Welcome to the Tetbury and Tetbury Upton Neighbourhood Plan. The Tetbury Neighbourhood Plan Working Group have carried out a huge amount of work to produce this Neighbourhood Plan which encompasses all the key planning issues that will affect the town in the future. Neighbourhood Plans are a new type of planning document following on from The Localism Act (2011) which introduced Neighbourhood Development Plans as policies that focus on local planning and give communities the opportunity to become involved in their future. For some years now Tetbury has been discussing what shape the town should take into the future, ‘Planning for Real’ was probably the first public consultation that gave townspeople the opportunity to describe their forward vision and following this there have been a number of public consultations and workshops that have contributed to the content of this plan. Discussions have also taken place with planning professionals, landowners, developers, local organisations, local health professionals, neighbouring parish councils and the District Council. The proposals that result from these discussions are in this document and they will determine the way that our town can develop into the future. The Tetbury community now has a chance to approve the plan in a referendum. Tetbury Town Council is very grateful for the huge amount of work carried out by the Neighbourhood Plan Working Group without their commitment and dedication we would not have such a quality document that reflects joint working between many local organisations and the community consultations. -

Her funeral was held on 6th August and there is to be a Memorial Tribute to her on 2nd October at the Art Workers Guild in London. Felicity has been the authority on her parents’ lives for many years now and her Obituary in the Independent described her as ‘probably the last close link with the inner circle of extraordinary creative talents fostered or inspired by William Morris’ … her death ‘marks its [the Arts & Crafts movement] formal and final passing’. This first issue of Volume Number VI is a bumper issue full of connections. John Taplin, Andrew Davenport and Tim Clough (Editor of Rutland Local History & Record Society), after their initial queries to the Archive Room, all sent articles on their researches; the pieces on Maye Bruce and Thomas Phillipps are connected with new publications; there is an ‘earthy’ connection between with the Plough, Rutland and Bruce researches and the Phillipps and Whitfield articles both have Shakespeare connections. -

Overview District councils in Gloucestershire deal with nearly all planning applications for development including new homes, offices, factories and shops. However, Gloucestershire County Council is responsible for much of the infrastructure and services needed to make the built environment function properly. Section 106 (S106) Legal Agreements are agreements made between a planning authority (county and/or district council) and a developer/owner. These agreements contain obligations linked to a strategic development site which are required to mitigate the impact of the development. For example, if a development is likely to create more traffic, there may be obligations, either financial or non-financial, to carry out highways improvement works, or, to ensure that a proportion of houses within the development are available as ‘affordable housing’. As Gloucestershire is a ‘two-tier’ authority these agreements can be between the strategic authority, Gloucestershire County Council (GCC) and the developer or, between GCC, the district authority and the developer. Currently S106 contributions received in Gloucestershire are used to support highways, transportation, libraries and education infrastructure. 2. Main Challenges There are two main challenges in Gloucestershire: ˃ The delay between a Section 106 Legal agreement being drawn up, the development being commenced and the contributions being received from the developer. -

COTSWOLD DISTRICT LOCAL PLAN 2011-2031 71 Delivering the Strategy 7 7.11 Mid Cotswold - Principal Settlements (POLICY SA2) 7.11.1 The Mid-Cotswolds sub-area comprises: Andoversford Bourton-on-the-Water Northleach Stow-on-the-Wold Upper Rissington 7.11.2 Together these settlements provide day-to-day infrastructure, services and facilities for local residents and those living in the wider rural areas. Policy SA2 STRATEGIC DELIVERY - MID-COTSWOLDS SUB-AREA Within the context of Policy INF1, the strategic infrastructure requirements for the Mid-Cotswolds Sub-Area are: Highways Improvement of Unicorn junction (A436/B4068), Stow-on-the-Wold 7.12 Andoversford (POLICY S10) 7.12.1 Although Andoversford is not a large settlement, it has an above-average level of services and facilities for a village of its size. Importantly, it also has a well established industrial estate and good employment base. 7.12.2 Self-containment is low. This could be explained by the relatively close proximity of the village to Cheltenham. Also, bus services to neighbouring Cheltenham have improved and are convenient for commuting to work during normal hours. 7.12.3 Andoversford’s role as a local service and employment centre should be enhanced to help enable it to service a number of villages within a few miles’ radius, and reduce reliance on car travel to Cheltenham/ Charlton Kings to the west. Development will also help to enhance Andoversford’s potential role as a local service centre in an otherwise poorly-served part of the District. Additional house building will also address the relatively modest need for affordable housing in the Andoversford area. -
