Over the years the impact of AIRS on the quality of information and referral services has been profound and unsurpassed. AIRS celebrated its 41st anniversary in 2014. Although there have been bumps and ruts along the way, we can proudly say AIRS is a strong and financially stable membership organization that supports the entire field of information and referral. The following represents a snapshot of achievements that occurred in 2014, all of which would not be possible without the dedicated efforts of AIRS staff, the Board, the Affiliates (Chapters), committee members, and our national/international partners. The Marketing/Membership Committee implemented the AIRS Marketing Plan which focused internally and provided strategic direction and action items for AIRS staff, volunteers and committees. All committees and programs have contributed to the plan. AIRS will be a stronger organization with everyone working together with a single focus. The AIRS Networker continues to grow. For 2014, there were more than 3,000 discussion postings, 30,000 viewing of library entries, 1,200 subscribers to Open Forum, 750 participants with 2+ contacts and 20,000 total logins. What an amazing tool!! The updated InformCanada MOU was approved. The purpose of the agreement is to create an integrated relationship between the two organizations that will increase the overall revenue from AIRS products and services for both organizations, make joint membership affordable for Canadian I&R programs, and reduce the administrative costs AIRS incurs for servicing Canadian members. Over 635 registered individuals attended the highly successful AIRS Training and Educational Conference in Atlanta, Georgia. Seven scholarships were provided for individuals to attend the 2014 AIRS conference by Friends of AIRS and AIRS Affiliate Council. These individuals had the opportunity to attend workshops, learn best practices, talk with others who understand the challenges in the field, and form relationships that can provide continuing support. The AIRS Lifetime Achievement Award was awarded to Dick Manikowski for his outstanding contribution to the field and the practice of Information and Referral. Dick was the editor of the AIRS journal, Information & Referral, for many years and authored or co-authored a number of articles on a range of topics, usually in the resource database area. He wrote a regular column in the AIRS Newsletter, “User Friendly”, which dealt with a wide variety of Internet and computer hardware and software issues. The Distinguished Service Award was given to Patty McGovern, Community Resource Specialist for Multnomah County Aging & Disability Services in Portland, Oregon. Patty brings innovation, project management and excellent written and verbal communications to the I&R field. She is very focused and self-directed and Patty is credited for the smooth launch of the Oregon statewide ADRC. She is a strong leader and content expert, and she is now on contract with our State Unit on Aging and charged with helping other ADRC’s around the state with training and support. The AIRS Board of Directors completed a thorough review of the Bylaws to make sure they are current and provide the framework we need to operate as an effective organization. The Standard Operating Procedures were reviewed and updated. As of September 30, 2014 there were 4,984 specialists holding AIRS Professional Certification. There were 862 new Information and Referral certifications and 1,420 re-certifications in 2014. There are 148 organizations with Information and Referral programs currently accredited. This is formal recognition that they are operating in accordance with AIRS Standards and Quality Indicators for Professional Information and Referral. The new edition of the ABCs was completed and distributed and included a new section titled “Serving People with Disabilities”. AIRS supported initial pilot work for Linked Data. The theme of this is a universal data exchange schema' for service directory data that enables interoperability across various technologies and development of 'open platforms' that produce and circulate this data openly, reliably, and sustainably. As you review this Annual Report, you will read about AIRS activities and the amazing work done by committees and AIRS Staff. Although we only have one official staff, others are contract positions, and I commend each of them for the work they do, and the professionalism and leadership they provide. 2014 was an exciting year for AIRS. 2015 will continue to raise the quality and effectiveness of our association, our national partners, our affiliates (chapters) and our members. “With the new day comes new strength and new thoughts.” - Eleanor Roosevelt Yours truly,

In 2013, Matz, Blancato and Associates, Inc. as public policy consultants to AIRS under the direction of the AIRS Public Policy Committee, concentrated on the following activities:

Older Americans Act Reauthorization The Older Americans Act is now almost five years overdue for reauthorization. The Senate version (S. 1562, The Older Americans Act Reauthorization Act of 2013) of the OAA reauthorization passed the HELP Committee but was not considered on the Senate floor. There were two different versions pending in the House. H.R. 3850, The Older Americans Act Reauthorization of 2013, was introduced by Reps. Chris Gibson (R-NY), Tom Reed (R-NY), and Betty McCollum (D-MN). It would have reauthorized the OAA for five years and would be a “straight reauthorization,” making no changes to the Act. Reps. Suzanne Bonamici (D-OR), Ruben Hino- josa (D-TX), and George Miller (D-CA) introduced H.R. 4122, The Older Americans Act Reauthorization Act of 2014, which would have reauthorized the OAA for five years and tracked closely with the Senate HELP version.

The Senate bill could have been considered during a “lame duck” session after the November elections, but was not. The two House bills had both been referred to committee but no further action was taken. These bills thus died in the 113th Congress and have to be reintroduced in the 114th Congress in 2015.

Though the Senate bill and the Bonamici bill made changes to the Act, they did not include many provisions that a number of or- ganizations had in earlier versions of the bill, including AIRS. We will continue to monitor and work to have the strongest language possible on I&R and the Standards. Rep. Suzanne Bonamici’s office is prepared to offer an amendment on the Standards if/when the opportunity presents itself.

White House Conference on Aging The Administration confirmed a White House Conference on Aging to take place in 2015 and appointed Nora Super as Executive Director. The four areas of focus for the conference will be healthy aging, retirement security, long-term services and supports, and elder justice.

AIRS Conference A “Washington Update” was presented at the 2014 AIRS Conference in Atlanta, which yielded very productive discussion on advo- cacy work with AIRS conference attendees who were present at the session.

AIRS Linked Data Project Public Policy staff facilitated a call with HHS’s CTO Bryan Sivak, which included several AIRS members, to discuss the AIRS Linked Data project and the work that community I&R providers are doing.

Workforce Investment and Opportunity Act On July 27, President Obama signed a reauthorization of the Workforce Investment Act, or WIA. The reauthorization, known as the Workforce Investment and Opportunity Act (WIOA) would streamline federal workforce programs and overhaul job training for young workers with disabilities. The Senior Community Service Employment Program, or SCSEP, from the Older Americans Act, remains untouched by this bill. At Catherine Rea’s suggestion, Meredith reviewed WIOA for mentions of I&R within the legislation that could lead to opportunities for I&R programs to work with the Department. Meredith had a conference call with two members of the Department of Labor responsible for writing the proposed regulations for the reauthorization. They were very interested to hear about the work of I&R programs and suggested we write comments for the proposed regulations when they are released in January 2015.

Affordable Care Act Monitoring During the open enrollment period which lasted into April 2014 and the open enrollment period beginning in November 2014, MB&A sent numerous emails to AIRS members regarding the Affordable Care Act, such as funding opportunities, webinars, news articles, and the HHS regulations involving navigators. We have monitored the navigators and certified application counselors (CAC) programs (which are of great relevance to AIRS member organizations) and their development and will continue to monitor them. We continue to search for information to pass along to members about programs of interest within the Affordable Care Act, particularly the navigators and certified application counselors programs.

Other Monitoring and Updates Work MB&A monitors federal legislation, the Federal Register, and spending activity in Washington for programs relevant to AIRS mem- bers. We also provide updates on key legislative battles as well as the budget and other federal funding matters. In 2014, MB&A monitored and provided updates on not only the ACA but also sequestration, the Continuing Resolution in January, the elections, and the FY 2015 funding “CROmnibus” in December.

The AIRS Distinguished Service Award was presented to two people/organizations this year. The first was Patty McGovern, com- munity resource specialist at Multnomah County Aging & Disability Services in Portland, Oregon. Patty has been in the field for approximately 10 years and holds AIRS CIRS/A and CRS credentials. In the words of the agency’s program supervisor, “Patty is very focused and self-directed and I credit Patty for the smooth launch of our statewide ADRC. She worked diligently beforehand to develop training materials, a style guide, instructional videos and provided leadership and training to teams. She is such a strong leader and content expert, she is now on contract with our State Unit on Aging and charged with helping other ADRC’s around the state with training and support.” The second recipient was United Way 2-1-1 of Greater Atlanta which was recognized for its service to the community during the past 17 years including its status as the first organization in the U.S. to offer 2-1-1 serv- ices and its many contributions to important health, education, income and homelessness initiatives.

The Lifetime Achievement Award was presented to Dick Manikowski in recognition of his contributions to the field. Dick worked in I&R for the Detroit Public Library’s TIP Service for nearly 24 years before retiring in 2009, and remained active in AIRS until just last year. He was recognized for his work in 1996 when he won the AIRS Distinguished Service Award. Dick was the editor of the AIRS journal, Information & Referral, for many years and authored or co-authored a number of articles on a range of topics, usually in the resource database area. He wrote a regular column in the AIRS Newsletter, “User Friendly”, which dealt with a wide variety of Internet and computer hardware and software issues, and charmed us all with his Meecheegander postings in the run-up to the 2011 AIRS conference in Dearborn. Dick was an early supporter of the Taxonomy and made many contributions to its acceptance and growth over the years; conducted annual trainings on indexing at the AIRS Conference each year; and likely trained all of the people who are now training today’s Taxonomists. For all of these reasons, Dick deserves to be recognized and receive the AIRS Lifetime Achievement Award. The award was presented by Georgia Sales.

The 2013 Annual Meeting minutes and Financial Report were distributed. A motion was made to accept the 2013 Annual Meeting minutes and approve the report. MSC

The 2014-15 Board was introduced, and those present asked to stand. The new officers are Joan Phelps, President; Bob McKown, President Elect; Bridget Wolf, Treasurer; and Georgia Sales, Secretary. Transitioning off the Board is Faed Hendry who has served as Past President during the last year.

Milton J. Little, President of United Way of Greater Atlanta, was introduced by Donna Burnham, Georgia AIRS/United Way 2-1-1/ United Way of Greater Atlanta and delivered the keynote address.

An invitation to next year’s conference in Dallas, Texas, May 24-27, 2015 was issued by David Jobe, Representative of TAIRS, and a video illustrating of the virtues of Dallas was shown.

An announcement was made that the Friends of AIRS event raised $2,300 which will be used for scholarships to the 2015 confer- ence.

AIRS Webinars continued to be well attended and appreciated • In 2014, AIRS conducted its first ‘member-wide’ call by our members. Over 635 I&R professionals attended our 36th Annual Conference in exciting and historic Atlanta, Georgia, June 1-4, 2014. The conference kicked off with three informational pre-conference intensives (The ABCs of I&R, Crisis Intervention, and Employee Moti- vation: A Supervisor’s Toolkit) as well as NASUAD’s and the National Association of Area Agencies on Aging retreat. Later that day, attendees visited our exhibitors at the opening reception in the exhibit hall.

There were over 100 speakers on 9 different tracks that offered a plethora of educational sessions for the beginner to the seasoned conference goer. Douglas R. Hooker, Atlanta Regional Commission Director, opened the conference and Arlene Lester, DDS, Cap- tain, United States Public Health Service, kicked off the conference as our opening breakfast speaker. Gerianne Prom, Vice Presi- dent of Long-Term Care Milwaukee Center for Independence and iLIFE, LLC, addressed the crowd at our annual aging luncheon. Our closing speaker, Milton J. Little, Jr., President United Way of Greater Atlanta, spoke before a packed audience followed by our Annual Business Meeting presided over by the current AIRS President, Joan Phelps.

On Monday night everyone dined amongst the sharks, Beluga whales and sea life at the Atlanta Aquarium. The Friends of AIRS silent auction was a big hit on Tuesday night. Attendees delved into the make-your-own ice cream sundae bar while bidding on unique items to the tunes of a local DJ. This year’s auction raised over $2,300 for AIRS scholarships which goes to deserving members to attend the conference.
