This was requested due to the fire line not being completed, forecast weather and lack of resources. This evacuation level will be re-evaluated daily. Douglas County Sheriff/Emergency Management maintains close contact with the Fire Incident Team. Supplemental Information: Started 7/30/15, burning approximately 16 miles east of Canyonville near the communities of Milo and Drew. A public meeting for the Stouts Fire was conducted on 8/15/15, at the Azalea Community Church, with 35 attendees. Cable Crossing Fire: Started 7/28/15 and is a total of 1,857 acres, is burning six miles east of Glide. Is 85% contained and in final mop-up.

Potter Mountain Complex: Eight wildfires located in the Deer Creek area east of Boulder Creek Wilderness and west of Potter Mountain. The complex was at 327 total acres and estimated 100% contained. National Creek Complex: The National Creek Complex Fire is still active and possesses a significant threat to the Diamond Lake Summer homes and recreation area. Hwy 230 is still closed from the junction with Hwy. 138 near Diamond Lake, west to the junction with Hwy 62. Crater Lake National Park closed the North Entrance to the Park last night. Entire Diamond Lake area is in Level 1 evacuation notice. Management Action Points have been established for Evacuation Levels 2 and 3. Fire Incident Team is very concerned about forecast fire behavior for the 2 to 3 days. Our agency maintains constant contact with the Incident Team. Started 8/12/15 and has grown to 43,738 acres, resulting in an unknown number of homes potentially lost and the preparatory evacuation of Canyon City. Deschutes County has provided 3 personnel to assist with emergency management and law enforcement functions. Yamhill, Clackamas and Marion counties are providing personnel to assist with emergency management functions. A community meeting was scheduled for Sunday, 8/16/15, 1600, at the Grand Supplemental Union High School old gym, in John Day. They had 50 people at a meeting for Information: people who lost their homes, and 220 at a fire informational meeting. Because of increased fire traffic and smoky conditions throughout the area, Forest officials ask that the public stay clear of all fire activities. Have another meeting scheduled on the 8/18/15 at 5:00 at Grant Union High school old gym.Meeting will be aired on DKYJ local radio and will attempt to stream online. ESF-2: Communications Oregon Public Utilities Commission (PUC) is working closely with all providers at each fire.

Century Link (CTL) has Remote Terminals (Pair-Gain Carrier Systems:RT-PGCS) in the Fire area with a possible impact to approximately 90 Customers. At this time CTL cannot confirm the existence of a power outage to these facilities as a result of the Fire, but alarm circuits are resonating in the Central Office indicating disabled RT-PGCSs’, in Corral Gulch and Canyon Creek communities.

 ODOT Wireless was deployed and set up the STR cache #11 from Pendleton to the USFS facility in John Day on Saturday. STR 11 has been set up next to the OSFM Comm Unit at the Grant Co. fairgrounds.  ODOT Wireless personnel have assisted with programming of radios for deployment. They have also assisted with site locations and Comm plans for the incident. Continue to work closely with OSFM and USFS in meeting the needs.

ESF 3: Public Works ODOT is assisting ESF-8 in getting Water Utility crews into the Unity water sub so they can flush the main due to an E.coli contamination. The sub is located off of US 395 within the closure area. It is hoped that with the system flushed they may be able to lift the Boil Water Notice for the Unity area.

ESF-4: Firefighting The National Multi-Agency Coordinating Group (NMAC) increased the National Fire Preparedness Level (PL) to its highest point, PL-5, 8/13/15, 0530 MDT. Oregon’s Preparedness Level has also increased to PL-5.

FMAGs received for Stouts Fire (7/31/15), Kraus Lane Fire (8/8/15), Cornet Fire (8/13/15), and Canyon Creek Fire (8/15/15). Conflagration declarations invoked for Stouts (7/30/15), Cornet Fire (8/13/15), Windy Ridge Fire (8/14/15), and Canyon Creek Fire (8/14/15).

The Oregon Department of Corrections is providing the following support:  59 inmate and staff deployed Cornet Fire (Suppression, kitchen support, shower support, camp support, and security crew and staff)  124 inmate and staff deployed to Stouts Fire (Suppression, kitchen support, shower support, camp support, and security crew and staff)  21 inmate and staff deployed to Eagle Complex (Kitchen support, shower support, camp support)

ESF-5: Information and Planning OEM is gathering information from ESFs with potential impacts due to wildfires. Situation Reports are being issued at 1500 hours. A conference call will be conducted daily at 1300.

OEM staff continues to coordinate with local and tribal emergency managers to provide staffing assistance from non-impacted communities to Baker County, Grant County, and Warm Springs Indian Reservation emergency management offices.

OEM is continuing to do daily Sitrep but will re-evalute doing that after today.

ESF-6: Mass Care The Oregon Food Bank has done outreach to Malheur County for the Soda fire.   Oregon Housing found $50,000 allocation for aid to help those that lost homes due to the wildfire.  Shelter sites continue to be a resource center and gathering spot of locals looking for information and support. Meals, snacks and beverages are available at all shelter locations.  Baker Co. shelter is on standby at night and open during the day.  Warm Springs County Line 2 Fire shelter has currently relocated back to Warm Springs.  Warm Springs shelter had 12 overnight guests  A third Red Cross shelter was opened in Mt. Vernon, OR. to serve residents affected by the Canyon Creek Complex Fire in John Day. The shelter is located at the Mt. Vernon Community Hall, 640 Engle Street, Mount Vernon.  Mt. Vernon shelter had 1 overnight guest.

ESF-8: Health and Medical  Wildfire smoke is continuing to impact eastern and southwest Oregon, including some unhealthy conditions in the communities of John Day, Baker City, Medford and Klamath Falls.  Public Health Liaisons have responded in support of the Warm Springs tribe, Baker, Grant, and Union County; working with Local Public Health and the IMTs to coordinate use of OHA Wildfire PIO toolkits.

Our website ‘Banner’ has been established, the link takes the read to our Wildfire and Smoke information, State website: www.public.health.oregon.gov/pages/home.aspx  The smoke blog is providing information for the public, responders, state, tribal, and federal officials.  In Grant/Baker/Union/ County: Local public health is coordinating with the IMT’s for risk communications using CERC toolkits created by PHD that support information at community meetings.

 Boil Water Notice (non-fire related): Boil water notice in Unity, OR. As of this AM, the road closure on HWY 395 is impacting the flushing/testing of the system. Have coordinate with ODOT (ESF 1&3) to get the emergency service workers into the area to complete their work to bring the system back on line.

No current request has been made, however PH Liaisons are maintaining direct contact with local health and tribal jurisdictions.

ESF-10: Hazardous Materials  Incident 1880 – Rollover, small spill about 100 gallons of various chemicals (kerosene, fertilizer, etc) – In Harney County  Governor has eased travel time restrictions

ESF-11: Food and Water Food Bank Pantry in Canyonville and at 7th Day Adventist in Canyonville.

ESF-12: Energy PUC is working closely with all providers at each fire.

Cornet/Windy Ridge Fire:  Idaho Power reports - 1 structure damaged on the Quartz-John Day 138 Kv line, with 1 crew working on that structure. Estimated time of restoration is end of day 8/16/15.  Oregon Trail Electric Cooperative (OTEC) reports greater than 500 customers without electric service in Baker, Grant and Union Counties’ fire area.

El Dorado & Philips Creek Fire:  19 structures down. Wire damaged. There are 6 crews working to restore power between Unity and Cow Valley substations. Estimated time of restoration is end of the day on 8/17/15.  PGE has de-energized a Transmission Power-Line along the western perimeter of the County-Line 2 Fire.  Along the Fire’s, northern perimeter, there are two BPA Transmission Power-Lines about a mile away

ESF-13: Military Support OPLAN Smokey 2015 is activated to support response: 2 Type 1 helicopters and 17 support staff, with 3 additional Type 1 helicopters requested and being processed for deployment; and 2 engines and 4 ground personnel from BIAK remain in MOVE UP status in Prineville. 2 additional type 1 helicopters have been deployed to Cornet/Windy Ridge and are staged in Baker county, 1 bucket configuration and 1 medivac configuration.  4 Blackhawks on Cornet-Windy Ridge: 1 Medevac, 3 firefighting efforts  1 CH47 available  USFS has found an air operations officer, which will allow the deployment of CH47 to the fires  Mobile kitchen and shower request: doing a cost analysis on those items

ESF-14: Public Information Fire specific public information is being distributed by ODF and IMTs. State agencies are asked to amplify and share the following support messages: fire prevention; fire mitigation around homes; smoke and air quality; drought and forest fuels contributing to challenging fire environment. The Governor may plan a visit to a fire camp this week which may provide a good opportunity to roll out statewide fire messages.

ESF 15: Volunteers and Donations Long term recovery committees are working to develop plans for the communities.

Red Cross is providing recovery services for those impacted. Clothing and other items are being collected at the Grant County Fairgrounds office (411 NW Bridge St., John Day, OR, (541) 575-1900).

ESF-16: Law Enforcement Oregon State Police (OSP) is providing law enforcement assistance in Grant County. Oregon Judicial Department (OJD) announced closure of circuit courts in Grant and Baker Counties on Friday, 8/14/15, and discussion of possible closure 8/17/15.

ESF-17: Animal Protection People looking for a place to shelter pets/livestock may also contact the Grant County Fairgrounds.

ESF-18: Business and Industry Recreational and tourism industries are being impacted by road closures and smoke issues. Despite Hwy 26 being reopened, Kahneeta Resort remains closed due to smoke. The resort plans to reopen tomorrow (8/16) if conditions continue to improve. No other known impacts at this time.
