    Economic and National Security Impacts under a Hydraulic Fracturing Ban Report to the President January 2021 United States Department of Energy Washington, DC 20585 Message from the Secretary As directed by the President in an October 31, 2020 Presidential Memoranda titled: “Memorandum on Protecting Jobs, Economic Opportunities, and National Security for All Americans,” the Department of Energy is submitting the following report on the economic and national security outcomes of a domestic ban on hydraulic fracturing technologies. This report addresses Section 4 (Domestic and Economic Impacts of Undermining Hydraulic Fracturing and Other Technologies) and Section 5 (National Security Impacts of Undermining Hydraulic Fracturing and Other Technologies) of the Presidential Memoranda. I am proud to present this report to the Assistant to the President for Economic Policy and the Assistant to the President for National Security Affairs, as it is technologies like hydraulic fracturing that unleashed America’s natural resources and made the United States the world’s largest natural gas and oil producer, while also creating high-paying jobs and delivering meaningful consumer savings. As this report concludes, a ban on hydraulic fracturing — a practice that has been used for over 50 years in the United States and other countries — would result in the loss of millions of jobs, price spikes at the gasoline pump and higher electricity costs for all Americans. Such a ban would eliminate the United States’ status as the top oil and gas producing country and return us to being a net importer of oil and gas by 2025. It would weaken America’s geopolitical standing and negatively impact our national security.

(GNC) by Harbin Pharmaceutical Group Co., Ltd. (HPGC), a Chinese pharmaceutical company that describes itself as a “state-controlled Sino-foreign equity joint venture.” The ownership of an American health and nutrition company, with sensitive data on millions of customers and retail locations on and around military installations across the U.S., by a Chinese state-directed entity poses serious risks to U.S. national security. I therefore request a full review of this transaction by the Committee on Foreign Investment in the United States (CFIUS). The Chinese government engages in persistent efforts to obtain a broad range of sensitive American personal data through illicit means such as state-sponsored theft from government agencies and private companies. The acquisition of a major health and nutrition chain with over 5,200 retail stores in the United States and an expansive customer base presents the opportunity for state-directed actors to purchase this information legally. Efforts to obtain personal and sensitive data related to health information and financial transactions of U.S. persons must be reviewed with an understanding of the malign foreign policy and intelligence aims of the Chinese government and Communist Party. The risk of espionage risk is further illustrated by information found on the official HPGC website that indicates the conglomerate has worked with the People’s Liberation Army under the auspices of the Communist Party’s military-civil fusion strategy.

    Updates from the Capitol November 30 - December 11 State Leaders Ready a COVID Relief Package As we move closer to adjournment of the 100th Legislature, Governor Gretchen Whitmer and State Budget Office Director Chris Kolb have issued a supplemental request to both the Michigan Senate and House of Representatives Appropriations Committees primarily to support the state’s 1 ongoing pandemic response efforts. Supplemental Request 2021-2 recommends additional funding for the current fiscal year to the departments of Agriculture and Rural Development; Corrections; Education; Environment, Great Lakes, and Energy; Health and Human Services; Military and Veterans Affairs; and Technology, Management, and Budget. These adjustments are to be used to provide for coronavirus response activities that will no longer be funded with federal Coronavirus Relief Funds after December 30 due to federal law. The request included an approximately $617.3 million appropriation ($192.4 million General Fund) for Health and Human Services. This funding would go to support the following: • $419 million for pandemic food assistance benefits, specifically for children who, instead of receiving free or reduced-price meals at school, will be provided these meals throughout the pandemic • Approximately $5.9 million for immunization programs through local public health departments • Approximately $192 million for DHHS to continue its coronavirus response efforts, including testing and contact tracing of vulnerable populations, purchasing of supplies and equipment, supporting the expansion of health system capacity for distribution of COVID-19 vaccines, as well as wage and other supports for health care providers, among other things. To offset the spending request, the Director discussed this week the use of lapsed funding, savings from a lower-than-projected Medicaid caseload and higher-than-anticipated revenues, as well as future federal stimulus.
