NEW ENGLAND DISTRICT NEW ENGLAND DISTRICT The New England District comprises all of New England except western Vermont and small portions of Massachusetts and Connecticut along their western boundaries, and includes small portions of southeastern New York. These areas are all embraced in the drainage basins tributary to Long Island Sound and the Atlantic Ocean east of the New York-Connecticut State line. The District also includes Fishers Island, NY.
