Quantum Tech is also requesting that the permit be amended to add one miscellaneous unit which will consist of a heated auger-type conveyor system and a container storage area. The wastes managed at this facility are Class I hazardous and Class I nonhazardous industrial solid wastes. The research, development and demonstration facility is located on a 2.00 acre tract of land at the intersection of Moers Road and Scranton Street in the City of , Harris County, .

The proposed amendment authorizes treated process wastewater effluent to be discharged at a volume not to exceed an average flow of 127,000 gallons per day via Outfall 002. The applicant operates a plant that manufactures rolled aluminum. The plant site is approximately five miles west of the City of Texarkana, southwest of the junction of U.S. Interstate Highway 30 and Farm Road 989 and adjacent to the northern limit of the Town of Nash in Bowie County, Texas.

APPLICATION BY AZTECA MILLING COMPANY for an amendment to Permit No. 03111 to authorize an increase in the disposal volume from 195,000 gallons per day average to 290,000 gallons per day average. The proposed amendment would also increase the amount of land used for irrigation from 123 acres to 246 acres. Application rates for the irrigated land shall not exceed 2.0 acre-feet/acre/year. The plant site is south of U.S. Highway 87 (State Highway 27), approximately one half mile east of Farm-to-Market Road 2337 and five miles southwest of the City of Plainview, Hale County, Texas.

APPROVED, PR/PG Item 9. APPLICATION BY CHEVRON U.S.A., INC. for an amendment to Permit No. 00309 to authorize the relocation of Outfall 005 (stormwater) and modify copper effluent limitations. The permit currently authorizes a discharge of process wastewaters, cooling tower blowdown, boiler blowdown, ballast water, sanitary wastewater and stormwater at a volume not to exceed an average flow of 30,000,000 gallons per day via Outfall 001; a flow variable volume of once through cooling water via Outfall 002; and a flow variable volume of stormwater via Outfalls 004 and 005, which will remain the same. The applicant operates the Port Arthur Refinery, an integrated oil refinery. The plant site is in the vicinity of the State Highway 87 bridge crossing over Taylor Bayou which is southwest of the City of Port Arthur in Jefferson County, Texas.

Item 10. APPLICATION BY CITY PUBLIC SERVICE OF SAN ANTONIO for an amendment to Permit No. 01515 in order to delete Outfall 001 and change the provisions on the maximum pH reporting limits for Outfalls 002 and 004. The permit authorizes a discharge of condenser cooling water and previously monitored effluents (PME) at a volume not to exceed 920,000,000 gallons per day, plus intermittent, variable flow discharges of low volume wastewater and stormwater runoff into Braunig Lake. The applicant operates the V.H. Braunig Steam Electric Station. The plant site is at 16120 Streich Road, approximately 2.75 miles northwest of the City of Elmendorf in Bexar County, Texas.

APPROVED, PR/PG Item 11. APPLICATION BY EMPAK, INC. for an amendment to Permit No. 01731 in order to relocate Outfall 001 due to the installation of a diffuser. The permit currently authorizes a discharge of treated process wastewater from tank truck and rail car washing from the EMPAK facility, tank washwater from Paktank Battleground and Galena Park Terminals, and discharge of stormwater at a volume not to exceed an average flow of 302,000 gallons per day, which will remain the same. The applicant operates a commercial industrial wastewater treatment plant. The plant site is at 2759 Battleground Road in Harris County, Texas.

Item 12. APPLICATION BY HERCULES INCORPORATED for an amendment to Permit No. 02406 to authorize a decrease in the discharge of treated stormwater and other wastewater effluent from 150,000 gallons per day average to 10,000 gallons per day average via Outfall 001. The proposed amendment will also add stormwater outfalls 003 and 004. The current permit authorizes a discharge of treated stormwater and other wastewaters at a volume not to exceed an average flow of 150,000 gallons per day via Outfall 001; and an intermittent flow variable discharge of stormwater via Outfall 002. The applicant operates a plant which manufactures hydrocarbon resins. The plant site is at 2727 Miller Cut-off Road in the City of LaPorte in Harris County, Texas.

APPROVED, PR/PG Item 13. APPLICATION BY WEST HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 17 for an amendment to Permit No. 12247-01 to authorize a variance to the buffer zone. The proposed amendment would also authorize a decrease in the discharge of treated domestic wastewater effluent from a volume not to exceed an average flow of 450,000 gallons per day to a volume not to exceed an average flow of 275,000 gallons per day. The plant site is approximately 5.0 miles west-northwest of the intersection of State Highway 6 and Interstate Highway 10 on the north bank of the South Mayde Creek in Harris County, Texas.

The current permit authorizes a discharge of once through cooling water at a volume not to exceed an average flow of 57,600,000 gallons per day via Outfall 001 and flow variable discharges of low volume wastewater via Outfall 002, which will remain the same. The plant site is adjacent to Oak Creek Reservoir, approximately ten (10) miles north of the City of Bronte, Coke County, Texas.

Item 15. APPLICATION BY "778" LIMITED for renewal of Permit No. 13329- 01 which authorizes the disposal of treated domestic sewage effluent by irrigation on 145 acres of land. The disposal volume is not exceed an average of 200,000 gallons per day. Application rates for the irrigated land are not to exceed 2.7 acre-feet/acre/year. The wastewater treatment facility and irrigation site are approximately 4.6 miles northwest of the intersection of Interstate Highway 35 and Farm-to-Market Road 2338 and northwest of the City of Georgetown in Williamson County, Texas.
