The volume contains an overview of higher education governing structureson countries participating in the project: Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia, and the Former Yugoslav Republic of Macedonia. The study assumed a broad interpretation of governing structures, to include strategic planning and management and quality assurance. The first part of the report, "From Words to Action," discusses changing higher education structures and functioning. R Preface This volume is the first in a series of four publications on aspects of governance in higher education that are being produced as a partial outcome of the joint UNESCO-CEPES European Commission project to create a Regional University Network on Governance and Management of Higher Education inSouth East Europe. The Programme was originally presentedthroughTableOne"DemocracyandGood Governance" of the Stability Pact for South East Europe as part of its "quick-start package". It has been developed through the Task Force on Education and Youth, Enhanced Graz Process,acoordinating mechanism foreducationalco- operation with South East Europe. The basic assumption of the Programme is that, when considering the overall situation in the countries of the region, education in general, higher education in particular, should play a key role in supporting the search for sustainable peace, reconciliation, and development of civil society. Its wider objectives include the following: tointegratetheuniversities and 'higher education authorities of South East Europe into existing European networks; to develop higher education policies that are based on European standards and international best practice in the areas of strategic management, financial management, relations with civil society, and quality assurance; to develop national and institutional capacities and skills in higher education strategic management and policy making; to stimulate the establishment and/or consolidation of new structures and mechanisms of financial management, based on the principles of university autonomy and accountability, while encouraging the establishment of links with civil society and local economies. 7 8 PREFACE The anticipated outcomes of the Programme are expected to include the following: (i) integration of the countries of South East Europe into the European Higher Education Area as defined in the Bologna Declaration;(ii)the creation of a network of the authorities and institutions involved in higher educationthroughwhichgoodpracticeinacademic governance, policy making, strategic and financial management, and quality assurance in higher education can beexchanged; (iii) strengthenednationalinstitutional capacities and skills in regard to strategic management and policy making in higher education; (iv) the creation of new structures and mechanisms for financial management, based on the principles of university autonomy and accountability, while encouraging links with civil society and local economies. This first volume, by Lazar Vlasceanu of Romania and Lewis Purser of Ireland, describes the results of a survey of higher education governing structures in the countries participating in the Programme: Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia, and the Former Yugoslav Republic of Macedonia and recommends ways in which its activities should develop to meet the individual needs of the beneficiaries. The survey, it should be added, has assumed a broad interpretation of governing structures to include those structures specifically devoted, in the countries and higher education institutions and systems concerned, to strategic planning and management, to the funding of higher education and to financial management, and to quality assurance. Indeed, separate volumes are planned and will be published on strategic planning and management of higher education, on quality assurance and the development of course programmes, and on financial management and institutional relationships with civil society and the local economy. The three of them along with the present volume will, first of all, be addressed to the leadership of the ten pilot higher education institutions that have been selected in the subregion covered by the Programme. PATEL The Sandipani Shikshan Mahavidhyalaya, Ghatlodia, Ahmedabad Gujarat (India) Abstract: Grading in the realm of education is the process of applying standardized measurements of varying levels of comprehension within a subject area. Adoption of grading system in India, the grading system was introduced in 2008-09 from class I-VIII, reducing the exam stress. Extending the concept to class IX and X has further reduced the pressure, giving students an opportunity to explore other avenues. Following the US model, the implementation of the grading system is to bring in more practical education than the current theoretical method. This model prescribes a varied range of opportunities, providing children of all levels a platform to showcase their talent and pursue their interests traditionally; class XI students were given subjects as per marks scored in Class X. This system often disappointed students if they scored low. Moreover, if a student didn't get the required percentage due to poor scoring in one subject, then the entire percentage gets affected. The grading system will give students relief. It will provide ample opportunities to students to excel in their choice filed. The Indian education system has taken a step forward towards reviving the education system with the introduction of grading system in session 2009-10. It will help in reducing the pressure on students during exams. In the last five years the meaning of education has changed for students from imbibing knowledge to merely scoring marks, resulting in myriad forms of education policies.

There are three ways of learning, they’re Transmission, Reception and Construction. Student Evaluation in Transmission Reception ( Behaviorist ) Model of Education Reception is model of learning where there is transmission of knowledge from the external source (for example, teacher) to the receiver (students). So, learning here is being taught. The teacher gives students the concept and knowledge while students are only receiving it purely. Transmission is Sending & Receiving messages, knowledge, signals. Which includes no scope for creativity, Rigidity and Generally method of teaching is Lecture Method. Behaviorism Theory of Learning “ Teachers must learn how to teach … they need only to be taught more effective ways of teaching.” -B. F. Skinner By: Brittaney Behaviorism assumes that a learner is essentially passive, responding to environmental stimuli. It Believes that When born our mind is ‘tabula rasa’ (a blank slate) , and behavior is shaped by positive and negative reinforcement. Behaviorism is primarily concerned with observable behavior, as opposed to internal events like thinking and emotion. Observable (i.e. external) behavior can be objectively and scientifically measured. Internal events, such as thinking should be explained through behavioral terms (or eliminated altogether). Assessment in Behaviorist Model of Education Here the importance is to assess how much students where receiving the information transmitted by the teacher. Knowledge transmission cannot be evaluated. But indirect methods can be used to assess attention or emotional states. Here teacher can assess only the success of teaching process.

More school leaders are beginning to recognize faults that traditional grading can have in lacking clarity, coherence, and validity in what grades report of student learning in a course, and therefore, are turning to a standards-based grading system. Transforming an entire grading system in a secondary school is a major undertaking that can have many implications. However, it is challenging for school leaders to be prepared for what to expect with grading reform and understand if it would be highly beneficial for their school.
