed by far too many lengthy emails emanating from Canada. He allowed me to carve out the thesis topic and research with little constraints, but eventually reined me in and helped tighten and cut down the thesis to an acceptable length. Closer to home, Dr. Harris has offered significant support over several years, leading back to my first book, to which he provided careful editorial and historical advice. He has supported a host of other historians over the last two decades, and is the finest public historian working in Canada. His expertise at balancing the trials of writing official history and managing ongoing crises at the Directorate of History and Heritage are a model for other historians in public institutions, and he took this dissertation on as one more burden. I am a far better historian for having known him. -

Emeritus Professor of Geography and Earth Sciences, McMaster University [email protected] For: Environment and Natural Resources, Government of the Northwest Territories August 2009 (i) Executive Summary The Goal of this Report is to Produce Maps of the Known and Potential Karst Landform Sites in the Northwest Territories (NWT) Karst landforms are those created by the dissolution of comparatively soluble rocks and the routing of the water (from rain or snowmelt) underground via caves rather than at the surface in river channels. The principal karst rocks are salt (so soluble that it is scarcely seen at the surface in the NWT), gypsum and anhydrite (solubility around 2500 mg/l of water), and limestone and dolomite (solubility around 250 -350 mg/l). All of these rock types are common and widespread amongst the sedimentary strata in the NWT. Surface karst landforms include: a) karren, which are spreads of individually small solution pits, shafts, and runnels that, collectively, may cover many hectares (limestone pavements); b) sinkholes of solutional, collapse, or other origin that can be tens to hundreds of metres in diameter and proportionally as deep. Sinkholes are considered the diagnostic karst landform worldwide; c) larger topographically closed depressions that may flood or drain seasonally, poljes if flat-floored, otherwise turloughs; d) extensive dry valleys and gorges, dry because their formative waters have been captured underground. All water sinking underground via karst landforms of all sizes drain quickly in comparison with all other types of groundwater because they are able to flow through solutionally enlarged conduits, termed caves where they are of enterable size. -

1.7 the 2002 Tlicho-Akaitcho Boundary Creek Agreement
Preamble: The Government of the Northwest Territories is seeking to impose extra-ordinary restrictions on the rights of the Yellowknives Dene First Nation. The Yellowknives Dene First Nation (YKDFN) – Dettah and Ndilo – are member First Nations of the Akaitcho Territory Dene First Nations, descendants of those who made Treaty on July 25, 1900 at Deninu Kue. Members of YKDFNs currently have existing aboriginal and treaty rights. These rights include, among others, the right to hunt, fish, trap and gather in Chief Drygeese Territory. The aboriginal and treaty rights of the YKDFN have been exercised by YKDFN for generations, and continue to be exercised to date. The evidence of Elders and First Nation members together generally confirm that in Chief Drygeese Territory: • The lands are used for hunting, fishing and trapping on a regular basis today, • The lands are also used for the gathering of berries for food and plants for medicinal purposes, • They have been so used for generations, • The trapping provides furs to sell and meat to subsist on, • The meat obtained from the hunting and trapping feeds many community members and not just the trapper or hunter, • Many different types of animals are hunted and trapped, and • The lands have spiritual and cultural significance to the YKDFN. In short, the treaty rights to hunt, fish, trap and gather provided in the Treaty, in addition to other rights, do not exist only on paper, but are in active use, and an integral part of the tradition and existence of the Yellowknives Dene. The courts have been clear on the mechanisms that need to be followed if rights are to be infringed: 1) There must be a ‘compelling and substantial’ justification for the action 2) The Crown must engage in significant and meaningful consultation 3) All other privileges and harvesting options must be attempted prior to any infringement of rights, and if infringement does occur, it must be shown to be as little as necessary.
