Honored East, Distinguished and honored members and our most gracious ladies, whom we all love and cherish, Companions, visitors and our many friends. It is indeed an honor and a pleasure today addressing you at this Grand Session, where we come together, celebrating "PRIDE", Describe the work "PRIDE" P = Patriot _ Support and honor our Country, our Flag, our Constitution and our Bill of Rights. R = Respect - Worthy of respect creating brotherly love, Relief and Truth for each other. I = Influence - Power to effect others with positive manner and a positive attitude. D = Decision - Assorted relationship, firmness that make good men better and leaders in our officers. E = Ec'u-men'i-cal - Universal religion . The unity of which we in stand United, respecting all our laws , our rules and our regulations, governing ourselves and helping all of our Companions. Lets us look at the overall values of this Great Country and especially the Cryptic Masons here in our United States. Our heritages, well, . . . . After investigating our history in California, I found out a few things that are very beneficial and I would like to convey this to all of you here today. The Grand York Rite consists of the Grand Chapter, the Grand Council, and the Grand Commandery, in this great State of California, consisting of many nationalities. This of course is what makes our order so wonderful. We look back to the immigrants which have made this Country so great, each contributing their thoughts and energies for all their hard work with "PRIDE" in making this the greatest Country in the World. We in the Masonic Order have inherited and received the many cultures that make up our Nation, making us a diversified order; we have been successful due to great Leadership and, above all, brotherly love affords us continued relationships. We are "PROUD" to be Masons; to join this order with such "PRIDE." We look back to the beginning of this great Country when our were chartered. In the great State of California; we have in our the American Indians, Asians, Filipinos, Spaniards, Mexicans, Puerto Ricans, Brazilians, Chinese, Japanese, Canadians, Danes, Norwegians, Germans, Frenchmen, Swedes, Poles, Russians, Italians, Iranians, Latin Americans, and Englishmen that are all good and true Americans, making this great Order what it is today. And I know this greatness rubs off on us all here assembled. Because of this true relationship through our lives here on the Earth, all of us today enjoy each other, as we all learn and adapt to changes which are put forward in our Order for greater positive attitudes. This, in itself, is very rewarding, giving us

PRIDE inside and our outward appearance. How proud we are to be a part of the largest fraternal order in the World. The teachings of our history, our fraternal brotherhood, our respect for this great Country and especially the care and love that we have for our Ladies. For without their support, we might as well go home and forget the whole thing. but. we're here during the Grand Session enjoying the fraternal leadership and brotherly love as enjoyed by us all and that my Companions is "PRIDE". We all should stop for a little while, lets stand up and look in front of you, behind you and on your right and left. Now give our ladies a great big hug and I might add, give your lady a loving kiss ...... It wouldn’t hurt to show your admiration and support! As we are gathered here, I look around and see so many dedicated companions who have taken time from their very busy schedules to make this our Grand Session such a success. You know . . . . my throat swells and my heart warms with PRIDE being associated with our many Companions, now that is pride. Pride can be defined in several ways as before mentioned, but most important to us, according to Webster's Dictionary is: Doing such things that make us happy in doing positive happenings with others, having high opinions, or worth of one's self, from that association with one's self with respect for others and self respect. We are a support group. We regularly support each other by discussing shared problems. With positive results reflecting changes to better mankind and making all things for the betterment, for governing our organization, reflecting that which creates and makes all things better with positiveness, which of course, creates this great organization of Cryptic Masons. We are an extended family as we express brotherly love for one another and have a belief in the heaven above. Today we look into the future and anticipate our own future. we as a group with all the talent that surrounds us and when we put out minds together, the end accomplishments are absolutely surprising, and fantastic, we come together in charity ,ritual, support to make good men better, we are an organization that has so many dedicated companions, keeping alive our Cryptic Masonry. You know . . . positive surroundings, surely produce what you see here today. There are of course some Companions saying; " I don't think I can do that." Yet, when the mind and body accept the challenges, the end accomplishments are absolutely fantastic! What more can one say? This PRIDE is why we are here today. May your PRIDE rub off on one another, that is why so many future Companions are inquiring about our York Rite Masonry. Yes Masonry is on the rise. The Most Worshipful Master has said; " More Masons have taken their degrees and especially those brethren who have been raised to the sublime degree of Master Mason. More Masons that those of our brethren who have passed to the celestial lodge above . . . . and this my Companions, our fraternity now is on the rise and I’m one with great PRIDE. I wish to thank each and every one of you who have allowed me this great opportunity to convey this message to you today. We ask the Great Architect above to guide all of you in all your endeavors as we progress in our sessions. Also in our travels as your and your family return to your respective places of abode to keep you and your loved ones safe, to keep your pride well in hand. I leave you this day with a positive thought . . . . Our future is up to you, our leaders. Remember this:

If you think you are beaten, you are. If you think that you dare not, You don't. If you like to win, but think you can't, It's almost certain that you won’t. If you think you'll loose? You've lost; for out in the world you'll find success, it begins with a fellow's will, it's all in the state of mind. If you think you are outclassed, You are. You have to think high to rise; you've got to be sure of yourself before you can ever win a prize. Life’s battles don't always go to the stronger or the faster man; but, sooner or later, the man who wins is the man who thinks he can! Do what you have to do in making this Masonic body the front runner. Positivity is a frame of mind that breeds success. As Thomas Edison once said: Many of life's failures are people who did not realize how close they were to success when they gave up. Most Illustrious Grand Master Robert A. L. Whitfield, thank you for the opportunity to serve on your grand team, and to be associated with all the Grand Leaders of our Cryptic Masonry and the many concordant bodies that we have here today celebrating and making the Grand Session so successful. Our hearts swell with pride. May all of you continue in this Grand Session with much pride and with much enthusiasm and strive for the very, very best we have in ourselves. The Grand Council of Cryptic Masons of California was opened by Most Illustrious Companion Robert A. L. Whitfield, Most Illustrious Grand Master in Due and Ancient Form. The Assistant Directors of Ritual and Cryptic Arch Inspectors, under the direction of the Grand Marshal, formed the lines West of the Altar.

INVOCATION The invocation was delivered by Illustrious Companion Neal N. Leonard, Grand Chaplain South. The Most Illustrious Grand Master stated that all Companions being properly vouched for as Cryptic Masons in good standing and in possession of authenticated credentials and declared that the 152nd Annual Assembly was convened and called for the Preliminary Report of the Committee on Credentials.

PRESENTATION OF THE COLORS The Standard of the United States of America was presented by Companion Donald L. Scott, Grand Standard Bearer escorted by Companion Robert W. McNamara, Grand Marshal. The Flag was escorted to its proper place in the East and the Pledge of Allegiance was rendered.

Preliminary Report of the Committee on Credentials

Your Committee on Credentials reports that there are at least twenty percent of the thirty seven (37) chartered Councils of this Grand Jurisdiction represented at the opening of this 152nd Annual Assembly and, in accordance with Section 7-3.4 of the Grand Council Constitution, a constitutional quorum is present for the transaction of business.

100% of the Councils were represented at this year’s Grand Council Session.

Announcements

The Grand Master made the following announcements before proceeding with the business at hand: 1. Annual Election of Officers will be held at 11:00 a. m. 2. Annual Installation of Officers is scheduled for 5:00 p. m. 3. Thrice Illustrious Master Degree will be conferred at 2:00 p.m. 4. When votes are called for, the voting delegates will display their voting delegate card. 5. All Emergent Resolutions, Petitions and Appeals must be presented in writing and read prior to 11:00 a. m. 6. Speakers on Resolutions will be limited to three (3) minutes in favor and three (3)

minutes opposed. The proponent of the Resolution will be given first opportunity to speak and will be given a chance to speak last. 7. Reports of Committees will be received without Motion to Accept. The exceptions are the Budget and the Omnibus Report.

A motion was made, seconded and carried to dispense with the reading of the minutes of the 151st Annual Assembly by the Grand Recorder and ACCEPT the Proceedings as printed and distributed.

Annual Message of the Most Illustrious Grand Master

Companions: First, I want to thank you for the privilege given this past year. I am deeply humbled by the friendship that you have shown to both Genie and me. Few will ever be asked if they have an interest in doing something like this. Fewer will ever agree to take on this kind of commitment because it requires so much of a person. I have done my very best, with the time given to me, to be productive. I have worked hard to leave our Organization in better shape than when I arrived. This is not a task that I could have ever done alone. Help was received from so many, but none more dedicated to my success than my wife. I have been married to Genie for 35 years (going on 36 this January 2013) and she has stood by my side as my partner and has worked very hard in the background to ensure I could be the best leader possible. Having someone there to always assist, organize, and constructively critique is the most invaluable resource a Grand Master can possibly hope for. My theme this year was “Vision, Organization, and Execution”. It is a higher-level management skill meant to transform ideas into reality. This year was dedicated to delivering a high standard of quality. The goal was to impart to Masons wherever I could that opportunity should never be wasted. The Vision to clearly see the desired results, the Organization to place the best people in position to deliver those results, and executing a well thought out plan to make that Vision a reality. State of the Council Our Councils need as much support as they can be given. Most important to that statement is physically being there and actively lending a hand. Like many other organizations today, only a percentage of the membership is active. That is why it was so important this year to make every touch and every opportunity to reach an audience a positive experience. There are two ways to grow your membership; new members, and to tap into existing membership that does not regularly attend. It was my feelings that if the active membership could reorganize their efforts and change the game plan to show those two groups that the York Rite was strong, vibrant, and clear in our communication, we could in fact grow quickly in attendance. I wanted every public presentation, installation, speech, and award geared to that thought process. I remain very hopeful that much of that ‘quality process’ will continue into tomorrow. The larger Councils must continue to be proactive in planning future festivals. That planning must include wider communication and create opportunities to include the smaller Councils who need this kind of support.

Visitations When Grand Sessions was moved, this past year, from April to May, my year of travel started earlier than originally planned. I attended to the Annual Grand York Rite Sessions of Oregon with MIC C. Leslie Dent. It was my first opportunity to see another State in action. Though much smaller in number than California, they welcomed us warmly as part of their Masonic Family. I also traveled to Washington State’s Grand YR Sessions, and then Nevada’s Grand Sessions. Each was an experience that I will treasure. I missed Arizona and New Mexico, but our Grand Officers and Past Grands were there to ensure California had representation. I attended the Eblen Cave Masonic Degrees Weekend in Tennessee and sat as Worshipful Master for California’s Pleasanton Lodge #321. They were there under joint dispensation from California and Tennessee’s Grand Lodge. We conferred a Master Mason Degree upon one of our Fellowcrafts inside the Eblen Cave. There were 275 Masons representing 115 Lodges and 14 States in the cool Cave setting on August 20th, 2011. Dr. Thomas Boduch, the 2010 Grand Master of the , introduced me as the Illustrious Grand Master of California Cryptic Masonry at each Degree session that weekend. I was very proud of the exemplary work delivered by our California Masons. We traveled to Raleigh, North Carolina for the Triennial of General Grand Chapter and General Grand Council later that month. Our MICs Kenneth G. Hope, James G. Baum, and our Grand Sentinel, RIC William E. Price represented Grand Council. Also in attendance were MECs Philip A. Hardiman, Jerry A. Wohlfarth (w/Norma), and Teddy G. Hammack (w/MaryAnne). Several of those I just mentioned were distinguished and installed as active General Grand Officers. These are Masons of the highest caliber that I will always be proud to walk the road with. Within the borders of California, Genie and I traveled extensively North to South from Redding to San Diego, East to West from Sonora and Bakersfield to San Luis Obispo and Salinas. We met old friends and made many new ones. The hospitality was almost overwhelming at times. The distances were certainly made easier by several years of earlier Masonic related visits. It was a year of strengthening the bond of friendship forged tighter over time. Appreciation I want to single out a few of our Companions because their extra effort. Milton M. Abbott, PGC, for the Redding GYR Reception and his many coat changes. IC Robert A. Morrison, for his (and Pauline’s) extra effort not only as an outstanding YR Inspector, but to ensure Chico’s first GYR Reception in years was outstanding, and it was. Richard T. Cooper, PGC, Carlos H. Gonzales, Bruce L. Ewald, and TJ Oliva for the Newhall weekend that must have required enormous coordination and yet Signet, Omega, and LA9 did it again – wow! ICs Lawrence “Gunny” Rodriguez and Paul D. Erikson from San Luis Obispo Council, who made every effort to be there as I moved up the Grand Council Line, and then made Genie and I feel like old friends all year. Bakersfield: This was part of my original Department (#3), and I am a little partial to the members there. The bond between MEC Ted G. Hammack and REC Steve R. Goad remains strong. San Diego: REC Fred G. Kleyn, MECs Jerry A. Wohlfarth and Bill Allen, GHP, RIC Neal N. Leonard and ICs David C. Holloway, Pete Lagatta, and Gerry R. Lynn. These are exemplary Masons. There are the Brothers and their ladies who have held me up, supported me, and gave me the strength to pursue this journey over many years. I have to address them by groups because I almost believe we are an army of our own in the Bay Area. All the Knights Templar of California

Pond, Tony Cimarra, Malcolm J. Dunn, Arnie Tabinas, Bill E. Ellison, Russ S. Kennedy, and MIC C. Leslie Dent, and David M. Shull. This year, my Cryptic Council #12 under the direction of IC Cleveland Valrey honored me with their Ish Sodi Award. Going up the elevator to the dining hall, I wondered if attendance might be sparse because I was always gone this year working at my duties. I was so proud when the door opened up and all my old friends were there, including about twenty of the Brothers and Sisters of Pittsburg Masonic Lodge #429, so far from home on a weeknight to spend the evening with me. Thank you. The Grand Council Family All year they have exemplified teamwork. Already good friends, they simply came together so quickly. The Grand Line showed up everywhere and often. The Grand Standard Bearer, RICs Donald L. Scott (Diana), The Grand Organist, Arthur H. Walton (Pat), The Grand Orator (and Very Reverend Grand Chaplain) Joseph H. Ross (Linda), the Grand Chaplain of the North, David P. Glass (Kathy), and our Grand Soloist, K. Mark Harris, were all there in Redding. The entire top of the GC Line never let me down either. Our Grand PCW, RIC Richard W. Williamson, not only traveled in State, but often picked up out of state visitations when needed. The attendance of this group of dedicated GC Officers set their own standard. We traveled as a Grand Family all year. This was especially so when it came to the small mountain town of Quincy and the Grand Officer’s retreat. I was proud of ‘the purple presence’ at every venue. In Southern California, It was exactly the same thing. The Grand Bible Bearer, RIC Lee P. Whelan (Teresa), The Grand Chaplain of the South, RIC Neal N. Leonard, The Grand Marshall, RIC Bob MacNamara (Jenny), and our higher-ranking Progressive Line showed up at everything. Our Grand YR Recorder, MIC Kenneth G. Hope, and Sonny often picked us up, opened their home, and offered their friendship at every turn. This year, I appointed RIC “Bill” William E. Price (Janet) to the Grand Sentinel’s position at the bottom of the Progressive Line. If I could do it all over again one year later that decision would be even firmer. Bill and Janet have become the best of friends and were ever-present in every event. They left little to chance and pushed up the bar of quality in everything they touched. This year Bill received the Meritorious Service Medal from Golden Gate Commandery #16. He will also receive a Statewide Award later this week. My gratitude to my California York Rite counterparts this year, MEC Bill Allen, GHP and SK Casey Norris, REGC. It was a great year traveling throughout this State and being next to two well-spoken California Masons. Your friendship, smile and the conversations that we shared will always be there for me in future years. Past Grand Officers: James and LuAnn Baum – The end of our year in the East is here. Dad and Mom. Ken and Sonny Hope – You and Sonny continually opened your home and hearts to Genie and me. Your guidance and sincere friendship will never be forgotten. Ed and Dorothy Heath – “Ed, She will never be forgotten”. Quincy was that much more special because Dorothy was there with us one last time. It was very evident that you loved her deeply. Thank you for the years of thoughtful guidance as you imparted your thoughts, but always encouraged me to make my own decision. Tiny and Donna – Thank you for Chairing CMMRF. We are #1 in the U.S.A. again because you have inspired us to get there. You often make me smile because we are so similar with different personalities. You are a careful planner and I always knew where to look to find an example of something done well. Martin and Jacki McKeay– We started together. We have shared a lot of laughs and many memories. Remember that first Hospitality Room together in Quincy? As funny as it may sound, that ‘Ranchito” brought us closely together. Ken and Kathy Nagel – You had a lot of choices coming into this year. You promised me to come back and be the Grand Director of the Ritual. I quietly held my breath and hoped you would keep that promise, because I knew you were the best. I know that there are more prestigious jobs in Masonry, and you could have any of them, but our Councils needed your ability the most. Thank you for keeping that commitment. You made a positive impact to this organization that very few others could duplicate. To my successor in office, RIC Raymond D. Godeke and his lady Vicki: I wanted to leave big shoes for you to fill. I know you are up to that responsibility. I am hoping your star will burn even brighter. If I could have any wish in the world, it would be that you reach for even greater heights. ITINERARY GRAND MASTER 2011 Notes Highlight: 2011 started our Grand Council with a new permanent Grand Emblem and one for the constituent Councils.. The Emblem/Logo has been the basis for a ‘re-boot’ of Council pride and recognition.

Council Emblem Grand Council Emblem I started off the year with a visit to Nevada’s Grand Sessions, where I enjoyed three days under the care of Right Eminent Commander Kenneth Morris, a good friend. My first Visitation was to our Grand Recorder’s home Council, Shekinah #35, where our Rt. Illustrious Grand Conductor of the Council Brett A. MacDonald is also the Illustrious Master. It was a first class event and I was also able to complete the presentation of the 2010 Grand Master of Ish Sodi Award to Ill. Companion James M. Sunseri, in spite of his overwhelming family responsibilities. He remains a hero to many for his great character. The following Companions are given my special recognition for doing yeoman’s work in one capacity or another: SK Kenneth Morris, R.E. Grand Commander of Nevada. He picked me up at the airport, showed me all the lodges and the Shrine Temple in Las Vegas and the surrounding area. He kept tabs of me over three days, and delivered me back to my plane safely. Hope, HMIPGM, Recorder of Shekinah #35 – My continual amazement at how such a busy man can still put together a command performance doing everything from printing flyers to checking guests in, coordinating dinner, doing all introductions, arranging professional entertainment, coordinating awards, and then closing up after the last guests. I awarded a Grand Master’s Letter of Recognition in a small ceremony for his silent donations to several Masonic bodies who were in great financial need at the time MEC Phil A. Hardiman , PGHP - who was instrumental in Coordinating the Comptche Degree Festival this year. He served on several Degree Teams in major speaking parts, delivering perfection in each Degree. On August 30th , he received the Ritual Award from General Grand Chapter, the First Companion from California to receive that distinguished award. SKs Richard T. Cooper and Carlos H. Gonzalez of Omega Council for their masterful coordination of the Newhall 4th of July activities over a 4 day period. They left no stone unturned hosting our three YR Grand Presiding Officers. Your Committee on Reports of Grand Officers wishes to commend the Grand Master for his promotion of Cryptic Masonry to this and other Jurisdictions. His usual good judgement was displayed in the appointment of Grand Officers, Inspectors and Committeemen. Our ever-efficient Grand Recorder again presented his usual fine report of his respective activities and responsibilities and we commend him for his dedication to the Craft. The Grand Treasurer has again rendered a clear account of his stewardship of the funds of the Grand Council for the last year; we commend him for his good work. As you review this report you will observe that we did loose funds in the market this past year. The economy has not improved, as many would like to think with the problems in the European markets. Our investments are as sound as possible with the market as it is. As you know this is my first year as Grand treasurer, I will endeavor to improve as the years go along and I pray the market does the same. I thank Most Illustrious Companion Ken Hope and Al Lewis for all their assistance and guidance through this first year for me. I am always just a phone call away.

Annual Report of the Grand Recorder

Today marks the completion of my twentieth year as Grand Recorder of this Grand Council. I am happy to report that all Councils have paid their Per Capita. Thank you Companion Recorders, your hard work is truly appreciated if not always recognized. I am happy to report that there was no consolidations this past year. This year there were 9 Illustrious Past Masters serving as presiding officers of their Councils this year, compared to 7 last year, a trend that must be reversed. Once again I am sorry to report to you that the Grand Council of California has fewer members than the year before. The membership statistics show a net loss of 2.6% for 2011, compared to the loss of 4.1.0% the year before, a distinct improvement. 12 Councils showed a net gain and 1 Council showed no change in their membership. We commend these Councils for their efforts. 6 Councils did not greet even one candidate in 2011, a trend that must be reversed. The current membership now stands at 3,821 Companions. Join me in saluting the following Councils; Omega No. 11 for 43 Greetings; California No. 2 for 18; San Diego No. 23; Valley No. 27 and Helix No. 58 for 14 each and Orange County No. 14 for 12; These were the super stars for 2011.

I would like to further report that Sonora Council No. 5, celebrated their 150th Anniversary this past year and we commend this Council and their Companions for their longevity and dedication to Cryptic Masonry in this State over these many years. This year we completed the agreement with Office Depot to allow each Council Recorder to order office supplies at a deep discount. This should save us a lot of money in the long run. We are also planning to have all our forms available on the web site and be interactive so as to save postage, paper and especially time and make it easier for the secretaries to interact with the Grand Office At the 44th Triennial Assembly of the General Grand Council Cryptic Masons International held in Raleigh, NC in August 2011, MIC. Frederick J. “Tiny” Potter, was appointed General Grand Ambassador for California. MIC. H. Edward Barr, James G. Baum and Edmund W. Heath were appointed to committees. We congratulate these worthy Companions and wish them every success in their new positions. My sincere thanks to all the Recorders for their dedication and hard work in sending in their reports and Per Capita on time, it is greatly appreciated.. To our Most Illustrious Grand Master, Robert A. L. Whitfield, what a magnificent, enjoyable and fulfilling year you have had. I continue to be amazed at the dedication of many of our Companions within this jurisdiction and it has again been my pleasure to be a part of this wonderful Grand Council. It is with humility that I give heartfelt thanks to the membership for allowing me to again serve as your Grand Director of Ritual this past year. State of our Ritual: The overall state of our ritual can be characterized as good to above average in some respects, but only fair in others. First the good, our Festivals continue to improve and provide an excellent story for our candidates, although the degrees are being portrayed by only a very few of our Councils. I have again stressed in our SOIs that more of our Councils need to step up and build degree teams within their respective Councils and not rely on the Festivals alone. As more Councils take on this challenge, and do build degree teams, we will ensure that the ritual is being maintained with the highest of standards. Within our individual Councils on the other hand, too many Council officers still refuse to give up the ritual book during the opening and closing of our meetings. This was very evident at many of our SOIs where those installed officers who were chosen to fill the stations could not exemplify the ritual without having their ritual books open in front of them. This practice has plagued our councils for many years, a cycle we must break. Our Inspectors must stay vigilant and not certify officers for Installation if they are not prepared. And our Council leadership must have the pride to want to perform our ritual if we are to give the best impression to our members. ADR/Inspector’s Seminar and Workshops: This year I held seven Ritual Schools of Instruction and successfully held one in each department. I thank those Inspectors who took charge and ran the SOI in their particular Arch. The schools I attended were well received, but the attendance at some, were less than I would have wished. Many were proficient in their work, which made the SOI more productive, but, as I stated earlier, others still read their parts out of the ritual books. As in past years, emphasis was placed on floor work versus the Ritual itself, but this year I also tried to convey my perception of how the ritual should be portrayed and encouraged those Councils that cannot confer degrees to begin the process of building a degree for the future. Ritual Cup Award: Our Ritual Cup Award program continues to be a resounding success. Our Inspectors selected candidates from every council as the best in their respective councils. From this list, Department winners were selected. These companions are all very deserving of recognition for their efforts in delivering ritual with precision and pride. From our six department winners, an ultimate winner has been selected to receive the cup. I am pleased to announce the following results: Department 1 – K. Mark Harris from Oakland #12 Department 2 – Scott E. Barbu from Amador #31 Department 3 – Mike L. Szepfalvi from Bakersfield #28 Department 4 – Eduardo Estrada from Omega #11 Department 5 – George W. Morton from Orange County #14 Department 6 – Thomas R. Handell from Helix #58 My congratulations go to all winners for their outstanding efforts in delivering the ritual so

Handell, who has been selected as the 2012 “Ritualist of the Year” recipient. Administrative: Administratively, there are only a few changes being made in our ritual staff for this coming year. First, due the long travel distance in Department 1, it has been split into Dept. 1A and 1B. Illustrious Companion Robert A. Morrison has agreed to take on the ADR position for Dept. 1A and Illustrious Companion Ralph H. Nikolaus will continue in his ADR position for the new 1B. Both Sierra Nevada Council #44 and Butte Council #50 have been moved to the new Dept. 1A and Illustrious Companion Darrell R. Deatheridge has agreed to be its new Inspector. In Dept. 1B, Illustrious Companion K. Mark Harris will take over as Inspector for Arch 3 where Illustrious Companion Scott R. Colcord has resigned. There is only one change in Department 2. Since Butte Council #50 was moved to Dept. 1A, Arch 6B has been eliminated and Arch 6A becomes Arch 6. In Dept. 3, we are losing Illustrious Companion David E. Higdon who has been a stalwart steward of our ritual as ADR for nearly 10 years. He will be sorely missed, but will be replaced by Companion Steven R. Goad, a most capable companion. With his promotion to ADR, Illustrious Companion Steven will be replaced as Inspector of Arch 10 by Most Illustrious Companion Robert G. Grauer, no stranger to our ritual. There are no changes in Department 4. In Dept. 5, both Inspectors are leaving us. Illustrious Companion Bud E. Howland, Jr. will replace Illustrious Companion Ernie Balba in Arch 13 and Illustrious Companion James M. Sunseri will Replace Illustrious Companion Robert W. McNamara in Arch 14. In Dept. 6, Illustrious Companion David A. Stiles will be leaving us as Inspector in Arch 15. He will be replaced by Illustrious Companion Gary D. Miller. I wish to thank all of our departing companions for their many years of service to this Grand Council. Although big shoes to fill, I think we have found a host of excellent companions and ritualists to take their place. Thanks to all for taking on this important task. Closing: In closing, I want to again say thank-you to this Grand Council for your continued confidence. To the many ADRs and Inspectors who have been a part of the team, your efforts were greatly appreciated and you made my job an easy task. Thanks are not enough. I look forward to this year’s SOIs and hope the impression I made this last year, will bring many more of our companions out to participate. We have some of the most impressive and meaningful degrees in our Council work, a story that fills some of the holes of our third degree. On Christmas Eve at 2:00 PM, Shekinah Council No. 35 and the Bellflower York Rite under the direction of Ill. Comp. James M. Sunseri, KYCH, fed 180 needy families in Bellflower. Resolution 2012-1

The proponent of the Resolution seeks to change those who are authorized to open and close a Council in Ample Form. WHEREAS, one of the primary responsibilities of our Grand Council Elected Leadership, as well as each member of the Ritual Staff, should be to constantly guard that the quality of the Organization is maintained, and WHEREAS, opening and Closing a Council in Ample Form should be a limited practice so as to encourage the practice of our ritual, and WHEREAS, who can perform this ‘short form’ ceremony is currently much more broad in scope in the Grand Council Constitution than necessary. The goal of this resolution is to more carefully clarify this duty so the Grand Council and Grand Chapter define it in a similar manner. NOW, THEREFORE, BE IT RESOLVED that Section 18-3 and Section 18-4 of the Grand Council Constitution be amended to in the following manner: From: Section 18-3. CLOSING IN AMPLE FORM. The Grand Master or any Grand Officer during his term in office, or any Past Elective Grand Officer of this jurisdiction, shall have the power to close a Council in any Degree by simple

OPENING IN AMPLE FORM. Such officers shall also have the power to open a Council in like manner when in his judgment it is in the best interest of the Council To Section 18-3. All Elected Grand Officers, Department Grand Officers and Past Grand Elected Officers may open and close a Council in any Degree when, in their judgment such practice shall be in the best interest of the Council, or the occasion. Committee. I would like to thank the Members of this Committee for their support during 2011. It is indeed the efforts of all Councils bringing new members that will secure us a future for our Rite in this State. The membership totals provided me by the Grand Office indicate that the number of Cryptic Masons in California has reduced from 3924 to 3821, a drop of 2.62%. I want to thank the efforts of Omega, California, San Diego, Valley and Helix for being the six Councils with the largest number of Greetings in 2011. This indeed reflects leadership and effectiveness in bringing Royal Arch Masons to our Councils. I also want to congratulate all those Companions who signed petitions for new members in our State. If we all did bring one new member to our Council every year our future would look a lot brighter. It is with sadness that I report to you today that 5 Councils in our State did not Greet a single Companion in 2011. A copy of the Annual Returns to the Grand Council is attached to this Report showing Membership figures for all Councils in California. The future of our Rite is in our hands today. I beg you to implement a Membership Program joining forces with your local Chapter and Commandery. I want to thank Most Illustrious Robert A. L. May 21, 2012 City of Bakersfield, California The 59th Annual Assembly of the Grand Council of Thrice Illustrious Masters in California was opened in Full Form at the Double Tree Hotel in the City of Bakersfield, County of Kern, on May 21, A.D. 2012, A. Whitfield, the 151st Most Illustrious Grand Master of the Grand Council of Cryptic Masons of the State of California, was received. He was accorded the Grand Honors of Masonry by three times three and escorted to a seat in the East. The Thrice Illustrious Master relinquished the gavel of authority to the Most Illustrious Grand Master and invited him to preside. The Most Illustrious Grand Master declined the invitation to preside. However, he made a few appropriate remarks before retiring from the Assembly. Those eligible Illustrious Masters and Illustrious Past Masters, who were in waiting, were then anointed and crowned as Thrice Illustrious Masters. They were then presented with certificates, silver trowels, lapel pins and wallet cards attesting to their membership in the Order. The Thrice Illustrious Master introduced the cast and expressed his appreciation to those who contributed their time and effort in making this event successful. A motion was made, seconded and carried to accept the minutes of the 59th Annual Assembly of the Grand Council of Thrice Illustrious Masters of California as published in the Proceedings. A motion was made, seconded and carried to accept the Thrice Illustrious Recorder's Annual Financial Report. The Election of Officers for 2012-13 resulted in the following being elected:
