It is regrettably another despicable act, which follows the assassination of Daphne Caruana Galizia in Malta in 2017 and of Ján Kuciak in Slovakia in 2018. Physical threats and violence against journalists have been, unfortunately, on the rise. These crimes can lead to media’s self-censorship and therefore, have a grave chilling effect on freedom of expression, as enshrined in Article 10 of the European Convention on Human Rights. Press has a vital role to play in the functioning of a democratic society. Journalists’ public watchdog role is crucial for a democratic society, based on the rule of law. Moreover, it has an instrumental role in ensuring an open and vigorous public debate, thereby reinforcing the public’s trust in our democratic processes. In this regard, we need to do away with the sense of impunity for crimes against journalists. Therefore, we call upon you to use all means at your disposal towards guaranteeing the safety and physical integrity of journalists in the EU. This includes a swift adoption of a Recommendation on the safety of journalists, as outlined in the 2020 European Democracy Action Plan. The Recommendation should have a significant focus on threats against women journalists, who are also increasingly subject to online and offline threats.

    Brussels, 11th of November 2020 Chairman of the Justice and Home Affairs Council Dear Minister Seehofer, Two months ago, the fire in Moria completely destroyed the camp, leaving more than 12,000 asylum seekers without shelter. Whilst responding to urgent needs warranted setting up a temporary camp on Lesbos, we now risk seeing this temporary solution turning into a permanent one. But, based on the account of refugees themselves and experienced service providers, the conditions in the new camp are worse than the conditions in Moria. Almost 8,000 people – mostly families with children – have been forced to live in tents and face dire living conditions. Rapid protection assessments1 carried out at the end of September identified numerous risks to the people living in the camp. These include limited access to food with reports of residents fainting out of hunger, inadequate measures against Covid-19 as well as no drainage nor sewerage system on site, with only one toilet being shared by twenty people and no access for persons with physical disabilities. Due to a lack of running water, residents are forced to wash themselves in the sea – this raises a risk to children who could drown. This lack of sanitary facilities coupled with the insufficient lighting exposes women to an increased risk of sexual and gender-based violence. Residents are unable to access health services or legal aid. Children have no access to education and truly risk becoming a lost generation. We are convinced that the camp, located by the beach, will not withstand the adverse weather conditions, such as strong wind and rain, which are typical for the season.

As Vice-President of the European Parliament responsible for gender equality and diversity, I find it unacceptable that the President of the European Commission had to sit on an adjacent spot and not, as the protocol requires, next to the Turkish President along with the President of the European Council.

There are specific criteria in place for bonds issued by a government to be eligible for purchases under the ongoing public sector purchase programme (PSPP). The first such criterion is that these assets must be eligible for use as collateral for Eurosystem credit operations. As the rating of Greek government debt does not currently fulfil this criterion, such a use would require the waiver of the minimum credit rating requirement to be reinstated, which is linked to a strong commitment to and compliance with an economic adjustment programme. Second, for programme countries like Greece, the timing of possible purchases depends on a set of additional factors linked to the programme reviews. Third, the purchase limits set in the context of the PSPP must also be taken into account. Finally, please note that different issuer and issue share limits apply. These limits will be set by the Governing Council of the European Central Bank (ECB), taking due account of risk management and market functioning considerations. On your question regarding the provision of liquidity to the Greek economy, the ECB, in the context of the Eurosystem, is fulfilling its mandate in respect of the 19 euro area member countries, including Greece.

At the same time, they are, to a growing extent, interfering with content, invoking their conditions of use to delete posts or suspend user accounts. This raises serious issues directly related to democratic freedom of expression1, something that has thus far been left to the management mechanisms developed by the private networking platforms concerned. Aware of the need to protect citizens’ rights in the digital age, the Commission has recently issued a proposal for the Digital Services Act2, the provisions of which are applicable to platforms across the board, especially regarding freedom of expression. In view of this: Does the Commission consider the content management mechanisms developed by private social media platforms to be adequate and secure? What action has it taken with a view to protecting citizens’ rights more effectively and, in consultation with users, creating, implementing and keeping under review a transparent framework for their participation, bearing in mind the serious breaches of their rights by the platforms? This booklet showcases our work and our activities in the European Parliament during the first half of the eighth legislature. Not every issue, action and achievement was big enough to have been covered by the media. Nonetheless, they are a crucial part of our work and our mission in the Parliament as they affect you as European citizens. Every vote that we win, every success in committees and delegations of the Parliament that we make against a conservative, right-wing majority is a small but important victory for progressive and social policies. In Dimitrios Papadimoulis, we have a Vice-President of the European Parliament who represents GUE/NGL in the Parliament´s Bureau. By holding this office, he serves this institution and the citizens of the European Union, by respecting and promoting the founding ideas and principles of participation, transparency and dem- ocratic accountability. His main duties are gender equality and diversity, the Euro- pean trade unions, the Council of Europe and the Inter-Parliamentary Union as well as the information and communication policy of the European Parliament.
