Author: Siim Talts 07.05.2019 3 Abstract This thesis studies the possibility to use weakly supervised training in a more complex and real world scenario for identifying speakers. Previously this kind of task has been done only by using pre-validated training data from a single source. In this work the data is aggregated automatically from multiple sources and it might contain impure samples. The setting for the experiment is the 2019 Estonian Parliament elections and speaker models are created for the election candidates. With weakly supervised speaker identification the candidates exposure to broadcast media is analysed. The conducted experiment proves that it is possible to train speaker identification models by automatically aggregating data from different sources. For the current attempt data from YouTube and Estonian Public Broadcasting archive was used for training the models and for experiments a hand picked set of debates, which did not occur in the training set, were used. The observations did not directly indicate towards the improvement of election result by having more exposure to broadcast media. The experiment shows that it is possible to use this kind of method to analyse such public events. This thesis is written in English and is 64 pages long, including 8 chapters, 24 figures, 8 tables and 6 equations. 4 Annotatsioon Valimiskandidaatide raadios ja televisioonis eksponeerituse analüüs kasutades kaudse juhendamisega treenimist Käesoleva magistritöö eesmärgiks on valideerida kaudse juhendamisega kõnelejatuvastamise meetodit. Antud töös viiakse selle tarbeks läbi eksperiment milles modelleeritakse 2019. aasta Riigikogu valimiste kandidaatide kõnemudelid. Kui varasemate eksperimentide puhul on kasutatud süvanärvivõrgu treenimiseks hea kvaliteediga andmeid mis pärinevad ühest allikast, siis antud töö puhul kasutatakse paralleelselt mitut allikat, mis võivad sisaldada ebatäpseid ning valepositiivseid kandeid. Selle jaoks luuakse tarkvara lahendus, mis võimaldab soovitud isikutele automaatselt koguda treenimisandmeid mitmetest allikatest mis sisaldavad selle isiku kõnet. Mudelite valideerimiseks kasutatakse valimisdebatte, mida ei esinenud treeningandmetes. Need annoteeritakse käsitsi ja võrreldakse tulemustega mida kaudse juhendamisega treenitud süvanärvivõrk tagastab. Peale kõnelejamudelite treenimise uurib töö ka võimalusi kuidas oleks võimalik antud meetodit kasutades analüüsida suuri avalike üritusi. Selleks viidi läbi eksperiment valimiskandidaatidega, kus vaadeldi raadios ja televisioonis toimuvaid valimisdebatte ning koguti andmeid kandidaatide kõnelemissageduse ja kestuse kohta. Vaatluste läbiviimiseks kasutati eelnevalt kaudse juhendamisega treenitud süvanärvivõrku. Lõpuks summeeriti vaatluse tulemused ning võrreldi neid reaalsete valimistulemustega. Töös läbiviidud eksperiment kinnitab, et mitmest allikast automaatselt kogutud treeningandmete komplektiga on võimalik edukalt treenida kõnelejatuvastuse mudelid. Samuti sobib selline meetod avalike ürituste analüüsimiseks. Antud juhul ei tuvastatud otsest mõju kandidaatide raadios ja televisioonis eksponeerituse ning valimistulemuste vahel. 5 Lõputöö on kirjutatud inglise keeles ning sisaldab teksti 64 leheküljel, 8 ARGO IDEON Maaleht The first chance to decisively reduce the number of municipalities in Estonia slipped through politicians’ fingers at the beginning of this cen- tury. By early 2001, there had been extensive discussions on the imminent administrative reform for four years. A start was made in 1997 by Jaak Leimann, Mart Opmann and Raivo Vare, ministers in the government formed by the Coalition Party and the Rural People’s Union, with a pro- posal to reduce the number of municipalities to a third. By spring 2001, it did indeed seem that everything was almost ready. In the Ministry of the Interior, maps with new city and rural municipal borders were drawn, with around 60 to 110 possible new municipalities being envisaged. 51 As it happened, local elections were suitably due to be held in the autumn of 2002, conceivably within the redrawn borders. By that time, the Minister of the Interior, Tarmo Loodus (Pro Patria Union), had completed an almost impossible task – he had driven around Estonia and gain sup- port in several municipalities for changes that seemed inevitable. But nothing happened. A Reform Party board meeting on 20 March concluded with the politicians stating that the administrative reform had to be halted. ‘We should be honest about this and let the Estonian people know that there will be no administrative reform during this elec- tion period,’ said Andrus Ansip, vice chairman of the Reform Party at the time1. In public, the party justified its opposition by claiming that they would not support the government’s coercive merging of cities and rural municipalities.

    Political Data Yearbook 2012 Estonia Allan Sikk University College London, School of Slavonic and East European Studies Riigikogu Elections Estonia’s party system streamlined following the Riigikogu elections on 6 March. Only four political parties remained represented in parliament, bringing the effective number of parties down to 3.8 (from 4.4 at the start of the previous parliament). The combined vote share of the ruling coalition, comprising of the market-liberal Reform Party (RE) and the conservative Pro Patria and Res Publica Union (IRL), increased slightly (by 3.4 percentage points) and it returned to power with a reinforced majority. Apart from the Estonian Greens and the People’s Union that were left out of the parliament after suffering from internal conflicts and corruption scandals respectively (see Sikk 2011: 962), the Centre Party (KE) lost most votes while the Social Democrats (SDE) saw the biggest increase in support. The overall volatility was moderate at 12.9 per cent and turnout increased marginally compared to previous parliamentary elections. Internet voting was used for the fifth time in nationwide elections and for the second time in parliamentary elections, and saw a striking increase in popularity. Almost a quarter (24.3 per cent) of valid votes were cast online, compared to 5.5 per cent in previous parliamentary elections and 15.8 per cent in 2009 local elections. For the first time, internet voting was challenged in the Supreme Court by a major party – KE, which share of internet votes lagged far behind its overall support. It filed an appeal to annul election results arguing that internet voting is unreliable and based on different standards than paper ballot voting.

President Ilves spoke about his own responsibility and that of the citizenry, government, parliament, opposition and entrepreneurs. He also called upon everyone to shoulder the responsibility for what has happened together instead of placing blame, since it will then be easier to make a common effort and change our attitude. According to the head of state, the negative supplementary budget, with all its faults, was inevitable and predicted that we have not seen the last of such budget cuts. "Therefore I wish that those least affected by these cuts would not concentrate on their losses, but would realise that others have suffered more," President Ilves said.

    India-Estonia Relations Political Relations: India has long-standing historical links with Estonia. India recognised the Republic of Estonia on 9th September 1991 and Diplomatic Relations were established on 2nd December of the same year. Since then the bilateral relations continued to be cordial and friendly. The Embassy of India in Helsinki is concurrently accredited to Estonia. Estonia opened its Embassy in New Delhi in March 2012. Mr. Viljar Lubi has been appointed as Ambassador. Bilateral visits: Foreign Minister Mr. Urmas Paet visited in 12-13 February 2013 to inaugurate the Embassy of Estonia. During the visit he met with External Affairs Minister Shri Salman Khurshid, Minister of State for External Affairs Smt. Preneet Kaur, Minister of Shipping Shri G.K. Vasan and Minister of State for Corporate Affairs Shri Sachin Pilot. Minister for Education and Research, Mr. Jaak Aaviksoo visited India on 13-16 October 2013 to attend Cyber Security Conference. Minister for Justice Mr. Hanno Pevkur visited on 9-11 December 2013 and had a meeting with Minister of State (Independent Charge) for Corporate Affairs Shri Sachin Pilot. From India, Minister of State for Corporate Affairs Shri Sachin Pilot visited in 15-16 April 2013. During the visit Shri Pilot met with Minister of Economic Affairs and Communications Mr. Juhan Parts, Minister of Justice Mr. Hanno Pevkur and Minister of Foreign Affairs Mr. Urmas Paet. Smt. Lakshmi Panabaka, Minister of State for Petroleum and Natural Gas visited on 14-16 June 2013 and had a meeting with Mr. Ando Leppiman, Deputy Secretary General, Ministry of Economic Affairs and Communications.

    Taavi Rõivas Estonia, Primer ministro (2014-2016) Duración del mandato: 26 de Març de 2014 - de de Nacimiento: Tallinn, condado de Harju, 26 de Setembre de 1979 Partido político: Partido de la Reforma Estonio (Reformierakond) Professió: Economista Resumen El, con 34 años, más joven jefe de Gobierno de la UE en el momento de su elección, marzo de 2014, completó el bachillerato en la Escuela Secundaria de Ciencias de Tallinn (Tallinna Reaalkool) en 1997, el año en que el Consejo Europeo aprobó la candidatura de Estonia al ingreso en la UE. En el momento del acceso efectivo de la República de Estonia a la independencia, en septiembre de 1991, cuando la misma fue reconocida por la moribunda URSS y por la ONU, Rõivas era un niño de 11 años. Posteriormente recibió formación superior en la Facultad de Economía y Administración de Empresas de la Universidad de Tartu, por la que se diplomó en 2002. El joven apenas ejerció en el sector privado y desde el principio su carrera profesional discurrió casi íntegramente en el servicio del Gobierno nacional merced a su militancia en el Partido de la Reforma Estonio (Reformierakond), formación del centro-derecha liberal fundada en 1994 por el ex ministro de Exteriores Siim Kallas. Rõivas se afilió al Reformierakond en 1998, en su primer año en la Universidad, cuando el partido se encontraba en la oposición parlamentaria al Gobierno centroizquierdista de Mart Siimann. Tras las elecciones generales de marzo de 1999, que desplazaron a los reformistas de la segunda a la tercera posición, el partido de Rõivas regresó al Ejecutivo como socio de un Gabinete tripartito encabezado por el nacionalista conservador Mart Laar, de la Unión Pro Patria (Isamaaliit).
