Neoliberalism and Financialization 1 1. Introduction The neoliberal era is now more than a quarter-century old, dating from around 1980. Among the unsettled issues concerning neoliberalism is its relation to the growing role of "finance" in the economy that has accompanied neoliberalism. This aim of this essay is to advance our understanding of this relation. A common view is that the rise of neoliberalism is explained by the growing role and power of finance in the political economy of capitalism. According to Dumenil and Levy (2004, 1-2), "...neoliberalism is the expression of the desire of a class of capitalist owners and the institutions in which their power is concentrated, which we collectively call 'finance,' to restore ... the class's revenues and power..." Some analysts view the rise of what might be called "financial dominance" as the underlying development that explains not only the emergence of the neoliberal order but also the associated form of globalization in this era (Dumenil and Levy, 2005, 17). This essay presents a different view. The changing role of finance in the economy in recent decades can, in our view, best be captured, not by the idea of dominance by the financial sector, but by the concept of "financialization," which suggests an expanding role for finance in economic activity. It will be argued here that the immediate cause of the financialization process of recent decades is found in neoliberal restructuring, rather than financialization explaining the rise of neoliberalism. However, financialization also has deeper roots that are unrelated to neoliberalism. This interpretation of the relation between neoliberalism and financialization clarifies what would otherwise be puzzling differences between the form of financial dominance that arose in the late nineteenth/early twentieth centuries and the financialization of the current neoliberal period. Section 2 explains what is meant by neoliberalism, making use of the social structure of accumulation theory of periodic changes in the institutional structure of capitalism. Section 3 explains what is meant by financialization. Section 4 considers the origin of neoliberalism and of Neoliberalism and Financialization 2 financialization, as well as the relation between the two. Section 5 analyzes the differences between financial dominance in the late nineteenth and early twentieth centuries and the financialization of the neoliberal era, in light of our interpretation of the neoliberalism-financialization relation. Section 6 offers concluding comments. 2. Neoliberalism and Social Structures of Accumulation The particular institutional form of capitalism has changed periodically since capitalism emerged several centuries ago. Neoliberalism can be understood as the latest institutional form of capitalism. The social structure of accumulation theory offers an analysis of the periodic changes in the capitalist institutional structure (Kotz, McDonough, and Reich, 1994). A social structure of accumulation (SSA) is interpreted here as a coherent, long-lasting capitalist institutional structure that promotes profit-making and forms a framework for capital accumulation.1 According to the SSA theory, each SSA functions effectively at promoting profit-making for several decades, but at some point it ceases to do so. This brings a period of crisis, which eventually gives rise to a new SSA. Each SSA exists at the level of global capitalism as well as within individual countries, although with some institutional variation across countries. The construction of the post-World War II SSA was completed by the late 1940s and worked effectively through around 1973. That SSA was characterized by active state regulation of economic activity both within states and in the global system, well developed welfare states, significant capital-labor cooperation, and a co-respective form of competition among large corporations. The postwar SSA was a significant departure from the past, when the state had played a more limited role in the economy and individuals were left largely to fend for themselves. The postwar system is often referred to as "regulated capitalism" because of the historical break entailed by the great expansion in the role of the state in that period. Around 1973 the postwar SSA entered a period of crisis, and in the late 1970s a new SSA Neoliberalism and Financialization 3 began to take shape, initially in the USA and UK. It came to be called "neoliberalism," since its main features resemble the pre-Great Depression "free-market" version of capitalism. In most of the world, although not in the USA, the term "liberal" refers to the view that the state should stay out of the economy. The neoliberal SSA was well established by the early 1980s (Kotz and McDonough, 2008). This SSA represented a sharp break from the previous one. Its main features are the removal of barriers to free movement of goods, services, and especially capital, throughout the global economy; a withdrawal by the state from the role of guiding and regulating economic activity; privatization of state enterprises and public services; the slashing of state social programs; a shift to regressive forms of taxation; a shift from cooperation between capital and labor to a drive by capital, with aid from the state, to fully dominate labor; and the replacement of co-respective behavior by large corporations with unrestrained competition. Neoliberalism has an associated ideology of worship of the so-called "free market" along with a denial of any positive role for the state apart from its coercive functions. The neoliberal SSA has entailed a major restructuring of the global capitalist system as well as a transformation of domestic institutions in the USA, the UK, and many other countries. However, some capitalist countries have only moved marginally toward the neoliberal model, such as the Scandinavian countries and Japan.2 The neoliberal institutional structure qualifies as a SSA, since it is a coherent, long-lasting capitalist institutional structure that has brought a rising rate of profit in the leading capitalist countries3 and has formed a framework for capital accumulation.4 3. Financialization A literature has arisen recently about the phenomenon of financialization. Definitions of this awkward term vary among authors. Perhaps the best, and most inclusive, definition is given by Epstein (2005, 3): "...financialization means the increasing role of financial motives, financial Neoliberalism and Financialization 4 markets, financial actors and financial institutions in the operation of domestic and international economies." The wording of this definition of financialization suggests a quantitative expansion of the role of finance in the economy, but it is not clear whether this means that the role of finance changes qualitatively. That is, is there a part, or aspect, of the economy, which can be called "finance," which undergoes a change in its relation to the remainder of the economy, which might be called the "nonfinancial sector?" If such a change does accompany the "increasing role" of finance as stated in the preceding definition, what kind of change is it? Possible changes include the following: 1) finance becomes more powerful in relation to the nonfinancial sector; 2) the link between finance and the non-financial sector becomes either tighter or looser. To address this question, we will examine the historical background to the emergence of financialization in the neoliberal era, drawing largely on the U.S. case. During the 1920s the financial sector in the U.S. was largely unregulated, and the latter part of the decade saw widespread financial fraud and speculative excess. At the end of the 1920s the stock market collapsed, followed by the banking system a few years later. As the Great Depression wore on, the view became influential that the excesses of unregulated finance had been a major factor in the severity of the Depression. This view greatly influenced the new regulation of finance that became part of the postwar SSA. Financial institutions in developed capitalist countries were typically state owned or closely regulated by the state in the postwar SSA. In the U.S. there were state controls on interest rates, financial institutions were segmented by type of business permitted, entry into financial markets was closely regulated, and banks were protected against failure by the state. The tight regulations forced the financial sector to concentrate on promoting capital accumulation in the nonfinancial sector. Starting in the 1970s activity in financial markets and the profits of financial institutions began to rise relative to non-financial economic activity and profits. Foreign exchange transactions Neoliberalism and Financialization 5 in the world economy rose from about $15 billion per day in 1973 to $80 billion in 1980 and $1,260 billion in 1995. Those figures were 15 per cent of world trade in goods and services in 1973 but less than 2 per cent of world trade in 1995, implying that the explosion in currency trading has been primarily for financial transactions, not the purchase of internationally traded goods and services (Bhaduri, 1998, 152). In the USA the pre-tax profits of financial corporations rose from an average of 13.9 per cent of all corporate profits in the 1960s to 19.4% in the 1970s, fell slightly to 17.2 percent in the 1980s, and then rose to 25.3 per cent in the 1990s and 36.8 per cent of all corporate profits during 2000-2006 (U.S. Bureau of Economic Analysis, 2008).5 Dumenil and Levy (2005, 38) found that in France the rate of profit of financial corporations was far below that for nonfinancial corporations in the early 1980s, but by the late 1990s the financial profit rate had far surpassed that for nonfinancials.

This kind of trading is a zero-sum game with no new wealth, let alone social value, created. For one person to win, another must lose – and increasingly, the only real winners appear to be the army of financial intermediaries who control and perpetuate the merry-go- round. There is nothing natural or inevitable about the shareholder-owned corporation as it currently exists. In the economic arena, the contrast could be made with Keynesianism and emphasis placed on perfectly working markets. A correspondingly distinctive stance could be made over the role of the state as corrupt, rent-seeking and inefficient as opposed to benevolent and progressive. Ideologically, the individual pursuit of self-interest as the means to freedom was offered in contrast to collectivism. And, politically, Reaganism and Thatcherism came to the fore. It is also significant that neo-liberalism should emerge soon after the post-war boom came to an end, together with the collapse of the Bretton Woods system of fixed exchange rates. This is all thirty or more years ago and, whilst neo-liberalism has entered the scholarly if not popular lexicon, it is now debatable whether it is now or, indeed, ever was clearly defined. How does it fair alongside globalisation, the new world order, and the new imperialism, for example, as descriptors of contemporary capitalism. Does each of these refer to a similar understanding but with different terms and emphasis? And how do we situate neo-liberalism in relation to Third Wayism, the social market, and so on, whose politicians, theorists and ideologues would pride themselves as departing from neo- liberalism but who, in their politics and policies, seem at least in part to have been captured by it (and even vice-versa in some instances)? These conundrums in the understanding and nature of neo-liberalism have been highlighted by James Ferguson (2007) who reveals how what would traditionally be termed progressive policies (a basic income grant for example) have been rationalised through neo-liberal discourse.

    1. Introduction: Financialization and the World Economy Gerald A. Epstein ______________________________________________________________ INTRODUCTION In the last thirty years, the economies of the world have undergone profound transformations. Some of the dimensions of this altered reality are clear: the role of government has diminished while that of markets has increased; economic transactions between countries have substantially risen; domestic and international financial transactions have grown by leaps and bounds (e.g. Baker, Epstein and Pollin, 1998: chapter 1). In short, this changing landscape has been characterized by the rise of neoliberalism, globalization, and financialization. While many books have been written about neoliberalism and globalization, research on the phenomenon of financialization, the subject of this book, is relatively new. In fact, there is not even common agreement about the definition of the term, and even less about its significance. Greta Krippner gives an excellent discussion of the history of the term and the pros and cons of various definitions (Krippner 2004). As she summarizes the discussion, some writers use the term ‘financialization’ to mean the ascendancy of ‘shareholder value’ as a mode of corporate governance; some use it to refer to the growing dominance of capital market financial systems over bank-based financial systems; some follow Hilferding’s lead and use the term ‘financialization’ to refer to the increasing political and economic power of a particular class grouping: the rentier class; for some financialization represents the explosion of financial trading with a myriad of new financial instruments; finally, for Krippner herself, the term refers to a ‘pattern of accumulation in which profit making occurs increasingly through financial channels rather than through trade and commodity production’ (Krippner 2004: 14).

Email: [email protected] Abstract: This article evaluates the contrasting approaches to the relationship among changes in the rate of profit, financialization, and crisis embodied in macrohistorical sociology and international political economy, and situates the financial crisis of 2008 in historical context, with US data from 1929–2008 as the core of the empirical analysis. While this article finds no correlation between either (1) the rate of profit and inflation or (2) cash assets of firms and economic decline, this article does find a correlation between a decline in the rate of profit and the advent of crisis. This article also presents evidence that dovetails with the proposition that crisis is associated with and follows financialization. The findings lend support to the Wallerstein–Arrighi hypothesis that within the context of capitalist hegemonic cycles, a decline in the rate of profit engenders an increase in the cash assets of firms, leading to financialization and, in association with other mechanisms, systemic crisis.     Toward an Organizationally Diverse American Capitalism? Cooperative, Mutual, and Local, State-Owned Enterprise Marc Schneiberg† ABSTRACT Discussions of economic reform focus on two strategies for tempering corporate excess and mobilizing corporations for growth and prosperi- ty: restructuring markets via competition policies and various forms of countervailing power. Populists, Progressives, and New Dealers looked to anti-trust, regulatory states, and unions as counterweights to corpora- tions. Contemporary efforts look to not-for-profit watchdogs, NGO cer- tification and standard setting, privatization, and corporate governance reform to upgrade markets and deflect corporations from low road paths. This essay recovers a third strategy for regulating and reforming corporate capitalism: promoting organizational diversity via the forma- tion of parallel systems of cooperative, mutual and local, state-owned enterprises. During the “era of corporate consolidation,” producer and consumer groups in the US formed tens of thousands of such enterpris- es in just in agriculture, but also in banking, insurance, and technologi- cally advanced industries like electricity and telephones. These efforts produced enduring systems of cooperatives and kindred enterprise in the American economy, creating alternatives to corporations and orga- nizational legacies for present day problem solving. They provided regulators and policy makers with new options and capacities for state intervention. And they demonstrated possibilities for using mixed or- † John C.     June 2017 Global Capitalism: Reflections on a Brave New World William I. Robinson We are in the throes of a transition to a qualitatively new stage of world capitalism. Its essence is the emergence of truly transnational capital, a transnational capitalist class (TCC) made up of the owners and managers of transnational corporations, and transnational state apparatuses through which the TCC attempts to exercise global political authority. This corporate-driven globalization has brought a vast new round of global enclosures as hundreds of millions of people have been uprooted and converted into surplus humanity. The extreme global inequality that has resulted erodes social cohesion and fuels unrest. In response, the more enlightened members of the transnational elite clamor for a powerful transnational state to resolve the ecological, social, economic, and political crises of global capitalism, but instead a global war economy and a global police state may be in the offing. If we are to avoid a civilizational collapse and reach a Great Transition, we will need an accurate reading of the new global capitalism to guide our social practice. A GTI Essay Epochal Shift A Great Transition to a just and sustainable world requires as its starting point an accurate understanding of how the system in which we live, capitalism, has evolved in recent decades. A “brave new world” of globalized capitalism burst forth in the latter decades of the twentieth century. At first glance, the system may look familiar: capitalism continues to be driven by the endless accumulation of capital, with the attendant outward expansion, polarization, crises, and wars.

    Chinese Corporate Capitalism in Comparative Context Curtis J. Milhaupt* Columbia Law School Capitalism will be much more robust if it’s not a monopoly of the West, but flourishes in societies with different cultures, religions, histories, and political systems.1 Introduction The “Beijing Consensus” is a broad label applied to China’s approach to economic governance, one in which the state plays a pervasive role and (at least in theory) markets serve the higher interests of national development. As such, the Beijing Consensus may be an alternative term for “state capitalism,” a concept that has attracted considerable attention due to China’s spectacular economic growth. These labels suggest something unique about China’s developmental path. However, the Chinese economy shares with all other developed and developing economies a key feature: corporate capitalism. That is, the central actors in the Chinese economy are legal entities enjoying separate and perpetual existence, governed ostensibly by a board of directors and appointed managers, with ownership interests represented by shares held by the providers of capital.2 Using this fundamental commonality as a starting point, this essay looks behind the “Beijing Consensus” or “state capitalism” by briefly examining Chinese corporate capitalism in comparative context, with particular reference to other countries that have influenced China’s approach to economic organization: Japan, South Korea, and Singapore. It seeks to distill the common and distinctive features of China’s approach to corporate capitalism, explain their existence in the context of the Chinese political economy, and examine the feasibility and normative appeal of replicating Chinese corporate capitalism in other developing countries.

For many cultural critics, the city of cyberpunk is thoroughly postmodern because parallels can be drawn between the cyberpunk city and the postmodern condition. However, very little work has considered the ways in which cyberpunk can defamiliarize the necro-spatial and necro- temporal logic of neoliberalism. This project moves away from more traditional disciplinary aesthetic methods of analyzing power and urban systems, such as interpretation and representation. And, it problematizes the biopolitical present in three different ways. First, by weaving in and out of an analysis of the narratives, discourses, and spatio-temporalities of cyberpunk and neoliberalism, I seek to produce epistemological interferences within these genres/disciplines, and thus, to disrupt the conceptual and lived biopolitical status-quo of late-capitalism.
